City of Oregon City Council met Nov. 10.

The Council of the City of Oregon met at 5:30 P.M. The meeting was held on Zoom, City Administrator Darin DeHaan was present in the Council Room at City Hall. Present:

City Administrator Darin DeHaan started the pledge of allegiance.
Attorney Paul Chadwick opened the public hearing for the Community Development Block Grant for Breaker's Saloon and Eatery.
Attorney Paul Chadwick said the City of Oregon is applying for the grant due to covid-19 and the impact on small businesses. This grant will help with inventory, retention of employees, and working capital. The public notice was published in the Dixon Telegraph.
There was no public comment.
Mayor Ken Williams closed the public hearing at 5:38.

Mayor Ken Williams moved to approve Resolution 2020-18 a Resolution of Support for Breaker's Saloon and Eatery, Seconded by Commissioner Tim Krug.

Commissioner Kurt Wilson moved to approve the October 27th minutes, Seconded by Commissioner Terry Schuster.

Commissioner Terry Schuster moved to approve payroll in the amount of $51,747.90
Seconded by Commissioner Tim Krug.

Commissioner Tim Krug moved to approve the Creation of a Labor Position for the Street Department, Seconded by Commissioner Kurt Wilson.
Discussion: Commissioner Tim Krug said there has been a need for an additional street department employee. This position will be a monitored labor position. The hope is to offset costs to the City by keeping work “in house" instead of contracting the work out. Commissioner Terry Schuster was not willing to support this position if there would be a cost to the City. The amount of the salary for the new employee should be offset by the revenue saved by not using outside contractors. Street Superintendent Terry Plemmons said the financial impact to the City was the biggest thing when considering creating this position.

Commissioner Kurt Wilson moved to approve Ordinance 2020-118 Technical Changes to Municode, Seconded by Commissioner Melanie Cozzi.
Discussion: City Administrator Darin DeHaan said there were some technical inconsistencies that needed to be cleaned up.

Mayor Ken Williams moved to table the Donation to the Lifeline Food Pantry, Seconded by Commissioner
Terry Schuster.
Discussion: Mayor Ken Williams said the City was looking to donate to the food pantry with City funds. Under the Cure Act, federal money can be used to fund this donation to the food pantry. Therefore, the city does not need to approve this expenditure. He is also working with City Administrator Darin DeHaan to include small PPE kits with the donation. Commissioner Melanie Cozzi will reach out to the school to see
if they would be interested in organizing a food drive. Commissioner Terry Schuster thanked everyone for finding ways to support and reach out to struggling individuals during this time.
Commissioner Terry Schuster presented the Tax Levy recommendation. He said there will be no vote tonight but is looking for support and approval at the next meeting. The requested rate is a fraction smaller than the last tax levy.
Chief Shawn Melville said with this evenings storm, only one tree was reported down and was not in any power lines.
Commissioner Kurt Wilson asked if the street department will be putting out stop signs at the stop lights that are out. Street Superintendent Terry Plemmons said it is best for the City to not put them out, according to state law, non-working stop lights are to be treated as a four way stop.
Attorney Paul Chadwick said the City would be issuing an occupancy permit for Paul Shaffner's home. The City had previously requested the home to be demolished. Mayor Ken Williams said the judgement to demolish the home should be withdrawn since the home has been renovated.
Commissioner Melanie Cozzi congratulated Dave Kent for his nomination for Wastewater Operator of the Year. Martin's will be back to finish up the 5th street parking lot. The project on Rt 2 with the water leak is finished and blacktopped. She thanked the water department for finding the leak.
Commissioner Tim Krug said Paul Shaffner's house is complete and thanked Hands on Oregon. He also congratulated the new street department employee.
Mayor Ken Williams congratulated the new street department employee. The residents will receive more services without costing them more is what tipped the decision to add an additional employee. He said ComEd is reporting around 2,100 customers without power. No updates on when the power would be restored
Commissioner Kurt Wilson moved to adjourn the meeting, Seconded by Commissioner Terry Schuster.
