City of Savanna City Council met Nov. 24.

Here is the minutes provided by the council:

CALL TO ORDER:

Mayor Chris Lain called the meeting to order on the said date at 7:02 P.M. Notice of the meeting was delivered to all Council members and posted at 333 Chicago Avenue, Savanna, Illinois, in accordance with the State of Illinois Open Meetings Act.

PLEDGE OF ALLEGIANCE:

Mayor Chris Lain led the Council in the pledge of allegiance.

ROLL CALL / ESTABLISH QUORUM:

Mayor Chris Lain declared the establishment of a quorum with members in attendance Mayor Chris Lain, Jocelyn Boyd, Jeff Griswold, Nick Law, Deb Long, Sara Purdom, Roger Husband, and Pat Sanchez. Jim Friedenbach was absent. Non-members in attendance Public Works Superintendent John Lindeman, Police Chief Jeff Doran, Comptroller/Treasurer Brittany Hatteberg, Fire Chief Scott Wolfe, City Attorney Phil Jensen, News Media: Mike Nester, Michael Miller, Colton Ostrum signing in at 7:13, Cassie Wurster with Savanna Chamber, and City Clerk Rhonda Weiss.

APPROVAL OF AGENDA:

After review, Roger Husband motioned to approve the Agenda, seconded by Jocelyn Boyd. All voting in favor, none opposed. Motion passed.

APPROVAL OF MINUTES:

Consideration of the Minutes of the November 10, 2020 Regular Meeting: After a brief review, Sara Purdom motioned to approve the Regular Meeting Minutes from November 10, 2020, seconded by Roger Husband. All voting in favor, none opposed. Motion passed.

COMMITTEE REPORTS:

COMMUNICATIONS:

UNFINISHED BUSINESS:

Project Update, MSA: After a brief review of the report from MSA, Roger Husband ask Public Works Superintendent John Lindeman if the amount to hold back from the Contractor for Wacker Road had been determined. Public Works Superintendent John Lindeman stated he was not aware of the total but will get back to him. Pat Sanchez motioned to accept the report, seconded by Sara Purdom. All voting in favor, none opposed. Motion passed.

Planning & Zoning Board, October 19, 2020:

Ordinance, Approving a Certain Request for Re-zoning and Amending the Official Zoning Map of the City of Savanna Accordingly: After a brief review, Mayor Chris Lain asked for a motion from the Council. With no motion made, the motion was dismissed. The Fact Findings and 2nd Ordinance are also dismissed due to this ordinance needing to be approved before the next one.

Findings of Fact, Conditional Use Request CU-01-20 by Matt and Nancy Nowakowski:

Ordinance Authorizing a Conditional Use Permit CU-01-20 To Allow a Planned Development: On a Lot Not Less Than Ten (10) Acres in Area:

NEW BUSINESS:

Ordinance, Revising Annual Budget Ordinance for Fiscal Year 2020-2021: Mayor Chris Lain stated this was a first read and if anyone had any questions. Comptroller/Treasurer Brittany Hatteberg stated after discussing with Mayor Chris Lain it was determined to increase budget expenditures on a couple funds in order to levy more money. After review, Pat Sanchez motioned to place on 1st read the Ordinance, Revising Annual Budget Ordinance for the Fiscal Year 2020-2021, seconded by Sara Purdom. Roll Call Vote Aye: Jocelyn Boyd, Jeff Griswold, Pat Sanchez, Nick Law, Deb Long, Roger Husband, and Sara Purdom. Nay: none. Motion passed.

Ordinance, Annual Tax Levy: After review, Pat Sanchez motioned to place on first read the Ordinance for the Annual Tax Levy, seconded by Jocelyn Boyd. Roll Call Vote Aye: Nick Law, Deb Long, Roger Husband, Sara Purdom, Jocelyn Boyd, Jeff Griswold, and Pat Sanchez. Nay: none. Motion passed.

CITIZENS, COMMITTEE MEMBERS:

Roger Husband announced he will not be running for another term on the City Council. Mayor Chris Lain thanked him for his time on the Council.

Comptroller/Treasurer Brittany Hatteberg wished everyone a Happy Thanksgiving.

Mayor Chris Lain also wished everyone Happy Thanksgiving and wanted to let everyone know the Chamber Christmas walk has been canceled. The businesses will be open but nothing official will be on the agenda. They are hoping to make it a weekend-long small business shopping event. There will also be a drive-by parade on December 20th with Santa beginning at the Old Shopko Parking lot with more info coming.

ADJOURNMENT:

With nothing further, Mayor Chris Lain made a motion to adjourn at 7:28 P.M.
