City of Oregon City Council met Nov. 24.

The Council of the City of Oregon met at 5:30 P.M.
The meeting was held on Zoom, City Administrator Darin DeHaan was present in the Council Room at City Hall. Present:

City Administrator Darin DeHaan started the pledge of allegiance.
Rick Ryland presented projects that have been completed by Hands on Oregon. He thanked many people and groups for their involvement in the completion of Paul Shaffner's home. The project for Mr. Shaffner's home was completed on November 7th, included 660 volunteer hours and cost around $10,793.51. The USDA provided a $10,000.00 grant, Marsha and Jim Behrens paid the remaining balance of $793.51, and the Oregon Church of God donated $600.00 towards the waterline project.
Commissioner Tim Krug moved to approve the November 10th minutes, Seconded by Commissioner Melanie Cozzi.

Commissioner Terry Schuster moved to approve payroll in the amount of $53,960.55 and the current warrants:

Commissioner Terry Schuster moved to approve the City Insurance RMA Contract for Two Years, Seconded by Commissioner Melanie Cozzi.
Discussion: City Administrator Darin DeHaan said some insurance companies had reached out wanting to provide a quote for the City. He met with a few of the companies and reviewed these quotes with Mayor Ken Williams and Finance Commissioner Terry Schuster. By investigating in these options, the City was able to save $10,000.00 with the current insurance provider.

Commissioner Terry Schuster moved to approve Tax Levy Ordinance 2020-117, Seconded by Commissioner Tim Krug.
Discussion: Commissioner Terry Schuster said the levy is slightly different from last year but will still be less for taxpayers.

Commissioner Kurt Wilson moved to approve Planning Commission recommendation to Rezone 601 S. 1st Street from R3 to Industrial for Coilcraft Parking Lot, Seconded by Commissioner Tim Krug.

Commissioner Kurt Wilson moved to approve Planning Commission recommendation to Amend Noise Ordinance 2020-119, Seconded by Commissioner Terry Schuster.
Discussion: Commissioner Kurt Wilson said this change is about allowing property owners to use ATV's to do maintenance to their property. It does not allow for ATV's to be driven on City streets.

City Administrator Darin DeHaan reported that the City received the Favorite Small-Town Award from Sauk Valley Media, a raffle license for Candlelight walk will be on the next council agenda, and he has finished the training on Municode. He can now make changes and they will be changed immediately. He also said that Municode will look different.
Commissioner Terry Schuster said Candlelight Walk provides a boost for our community. The Chamber is working hard to follow current mitigation guidelines. Mayor Ken Williams said planning for the event has had tighter restrictions and PPE is available for the public. The City is meeting safety guidelines for the safety of all residents.
Commissioner Melanie Cozzi said Martin's has completed all the blacktopping sites. Currently there is a mixing tank that will need to be rebuilt or replaced. She thanked all City employees for the donation to Lifeline Food Pantry and wished everyone a Happy Thanksgiving.
Commissioner Tim Krug said the Street Department has been busy setting up for Candlelight Walk as well as spent 72 hours in the street sweeper. He reminded everyone the last brush pickup will be November 30th. He thanked City employees for donating to the food pantry.
Attorney Paul Chadwick has been reviewing the lease with BNSF Railroad and it will possibly be ready for approval at the next Council meeting. He was also glad that Paul Shaffner's home was completed.
Mayor Ken Williams said it was nice that Cures Fund money could be used for a food donation and to provide PPE to the food pantry. He said there is a lot of need this time of year.
