City of Morrison City Council Met Dec. 21.

The Morrison City Council met in Special Session at 6:30 p.m. in the Morrison Community Room, 307 S Madison St., Morrison, IL. Mayor Everett Pannier called the meeting to order. Acting City Clerk Scott Vandermyde record
Aldermen present on roll call were: Dale Eizenga, Ken Mahaffey, Mick Welding, Harvey Zuidema, Vernon Tervelt, Josh West, Kevin Bruckner Jr. and Arlyn Deets.
Other City officials present were City Administrator Barry Dykhuizen, Public Services Director Lori Matlack and City Treasurer John Prange.
Alderman Eizenga moved to approve the hire of Robert Deter to the Public Works Department. Alderman Zuidema seconded. On a roll call vote of 8 ayes (Eizenga, Mahaffey, Welding, Zuidema, Tervelt, West, Bruckner and Deets) and O nays, the motion carried.
Matt Hansen of Willett, Hofmann & Associates, Inc. summarized the bids for the Main Street Redevelopment project. He went over the attached exhibit consisting of “Option #2”, “Option #3” and “Concrete Option”. City Administrator Dykhuizen presented the attached exhibit summarizing finance options of “Option #3” and “Concrete Option”. Council discussed concrete versus asphalt. Mr. Hansen used the attached hand-written exhibit to describe the difference in life cycle costs and further pointed out that the water main work (not under discussion) has slightly different prices under each of asphalt and concrete.
After discussion of both material and financing was concluded, Alderman West moved to Award Main Street Project to Gensini Excavating with Alternate 1 ("Option #3” that had been under discussion), subject to approval of revised scope, regulatory review and pending IEPA financing. Alderman Welding seconded. After further discussion, on a roll call vote of 6 ayes (Eizenga, Mahaffey, Welding, West, Bruckner and Deets) and 2 nays (Zuidema and Tervelt), the motion carried.
City Administrator Dykhuizen discussed other Capital Improvements for 2021 including buildings (with a contingency on recent developments with GE's empty structures), Heaton and Jackson Streets repaving from Route 30 to the railroad tracks and Waterworks Park drainage issues and required grading work. No action was taken.
With no additional business to discuss, Alderman Mahaffey moved to adjourn the meeting, seconded by Alderman West. Meeting adjourned at 7:35 p.m.
