City of Oregon City Council Met Dec. 15.

Here is the minutes provided by the council:

The Council of the City of Oregon met Tuesday December 15th, 2020 at 5:30 P.M. The meeting was held on Zoom, City Administrator Darin DeHaan was present in the Council Room at City Hall. 

Present: Mayor Ken Williams 

Commissioner Melanie Cozzi 

Commissioner Tim Krug 

Commissioner Terry Schuster 

Commissioner Kurt Wilson

Present via Zoom: Corey Buck, Randy Cropp, Dave Kent, and Terry Plemmons. 

Absent: Chief Shawn Melville. 

City Administrator Darin DeHaan started the pledge of allegiance. 

Commissioner Tim Krug moved to approve the November 24th minutes, Seconded by Commissioner Kurt Wilson. 

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays. 

Commissioner Terry Schuster moved to approve payroll in the amounts of $52,424.25 and $52,461.19 and the current warrants as listed:

Commissioner Terry Schuster moved to approve the Annual Financial Audit, Seconded by Commissioner Melanie Cozzi. 

Discussion: Commissioner Terry Schuster said the audit packet was handed out earlier this year. 

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays. 

Commissioner Terry Schuster moved to approve Bond Abatement Ordinance 2020-120, Seconded by Commissioner Kurt Wilson. 

Discussion: Commissioner Terry Schuster said the bond abatement ordinance must be completed annually and relates to the sewer treatment plant project. 

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays. 

Mayor Ken Williams moved to approve Resolution 2020-19 Support of the Byron Station Nuclear Plant staying open, Seconded by Commissioner Tim Krug. 

Discussion: Mayor Ken Williams said this resolution speaks for itself and will be forwarded to elected officials. 

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays. 

Commissioner Kurt Wilson moved to approve the Raffle License for Candlelight Walk, Seconded by Commissioner Tim Krug. 

Discussion: Commissioner Terry Schuster asked if this was turned in late and if there is any penalty, Commissioner Kurt Wilson replied it was turned in late and no penalties are in place now. 

Yeas: Cozzi, Krug, Wilson, Williams. Nays: Schuster. 

Commissioner Kurt Wilson moved to approve the Raffle License for Rock River Center Inc., Seconded by Commissioner Melanie Cozzi. 

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays. 

Commissioner Kurt Wilson moved to approve the Raffle License for Build A Barn, Seconded by Commissioner Melanie Cozzi. 

Discussion: City Administrator Darin DeHaan said they are not a sanctioned non-profit but 100% of the funds will go to build a horse barn at the Ogle County Fairgrounds. Attorney Paul Chadwick asked if they had a sponsoring organization. Mayor Ken Williams said they wanted to do this raffle on their own not under the wing of the Ogle County Fair Association, but they have the connection with them.

Commissioner Kurt Wilson began the discussion on the Increase to Garbage Rates from $16.50 to $17.25. He said Moring Disposal can ask for an increase annually. Moring Disposal is having a problem with where to take recycling and has no interest in processing recyclable materials. They are currently holding and shipping the Cities recycling. Commissioner Terry Schuster said if we eliminate the recycling program it will hurt American companies that are wanting to find ways to recycle. 

Mayor Ken Williams stated that he would like to move into Executive Session after Mayor, Officer, and 

Commissioner reports. 

City Administrator Darin DeHaan thanked all city departments for work done this year including delivering Covid-19 supplies, repairing water main breaks, and removing basketball hoops at the coliseum. Of the $153,000.00 allotment for the City from the Cures 

Fund, $129,000.00 has been allocated including a donation to Lifeline Food Pantry and PPE supplies for Candlelight Walk. He reminded everyone that City Hall will be closing at noon on December 24th and closed on December 25th, 2020. 

Commissioner Kurt Wilson said a home that had been scheduled for demolition was demolished by Martin's this week. He wished everyone a Merry Christmas. 

Commissioner Terry Schuster said budget revenues are ahead of what was originally expected due to the Covid-19 impact. 

Water Sewer Superintendent Dave Kent said they were able to repair two water main breaks, one behind the Dollar General and one by Etnyre School. 

Commissioner Tim Krug wished everyone a Merry Christmas. 

Commissioner Terry Schuster moved to go into Executive Session, Seconded by Commissioner Tim Krug. 

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays. 

Commissioner Kurt Wilson moved to adjourn the meeting, Seconded by Commissioner Melanie Cozzi.
