City of Byron Community Services Committee met Feb. 1.

Alderman Fulrath called the meeting to order at 5:30 pm.
1. PUBLIC COMMENT – None
2. APPROVAL OF MINUTES – DECEMBER 2, 2020 – Alderman Gyorkos motioned to approve, as presented, the December 2, 2020, Community Services Committee meeting minutes. Seconded by Alderman Hobbie. Motion passed.
3. 2021 STREETS PROGRAM – Engineer Stoll presented recommendations to consider for the 2021 Streets Program (on Dropbox). Option one includes the following: Asphalt and curb and sidewalk repairs to Union St. between 2nd and 3rd St., Sumner from IL Route 2 to Crest Court (as a result of base failure issues), and Lincoln St. from IL Route 2 to River Dr. The recommendation also includes preventative maintenance in Brighton Ridge on Everett, Brentwood Dr. and Warrenton Dr. Option 1 includes all of the above repairs. Option 2 would limit the scope on Lincoln St. to drainage work, in preparation for repairs in 2022. Option 3 would take Lincoln St. off of the project list entirely for 2021. Repairs on Lincoln and Sumner Streets would finish the Edge-of-Town subdivision. Alderman Hobbie prefers Option 3, so that Lincoln St. can be done in its’ entirety next year. Aldermen Gyorkos and Fulrath agree. Alderman Gerdes motioned to recommend Option 3 for the 2021 Streets Program, at an estimated cost of $436,849.86. Seconded by Alderman Hobbie. Motion passed. Engineer Stoll added that this may allow funds to be directed towards the Mill Road repairs if needed.
4. ENGIE CONTRACT PROPOSAL – Director Vincer said the ENGIE contract proposal has been received. The projects hinge on getting IEPA funding. There is a question whether the ENGIE “model” will be accepted as a way to secure funding. ENGIE believes they can, however, the IEPA says otherwise at this point. ENGIE has not applied for EPA funding in Illinois to date. We will give ENGIE time to respond. Alderman Isaacs said that a facility plan is necessary to begin as soon as possible, as it is required by the IEPA to do work inside the fence or apply for funding. Engineer Stoll anticipates it will take several months to do a facility plan, and at least a year for IEPA to approve loan funding. The cost for a complete facility plan is $40,000, but he feels we can do a portion of the plan for $10-$15,000 to get started. Director Vincer said there already is $30,000 in Sewer and $10,000 in Water budgeted for the plan.
5. MILL ROAD – Nothing new to report. Jerry Martin has said it will be his first project this year, possibly in May.
6. PUBLIC WORKS UPDATE – Director Vincer reported that the crew handled the first snowfall recently, and they went through quite a bit of salt. The snow, followed by rain/ice, made the clean-up difficult, and they are continuing to move snow out of the downtown area. They typically have three trucks out during the storm – one in town, one in the outer subdivisions, and one on the long roads (Colfax, Barker, etc.). Once the storm is done, there are four additional trucks running plus the skid loader. There have been some repairs to the snowplows, and those will be showing up on the List of Bills coming up. • In this week’s List of Bills, there is a listing for a steam cleaning power washer needed to keep the equipment clean and salt free. The old one recently failed. • The Fire Department ordered new fittings for the fire hydrants, and the Public Works Department assisted with the installation. • Christmas trees can be dropped off at the boat dock. The FFA will also be picking up trees on January 13.
7. ADJOURN - Alderman Hobbie motioned to adjourn the Community Services Committee meeting. Seconded by Alderman Gyorkos. Roll call vote: Gyorkos, AYE; Gerdes, AYE; Fulrath, AYE; Hobbie, AYE. Motion passed: AYE, 4; NAY, 0; ABS, 0.
Alderman Fulrath adjourned the meeting at 6:11 pm. The next regular Community Services meeting is February 3, 2021.
