Byron Township Board of Trustees met Dec. 10.

Here is the minutes provided by the board:

The regular monthly meeting was called to order at 7:00P.M.

The Pledge of Allegiance was recited.

Ray Dyck led us in prayer.

Roll call was taken.

Those present were:

Trustees; Dave Engelbrecht, Ray Dyck, Hank Ebert, and Janet Harding

Township Supervisor Terry Reeverts

Township Clerk Barbara Rundle

Road Commissioner Ron Gibson

Township Assessor Bob Goelitz

Kip Norup, Mark Rundle, and Brad Nelson were present at the meeting.

Public Comment - All present were asked if they had any comments and each answered they did not.

Terry requested to move approving the bills up to after line 7 on the agenda so Mike could print the checks tonight and they would be mailed after tonight’s meeting. All present agreed.

Minutes from the November 12, 2020 were discussed.

Janet Harding made a motion to approve the minutes as presented.

Ray Dyck 2nd the motion, roll call was taken, and approved by all.

Zoning & Planning Committee Report – Nothing for this month.

Line Item Transfers - Town Fund – transfer $500.00 from line item 511C - Maintenance to line item 554C – Printing and Signs. Hank Ebert made a motion to approve the line item transfers as presented. Dave Engelbrecht 2nd the motion, roll call was taken and approved by all.

The following bills were submitted for audit and approval;

Town Fund:

Regular bills                       $ 6,147.03

Payroll                             $ 10,713.25

Social Security                     $ 758.18

Total of Town Fund in the amount of $17,618.46.

Dave Engelbrecht made a motion to approve the bills as submitted;

Hank Ebert 2nd the motion, roll call was taken, and approved by all.

Road District:

Road and Bridge Fund      $ 3,235.14

Permanent Road Fund      $ 8,259.74

Permanent Payroll Fund  $ 10,758.87

Insurance Fund                    $ 982.16

Social Security Fund           $ 770.65

Audit Fund                       $ 3,275.00

Total for Road District Fund in the amount of $27,281.56.

Janet Harding made a motion to approve the bills as submitted;

Hank Ebert 2nd the motion, roll call was taken, and approved by all

Assessor’s Report – Bob reported the following;

• There have been 2 appeals filed.

o Generation’s Nursing home asking for the value to be lowered to a lower amount than it was assessed at before the renovations were made. Bob is recommending the value remain the same as it currently is.

o Residential property in town, Bob feels confident in his assessment.

• Purchased ink cartridges for printer, jumbo cartridges that are supposed to last a lot longer than the regular ones. He will submit the bill next month.

Road Commissioner’s Report – Ron reported the following;

• Due the nice weather in November they were able to get more culverts cleaned up and driveways touched up with gravel.

• Were able to re-sweep the roads that were sealed coated this year and now have a little over 100 ton of chips to be used for ice control this winter.

• Salt currently being used is on last year’s bid, the state has not approved a state bid for this year yet.

• The permanent barricades are 100% complete now.

• The blue tractor is showing more signs of problems. He is researching a lease purchase program for a new tractor but not sure of the terms yet or if can get it. If he can get something pretty positive and reasonable he may jump on a lease purchase instead of spending several $1,000s on that tractor again. But won’t know until he gets everything back in.

• Equipment has been cleaned up pretty well.

• Ron announced; a couple months ago when he was asked this he said he was going to rerun for election again and what he has been offered at this point and time he will be retiring in May and not running for re-election. He will be staying until the change over in the middle of May.

Clerk’s Report – Barb reported she will have office hours on December 14th 5:00pm-7:00pm to file completed election petitions and then by appointment only until December 21st at 5:00pm.

Trustees’ Report – None for this month.

Cemetery Report – Please see Josiah’s report that was submitted. The tree damage from the storm has been cleaned up and TORIMA will cover the claim at 100%. We did pay the Woodchuck Tree Service in this month’s bills and will be reimbursed by TORIMA. Terry reported he has been working on the cemetery paperwork. He is currently waiting on information from Mike and Christine Lewis he does not have access to and needs to move forward as well as a license number from the comptroller’s office. He feels better with the progress on the cemetery paperwork than he did last month.

He has been talking with Mike about the computer from the office he has been working on and hopes to meet with Mike and have it repaired very soon.

Hank Ebert mentioned the new sign looks very nice and Terry added it held up well during the recent storm.

Terry said Josiah met with Jerry Olson about the flags and will be deciding about ordering replacement flags. Hank confirmed with Terry the clean out deadline is December 31st and after that they will be going down to the shed and cleaning out all remaining items.

Supervisor’s Report – See items in cemetery report.

Old Business – Nothing for this month.

Brad Nelson asked if he could speak; Terry said it was ok. He introduced himself and announced he would be running for Road Commissioner. Kip Norup introduced himself and announced he would be running for Township Trustee.

New Business –

a) Dave Engelbrecht made a motion to accept the Town Fund Tax Levy for tax year 2020 Resolution 20-003 to be collected in 2021 with the corrected dates, not to exceed 105% of aggregate for 2020, and not requiring a Truth-in-taxation. Janet Harding 2nd the motion, roll call was taken and approved by all.

a) Hank Ebert made a motion to accept the Road District Tax Levy for tax year 2020 Resolution 20-004 to be collected in 2021 with the corrected dates, not to exceed 105% of aggregate for 2020, and not requiring a Truth-in-taxation. Dave Engelbrecht 2nd the motion, roll call was taken and approved by all

Janet Harding made a motion for the meeting to be adjourned.

Ray Dyck 2nd the motion, roll call was taken and approved by all.
