City of Lanark City Council Met Jan. 5.

MEETING CALLED TO ORDER/ROLL CALL-Lanark City Council met in regular session at the Lanark City Hall at 7:00 p.m. Roll call taken by Kim Hunter, City Clerk, showed Alderpersons present were Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber and Jay VanMatre.
Mayor Ken Viglietta was present and presiding.
Others present were: Laura Snider, Joe Drozd, Dave Shaulis, Lynn Collins, Darin Stykel from Fehr Graham, Treasurer Donalee Yenney, Maintenance Manager Jason Alvarado, City Clerk Kim Hunter, Attorney Ed Mitchell and Chief of Police Matt Magill.
PLEDGE OF ALLEGIANCE-was led by Joe Drozd.
APPROVAL OF MINUTES-MOTION-was made by Alderperson Brad Knutti and seconded by Alderperson Jay VanMatre to accept the minutes of the November 17th, 2020 meeting as presented. Motion carried by 4 aye votes. Ayes: Brad Knutti, Jay VanMatre, Weston Burkholder and Mark Macomber. 2 Abstains: Lance Leverton and Haley Grim.
Mayor Ken welcomed Lynn Collins to the meeting and asked her to introduce herself. She talked a little about herself and she is running for the Ward III Alderperson position in the upcoming April 6th, 2021 election.
PUBLIC COMMENTS- None.
LELAND STREET/ELKAY PROJECT-POSSIBLE ACTION- Darin Stykel from Fehr Graham talked about the meetings he had with Weston Burkholder, Ken Viglietta, Ed Mitchell, Blackhawk Hills and himself in regards to the alternate truck route for Elkay, the Elkay Production Expansion, and the Leland Street and Elkay Driveway Improvements. The area is in the TIF district. The Elkay project is approximately a $6,000,000.00 project. Darin said Elkay does not want to put anything into it and wants the city to do it all. Darin said it is not beneficial to the City of Lanark at this time. Darin will prepare a letter to Elkay to let them know what our decision is.
SEWER PLANT PROJECT-POSSIBLE ACTION- MOTION-was made by Alderperson Mark Macomber and seconded by Alderperson Lance Leverton to assign Darin Stykel to finish the bid preparation for the sewer plant project. Motion carried by all 6 aye votes. Darin Stykel from Fehr Graham updated the council regarding the Lanark Sewer Plant Project. He said he had a meeting back in December with a Com Ed Rep., Jason Alvarado and himself. He talked about the Com Ed rebates, energy grants and savings. Darin said the sewer project is estimated at $450,000.00. Mayor Ken Viglietta said our financing is firm with the bank. Darin said it is a good time to bid out. Brad Knutti asked if March 1st would be good. Mark Macomber suggested moving it up sooner. Darin said that would work and will try to have the bids out in the first week of February for the city council meeting and have the bids back by March 2, 2021. Darin also said he is working with Eastland High School for the expansion of a 60 space parking lot. He said the Skada Project is 90% complete regarding the wells. Brad Knutti said that Andrew Chesney said the $112,500.00 is coming from the Illinois Bond Fund Grant for the City of Lanark but doesn’t know for sure when. Darin said we may not get it for a year or two, but it will come when it can.
RESIDENT LEAF ISSUE-POSSIBLE ACTION- None.
CODE BOOK-PAPER VS INTERNET-ACTION REQUIRED- Attorney Ed Mitchell talked about theCodification of our Ordinances. The Codification hasn’t been kept up for the last couple of years. We need to bring it up to date. They are discussing going solely to online codification and doing away with the books. The other possibility is to retain the books either in the current format or a different size. Sterling Codifiers have been purchased by American Legal Publishing Corporation so we are dealing with a different entity. Ed has been in touch with a representative. The suggestion was if we wanted to go primarily online we should have at least one or two printed copies of all of the ordinances in case there was some kind of internet failure. Alderperson Haley Grim suggested going on-line. Mayor Ken said we should have at least two books, Chief of Police suggested we get at least three full size books so the police department has one also. Ed said that he will tell the company three full size books and on-line also.
CEMETERY PERSONNEL-ACTION REQUIRED- MOTION-was made by Alderperson Lance Leverton and seconded by Alderperson Jay VanMatre to accept a retirement resignation as of May 31st, 2021 and start looking for someone new. Motion carried by 5 aye votes and 1 abstain vote. Ayes: Lance Leverton, Jay VanMatre, Haley Grim, Brad Knutti and Weston Burkholder. Abstains: Mark Macomber.
STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION- None.
EXECUTIVE SESSION-EMPLOYMENT, COMPENSATION-MOTION-was made by Alderperson Mark Macomber and seconded by Alderperson Brad Knutti to convene in Executive Session at 8:00 p.m. in order to discuss appointment, employment, compensation, discipline, performance, or dismissal of specific employees. Motion carried by all 6 aye votes. Ayes: Mark Macomber, Brad Knutti, Lance Leverton, Haley Grim, Weston Burkholder and Jay VanMatre.
REGULAR SESSION-MOTION-was made by Alderperson Brad Knutti and seconded by Alderperson Jay VanMatre to reconvene into regular session at 8:40 p.m. Motion carried by all 6 aye votes. Ayes: Brad Knutti, Jay VanMatre, Lance Leverton, Haley Grim, Weston Burkholder and Mark Macomber.
REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERPERSONS AND MAYOR- Jason Alvarado- has passed his studies. Jason would like a letter to be sent to the businesses to say we need them to help scoop their own sidewalks. Matt Magill- said he is annoyed at the quality of windows at the police department with the frost and water on the inside of the windows. He talked about the Starcom Radio system and it moving forward quickly. Carroll County, Lanark and the other towns are getting it and it is a good investment and for safety too. The plan is to have it switched over to the Starcom Network by March 1, 2021. Mark Macomber asked if Matt could update the council on the SRO officers. He said they have hired a new one, Jeff Dallas. He says he has fresh ideas . He said it is a good program as the kids trust the SRO officers. Donalee Yenney- said we will work on the budget towards the end of February. She had reports in the council members packets of the Changes in Bank Balance 4-1-2020 to 10-31-2020, Changes in Balance by Fund 10-31-2020 and Profit & Loss Budget vs. Actual October 2020. She also had the Changes in Bank Balance 4-1-2020 to 11-30-2020, Changes in Balance by Fund 11-30-2020 and Profit & Loss Budget vs. Actual November 2020 in the packet. Kim Hunter- thanked the council for the memorial money in lieu of flowers for the passing of both her parents in December to the Heartland Pet Welfare in Savanna. Brad Knutti- said he has looked at the SKADA system. He also asked Ed Mitchell if the city farm papers have been signed. Ed Mitchell said yes. Dave Shaulis said a tenant called regarding limestone for the farm. Haley Grim- asked when would be a good time to discuss the funds for the Local Cures Money regarding the businesses. Mayor Ken said we will find a time to do it. Mayor Ken Viglietta- asked the council if it would be okay to have once a month meetings up until the end of March due to the COVID having high numbers. He said we can have Darin Stykel come to the February 2nd, 2021 City Council meeting. He would like to have the meetings at the beginning of the months for January, February and March. That would make the rest of the City Council meetings on February 2nd, 2021 and March 2nd, 2021 at the Heritage Center at 7:00 p.m. The January 19th, 2021, the February 16th, 2020 and the March 16th, 2021 meetings would be cancelled. He said the election is coming up on April 6th, the same night as the April 6th, 2021 city council meeting and the council can discuss when to have the rest of them then. It was okayed by the council.
ADJOURNMENT-MOTION-was made by Alderperson Weston Burkholder and seconded by Alderperson Brad Knutti to adjourn at 9:09 p.m. Motion carried by 6 aye votes. Ayes: Weston Burkholder, Brad Knutti, Jay VanMatre, Haley Grim, Mark Macomber and Lance Leverton.
