City of Byron Public Safety Committee Met Jan. 20.

1. ROLL CALL: 

MEMBERS PRESENT: Chairman Alderman Dan Reilly, Alderman Mike Gyorkos, Alderman Christy Hanlin, Alderman Zeke Hobbie (all participating electronically)

APPROVAL OF AGENDA – Alderman Hobbie motioned to approve the agenda as Presented. Seconded by Alderman Gyorkos. Roll call vote: Gyorkos, AYE; Hanlin, AYE; Hobbie, AYE; Reilly, AYE. Motion passed: AYE, 4; NAY, 0; ABS, 0.

2. PUBLIC COMMENT – None

3. APPROVAL OF REGULAR MEETING MINUTES, NOVEMBER 18, 2020 – Alderman Gyorkos motioned to approve, as presented, the Public Safety Committee Regular Meeting Minutes of November 18, 2020. Seconded by Alderman Reilly. Roll call vote: Hanlin, AYE; Hobbie, AYE; Reilly, AYE; Gyorkos, AYE. Motion passed: AYE, 4; NAY, 0; ABS, 0.

4. UTVs ON PUBLIC ROADS– Discussion tabled. Chief Murray reported that we are waiting to meet with the County.

5. COVID PURCHASES – The city was allocated $154,800 as part of the CURE Act. We had applied for the money based primarily on Police officer hours dedicated to COVID, and we have received our entire allotment. A list of proposed expenditures is listed in Dropbox. These include squad car cameras and video downloading equipment, cameras at city hall and public works, and a SKADA system for public works that allows Director Vincer to monitor systems remotely. In addition, a new roof and more efficient air conditioning unit is needed over the Police Department. The Administrative Committee has approved the purchases and they will be presented to Council tonight.

6. SQUAD CAR – Chief Murray reported that the department is in need of a new squad car. There is money allocated in the budget for this purpose. The new vehicle will be driving by Sgt. Brechon, and his vehicle would be given to one of the newer officers since they are currently one vehicle short. Attorney Szeto confirmed that they purchase the vehicle through state bid.

7. POLICE DEPARTMENT PERSONNEL-NEW OFFICER INTRODUCTION – Michael Parlapiano has graduated from the academy and will be sworn in at the Council meeting on February 3.

8. POLICE DEPARTMENT BUDGET – Chief Murray will begin to work on the 2021-2022 budget as budget discussions will begin in March. Due to a new bill recently passed, body cameras will need to be purchased at some point, but most likely not in the next fiscal year. A summary of the bill should be available soon with details.

9. POLICE DEPARTMENT ACTIVITY AND UPDATE – Chief Murray reported that the December activity report will be sent to committee members when it becomes available.

10. SOCIAL MEDIA – Clerk Huber reported that social media posts are doing well, and reminded everyone to send items and pictures of interest to her.

11. ADJOURN - Alderman Reilly stated there is no need for Executive Session and motioned to adjourn the meeting. Seconded by Alderman Hobbie. Roll call vote: Hobbie, AYE; Reilly, AYE; Gyorkos, AYE; Hanlin, AYE. Motion passed: AYE, 4;

NAY, 0; ABS, 0.

Alderman Reilly adjourned the meeting at 6:22 pm.
