CALL TO ORDER

The meeting was called to order by Mayor Arellano at 5:33pm.

ROLL CALL

Councilman Marshall, Oros, Venier, Considine, and Mayor Arellano answered roll call.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited and the invocation was given by Reverend David Spaulding, First Presbyterian Church

BLACK HISTORY MONTH – IKE MERCER AWARDS

Councilman Venier presented on the Ike Mercer Award background and presented awards to Devrick Sayles and Tameka Deatherage. Backgrounds and achievements for each individual were given. Each recipient and Mercer family members spoke. Brief break for pictures and exiting of the council meeting.

ORD# 3226 – ORDINANCE AMENDING THE DIXON CITY CODE

TITLE V, CHAPTER 13, SECTION 5-13-6

(NUMBER OF LICENSES)

Mayor Arellano explained the request. Krystal Friese presented her vision and reason she is requesting a license, discussion ensued. Sebero Basilio presented his request for a license, discussion ensued. Councilman Marshall moved to approve the Ordinance amending the Dixon City Code Title V, Chapter 13, Section 5-13-6 Number of Licenses with respect to Class N not to exceed 4 licenses. Seconded by Councilman Venier. Voting Yea: Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF MINUTES

Councilman Oros moved that the minutes of the Regular and Executive Session Council Meeting of Monday, February 1, 2021, and the minutes of the Special Session Council Meetings of Thursday, February 4, 2021, Tuesday, February 9, 2021 and Thursday February 11, 2021. Seconded by Councilman Considine. Voting Yea: Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Considine moved that the Total Labor and Outside Claims in the amount of $557,365.56 be approved and ordered paid. Seconded by Councilman Venier. Voting Yea: Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

YEAR-TO-DATE FINANCIALS

Councilman Venier moved that the year-to-date Financial Summary through January 2021 be accepted. Seconded by Councilman Marshall. Voting Yea: Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

None

CITY MANAGER REPORT

City Manager Langloss – Working on the budget we had the community requests today, and went over the schedule of upcoming budget meetings.

COUNCIL REPORTS

Mayor Arellano – None

Councilman Considine – Complimented to the street department and public works departments for keeping our streets clean and caring. Appreciates their hard work.

Councilman Marshall – Even Odd Parking Ordinance, is it being enforced, discussion ensued. Councilman Oros – None

Councilman Venier – Council Chambers update, he shared ideas.

VISITOR/PUBLIC COMMENT

No public comment in City Hall.

Public comments from Facebook that were in response to the original comment asking for public comment were as follows: None at this time.

ORD# 3225 –ORDINANCE PROHIBITING THE USE OF GROUNDWATER AS A POTABLE WATER SUPPLY BY THE INSTALLATION OR USE OF POTABLE WATER SUPPLY WELLS OR BY ANY OTHER METHOD WITHIN CERTAIN AREAS IN THE CITY OF DIXON

Attorney LeSage explained the request, discussion ensued. Councilman Marshall moved to approve the ordinance prohibiting the use of groundwater as a potable water supply by the installation or use of potable water supply wells or by any other method within certain areas in the City of Dixon. Seconded by Councilman Oros. Voting Yea: Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 2844-21 – AMENDING 2020-2021 BUDGET

PUBLIC SAFETY BUILDING-REPAIRS

Building Official Shipman explained the request. Councilman Oros moved to the resolution amending the FY 2021 Budget with respect to the Public Safety Building Budget. Seconded by Councilman Considine. Voting Yea: Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

RESOLUTION FOR IMPROVEMENT UNDER THE ILLINOIS HIGHWAY CODE SECTION NUMBER 19-00180-00-RS

Public Works Director/Assistant City Manager Heckman explained this and the next requests, discussion ensued. Councilman Considine moved to approve the resolution for improvement under the Illinois Highway Code Section number 19-00180-00RS. Seconded by Councilman

Marshall. Voting Yea: Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

RESOLUTION FOR IMPROVEMENT UNDER THE ILLINOIS HIGHWAY CODE SECTION NUMBER 18-00179-00-RS

Councilman Venier moved to approve the resolution for improvement under the Illinois Highway Code Section number 19-00180-00RS. Seconded by Councilman Marshall. Voting Yea: Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF SIKICH TO BE THE CITY’S AUDITOR FOR FY21, FY22 AND FY23

Finance Director Fredericks explained the request, discussion ensued. Councilman Marshall moved to approve Sikich to be the City’s Auditor for FY21, FY22, and FY23. Seconded by Councilman Oros. Voting Yea: Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

ADJOURMENT

Councilman Oros moved that the Regular Council Meeting of Tuesday, February 16, 2021 be adjourned to meet in Special Session on Thursday, February 18, 2021, at 8:00am in the Council Chambers at City Hall. Seconded by Councilman Venier. Voting Yea: Marshall, Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

The meeting adjourned at 6:40pm.
