City of Galena City Council Met March 8.

21C-0081 – CALL TO ORDER

Mayor Renner called the regular meeting to order at 6:30 p.m. in the Board Chambers at 101 Green Street on 08 March 2021.

21C-0082 – ROLL CALL

Upon roll call, the following members were present via Zoom teleconference: Bernstein, Hahn, Kieffer, McCoy, Westemeier, Renner

21C-0083 – ESTABLISHMENT OF QUORUM

Mayor Renner announced a quorum of Board members present to conduct City business. 21C-0084 – PLEDGE OF ALLEGIANCE

The Pledge was recited.

21C-0085 - REPORTS OF STANDING COMMITTEE

No reports.

21C-0086 – CITIZENS COMMENTS

Randy Beadle, 1207 Hill Street – Beadle advised he would be resigning/retiring from the Galena Fire Department. He has been with the department for 31 years. Beadle said it was a tough decision, but he feels it is time to step away and let the younger generation have at it. Nominations start tonight at the Fire Department. Assistant Chief, Bob Conley is willing to step up to the role of Fire Chief. The Fire Department will submit their recommendations next month. Beadle thanked everyone for their support over the past 8 years. He was honored to be able to serve.

21C-0088 – APPROVAL OF A REQUEST BY THE GALENA-JO DAVIESS COUNTY HISTORICAL SOCIETY TO CONDUCT THE FIFTH HEROES FOR HISTORY STAIR CHALLENGE, SEPTEMBER 11, 2021

21C-0089 – APPROVAL OF A REQUEST BY THE GALENA-JODAVIESS COUNTY HISTORICAL SOCIETY TO CONDUCT A PIE AUCTION IN WASHBURNE PARK ON APRIL 17, 2021

21C-0090 – APPROVAL OF A CONTRACT WITH FLEEGE ELECTRIC FOR ELECTRICAL UPGRADES AT THE POOL

21C-0091 – APPROVAL OF THE PURCHASE OF A LAWN TRACTOR FROM SLOAN IMPLEMENT

Motion: Hahn moved, seconded by Kieffer, to approve Consent Agenda, CA21-05.

NEW BUSINESS

21C-0092 – DISCUSSION AND POSSIBLE ACTION ON THE 2021 POOL OPENING PLAN Motion: McCoy moved, seconded by Hahn, to approve the 2021 pool opening plan, 21C-0092. Discussion: Council felt it was well planned out and has room to move if things change.

Bernstein thanked Janelle Keeffer for doing an amazing job planning this out in a difficult environment and season. Bernstein voiced concern that the city could potentially lose $150,000. Moran advised the numbers will have to go through the final budget process; however, moving forward some expenses are going to have to be made. These figures are close to what the council will need to be prepared to approve.

Renner noted the pool is not a money maker. The City loses money every year. It is a service to the community.

21C-0093 – DISCUSSION AND POSSIBLE ACTION ON A CONTRACT WITH ARROW & COMPANY FOR POOL WEBSITE DESIGN

Motion: Hahn moved, seconded by McCoy to approve a contract with Arrow & Company for pool website design, 21C-0093.

Discussion: Council agreed if we are to open in any way in Phase 4, we are going to need to do this. Moran advised staff had been planning to build a standalone site for the last couple of years in order to provide online reservations for swim lessons. When COVID restrictions go away, that part the reservations part of the site will be put in abeyance for the time being. The site will still allow for online reservations for swimming lessons.

21C-0094 – DISCUSSION AND POSSIBLE ACTION ON THE FIRST READING OF AN ORDINANCE AUTHORIZING THE SALE OF MUNICIPALLY OWNED PERSONAL PROPERTY

Motion: Bernstein moved, seconded by Westemeier, to approve the first reading and waive the second reading of an ordinance authorizing the sale of municipally owned personal property, 21C-0094.

Discussion: None.

21C-0095 – DISCUSSION AND POSSIBLE ACTION ON A COLLECTIVE BARGAINING AGREEMENT WITH THE PUBLIC WORKS DEPARTMENT, MAY 1, 2021-APRIL 30, 2025

Motion: Hahn moved, seconded by Bernstein, to approve the collective bargaining agreement with the Public Works Department, May 1, 2021-April 30, 2025.

Discussion: Council thanked Mark and Joe for a job well done on the contract. It works best for everyone.

21C-0096 – WARRANTS

Motion: Kieffer moved, seconded by Hahn, to approve the Warrants as presented, 21C-0096. Discussion: None.

Roll Call: AYES: Bernstein, Hahn, Kieffer, McCoy, Westemeier, Renner NAYS: None

The motion carried.

21C-0097 – ALDERPERSONS’ COMMENTS

Water Break – Hahn advised there was a water break over the weekend. They accidently hit the water main with the handle of a hammer and it put a hole the size of a softball in it. Hahn noted that someday these watermains are going to cost the city a lot of money in a short period of time. This particular one has the 1973/1974 main on the other side of the street. It is just a matter of connecting the service lines to it.

City Hall - Hahn questioned when City Hall would be opened back up and when meetings could resume to regular meetings.

Fire Chief – McCoy stated he has been impressed with the service given by Chief Rand Beadle. He was a dedicated servant.

Thank you – Westemeier thanked Chief Randy Beadle for a job well done for the past 8 years. The Fire Department has always been a professional organization and will continue to be under the leadership of Bob Conley.

Washington Street Lot – Westemeier stated he would like to see the City do something with the Washington Street parking lot this year. It needs work and it needs to be done.

21C-0098 – CITY ADMINISTRATOR’S COMMENTS

Regular Board Meeting 08 March 2021

Fire Chief – Moran stated Chief Randy Beadle has displayed remarkable leadership and elevated what was an already outstanding department to a new level of professionalism. Moran stated he had the pleasure of working next to Beadle during the train derailment. Beadle was very calm, measured and in command. He communicated openly and clearly. He can be defined as a really great leader.

21C-0099 – MAYOR’S REPORT

Fire Department - Mayor Renner thanked Chief Beadle for his 31 years of service to the Fire Department with the last 8 as Chief. He has done an excellent job and will be missed.

Experience - Mayor Renner noted with Randy Beadle, Jim Rigdon, Lori Huntington, and Shirley Johnson retiring we will be losing 123 years of experience. Mayor Renner wished them all luck and thanked them for their years of service.

Thank you – Mayor Renner thanked Janelle for her work on the pool.

City Hall – Mayor Renner hopes we will be able to open City Hall soon.

21C-0100 – ADJOURNMENT

Motion: Hahn moved, seconded by Westemeier, to adjourn.
