City of Dixon City Council Met April 5.

CALL TO ORDER
The meeting was called to order by Councilman Mike Venier at 5:30pm.
ROLL CALL
Councilman Oros, Venier, Considine, and Marshall answered roll call.
ELECTRONIC ATTENDANCE
Mayor Arellano contacted the Assistant City Manager and City Attorney earlier today stating that he was not able to physically participate in tonight’s meeting due to an illness. Councilman Marshall motioned to allow Mayor Arellano to participate via electronic format in the meeting. Seconded by Councilwoman Oros. Voting Yea: Venier, Considine, Marshall, and Oros. Voting Nay: None. Motion Carried
PLEDGE OF ALLEGIANCE/INVOCATION
The Pledge of Allegiance was cited and the invocation was given by Reverend Robert Dunbar, St. James Evangelical Church.
APPOINTMENT OF DEPUTY CITY CLERK
Mayor Arellano stated he was in favor of appointing Heather McCarter as Deputy City Clerk. Discussion ensued. Councilwoman Oros moved to approve the appointment of Heather McCarter as Deputy City Clerk. Seconded by Councilman Considine. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried
PUBLIC HEARING – FY 21/22 BUDGET
At 5:39PM, Councilman Venier opened the public hearing with respect to the FY21/22 budget. Discussion ensued with respect to the band budget. Councilman Venier closed the public hearing at 5:46PM.
PUBLIC HEARING – CDBG GRANT CLOSEOUT
At 5:46PM, Councilman Venier opened the public hearing with respect to the Community Development Block Grant (CDBG) Downstate Small Business Stabilization (DSBS) grant close out. The purpose of the public hearing is to satisfy the resident participation requirements under the Downstate Small Business Stabilization Program. The Downstate Small Business Stabilization Program has been established by the State of Illinois to provide grants of working capital funds to a community’s businesses that are economically impacted by the COVID-19 virus.
The notice of Public Hearing was published in The Dixon Telegraph on March 25, 2021, which date is more than seven days prior to the date of the public hearing as required.
The notice of the public hearing provided that persons with disabilities or non-English speaking persons who needed assistance to attend the public hearing could contact the City for assistance. The City did not receive any requests for such assistance.
The following three (3) businesses applied for the Downstate Small Business Stabilization Grant and were awarded the funds through reimbursement of expended funds:
1. Wings and More received $14,000. These funds provided working capital for the business, including payroll assistance benefitting two (2) employees.
2. Baker Street received $10,000. These funds provided working capital for the business.
3. Zero Red, Inc. received $20,000. These funds provided working capital for the business, including payroll assistance benefitting two (2) employees.
The total amount of funds awarded to address the needs of the business(es) due to the COVID-19 emergency was $44,000; and was used to assist the following businesses with working capital needs. These businesses have requested and received the full amount of funds that were granted to them through the Downstate Small Business Stabilization Grant and are ready to proceed with the close out procedures.
Those in attendance of this public hearing were Councilman Marshall, Councilwoman Oros, Councilman Considine, Councilman Venier, Mayor Arellano, Matt Heckman, Rob LeSage, Becky Fredericks, Matt Huyett, Allen Philhower, Chris Bishop and Tim Shipman.
Councilman Venier closed the public hearing at 5:49PM.

APPROVAL OF MINUTES
Councilman Considine moved that the minutes of the Regular and Executive Session Council Meetings of Monday, March 15, 2021; be accepted and placed on file. Seconded by Councilman.

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Marshall moved that the Total Labor and Outside Claims in the amount of $480,807.33 be approved and ordered paid. Seconded by Councilwoman Oros. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried
CITY MANAGER REPORT
Assistant City Manager Heckman – It will be a busy construction season. Weekly updates will be posted on social media.
COUNCIL REPORTS
Mayor Arellano – He is currently on COVID protocol. He will send out an email in regards to the budget.
Councilman Considine – No comment.
Councilman Marshall – Reminded everyone to vote.
Councilman Oros – Congrats to LCHD and the IL National Guard for the great job with the COVID vaccine clinic at Sauk this past weekend. Encouraged people to get out and vote tomorrow.
Councilman Venier – Good luck to the candidates and reminded people to get out and vote.

Allen Wickert is interested in opening a banquet facility at 641 Palmyra Rd and would like the Council to consider approving a Banquet Facility liquor license.
Jesse Noyes from Goldrush Gaming spoke on behalf of Nina Patel with respect to adding gaming to Hometown Pantry. Discussion ensued.
Public Comment was not taken on Facebook tonight.
ORDINANCE WITH RESPECT TO POLICE DEPARTMENT LEADERSHIP
Due to Mayor Arellano’s illness this will be tabled for tonight and brought back to the next meeting.
RES# 2849-21 – LISTING SCHEDULED MEETINGS OF THE COUNCIL OF THE CITY OF DIXON
Councilwoman Oros moved to approve the resolution with respect to the scheduled meetings for FY22. Seconded by Councilman Considine. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried
RES# 2850-21 – RE-APPOINTMENT TO THE BOARD OF TRUSTEES OF THE POLICE PENSION FUND
Councilman Considine moved to approve the resolution with respect to the appointment of Gary Presley to the Police Pension Fund for a term to commence May 11, 2021 and to end May 8, 2023. Seconded by Councilman Marshall. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried
RES# 2851-21 – IMPROVEMENT UNDER THE ILLINOIS HIGHWAY CODE – MFT FUNDS
Public Works Director Heckman explained that this is for the 2021 street resurfacing project. Councilman Marshall moved to approve the resolution appropriating $600,000 of Motor Fuel Tax funds for street resurfacing. Seconded by Councilwoman Oros. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried
RES# 2852-21 – IMPROVEMENT UNDER THE ILLINOIS HIGHWAY CODE – RBI FUNDS
Public Works Director Heckman explained that this must be a bondable project to use the Rebuild Illinois Funds. These funds will also be used for the 2021 street resurfacing project. Councilwoman Oros moved to approve the resolution appropriating $345,622 of Rebuild Illinois funds for street resurfacing. Seconded by Councilman Considine. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried
RES# 2853-21 – EXHIBIT A TO APPROPRIATE $50,054 AS FUNDING FOR THE ROUTE 2 RESURFACING
Public Works Director Heckman explained that this is the first piece of three with respect to the IDOT route 2 street project. This resolution allocates the needed funds for moving the City’s infrastructure. Discussion ensued. Councilwoman Oros moved to approve the funding resolution pertaining to the IL Rt. 2 resurfacing project. Seconded by Councilman Considine. RES# 2854-21 – APPROVING PLANS AND SPECIFICATIONS AS PROPOSED FOR THE STATE OF ILLINOIS DEPARTMENT OF TRANSPORTATION FOR A JOINT CITY-STATE MILLING AND RESURFACING IMPROVEMENT PROJECT ON IL ROUTE 2
Public Works Director Heckman explained that this is the second piece of three with respect to the IDOT route 2 street project. Discussion ensued. Councilman Marshall moved to accept IDOT’s plans and specifications for IL Rt. 2 resurfacing in accordance with contract 6M91. Seconded by Councilwoman Oros. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried
RES# 2855-21 – AMENDING 2020-2021 BUDGET – STREET DEPARTMENT
Public Works Director Heckman discussed the need for this resolution. He would like to see the salt shed full before next winter and this amendment would allow that. Councilman Considine moved to approve the resolution amending the FY20-21 budget with respect to the Street Department, Traffic Maintenance and Municipal budgets. Seconded by Councilman Marshall. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried
RES# 2856-21 – AMENDING 2020-2021 BUDGET – MFT FUND
Finance Director Fredericks stated this resolution helped keep MFT and RBI expenses separate by creating a new RBI infrastructure expense line. Councilwoman Oros moved to approve the resolution amending the FY20-21 MFT budget with respect to the RBI funds. Seconded by Councilman Considine. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried
APPROVAL OF AN AGREEMENT WITH CRAWFORD, MURPHY TILLY INC. PERTAINING TO THE AIRPORT FENCING PROJECT
Public Works Director Heckman discussed the airport fencing project. Councilman Considine moved to approve the agreement with Crawford, Murphy & Tilly, Inc. for a construction phase services related to the installation of the perimeter fence at the Dixon Municipal Airport. Seconded by Councilman Marshall. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried
AWARD THE BID FOR THE DIVISION STREET MAIN LINING PROJECT
Public Works Director Heckman discussed the Division Street main lining project. He stated that the City received 5 bids and Martin was the lowest. The Martin bid was just under the engineer’s estimate. Discussion ensued. Councilman Marshall moved to award the bid of $522,536.58 from Martin and Company Excavating for the Division Street main lining project. Seconded by

APPROVAL OF A JOINT AGREEMENT BETWEEN THE CITY OF DIXON AND IDOT PERTAINING TO THE PAVING OF IL ROUTE 2
Public Works Director Heckman said this was the third piece of the Route 2 resurfacing project. Councilwoman Oros moved to approve contract 64M941 between IDOT and the City pertaining to the paving of IL Rt. 2. Seconded by Councilman Considine. Voting Yea: Venier, Considine, Marshall, Oros and Mayor Arellano. Voting Nay: None. Motion Carried
ADJOURMENT
Councilman Considine moved that the Regular Council Meeting of Monday, April 5, 2021 be adjourned to meet in Regular Session on Monday, April 19, 2021, at 5:30pm in the Council Chambers at City Hall.
