City of Savanna City Council Met March 23.

CALL TO ORDER:
Mayor Chris Lain called the meeting to order on the said date at 7:02 P.M. Notice of the meeting was delivered to all Council members and posted at 333 Chicago Avenue, Savanna, Illinois, in accordance with the State of Illinois Open Meetings Act.
PLEDGE OF ALLEGIANCE:
Mayor Chris Lain led the Council in the pledge of allegiance.
ROLL CALL / ESTABLISH QUORUM:
Mayor Chris Lain declared the establishment of a quorum with members in attendance Mayor Chris Lain, Pat Sanchez, Jocelyn Boyd, Sara Purdom, Roger Husband, Jeff Griswold, and Deb Long. Nick Law joined at 7:23. Jim Friedenbach was absent. Non-members in attendance Police Chief Jeff Doran, Public Works Superintendent John Lindeman, City Attorney Phil Jensen, News Media: Mike Nestwer, Colton Ostrum,
Michael Miller, and City Clerk Rhonda Weiss.
APPROVAL OF AGENDA:
After review, Roger Husband motioned to approve the agenda, seconded by Sara Purdom. All voting in favor, none opposed. Motion passed.
APPROVAL OF MINUTES:
Consideration of the Minutes of the March 9, 2021 Regular Meeting: Sara Purdom motioned to approve the Regular Meeting Minutes from March 9, 2021, seconded by Jocelyn Boyd. All voting in favor, none opposed. Motion passed.
COMMITTEE REPORTS:
Finance Committee 03-12-21, 03-16-21, and 03-23-21: Pat Sanchez updated the Council on the meetings. Budget items were reviewed for FY 2021/2022. Roger Husband asked if any allowances are being made for Census results. Mayor Chris Lain explained that the City is just using last year's numbers. Still, all Capital Expenditure requests will be reviewed before approval, and nothing will be purchased without verification of revenue. Roger Husband motioned to approve the report, seconded by Sara
Purdom. All voting in favor, none opposed. Motion passed.
UNFINISHED BUSINESS: Project Update, MSA: Nothing to report.
NEW BUSINESS:
Ordinance Amending, Title 1, Chapter 14, Section 7, Residency Requirements: After a brief review, Pat Sanchez motioned to approve Ordinance #2285 Amending, Title 1, Chapter 14, Section 7, Residency Requirements, seconded by Sara Purdom. All voting in favor, none opposed. Motion passed.
Ordinance Amending, Title 1 Chapter 23, Section 7, Vacations/Compensatory Time/Personal Day: Pat Sanchez motioned to approve Ordinance #2286 Amending, Title 1, Chapter 23, Section 7, Vacations/Compensatory Time/Personal Day, seconded by Jocelyn Boyd. All voting in favor, none opposed. Motion passed.
CITIZENS, COMMITTEE MEMBERS:
Pat Sanchez reminded everyone of the Firemen's Breakfast Drive-Thru on Sunday, March 28, 2021.
Roger Husband was asking about the dust during heavy wind at Consolidated Grain & Barge.
Mayor Lain advised the Council on the sale of the business and the clean-up in progress. Deb Long asked Public Works Superintendent John Lindeman about the recent rise in garbage costs and why the increase for the new contract. John Lindeman responded that the increase was based on Moring Disposal's request based on their current operating costs. He also pointed out the substantial increase had the Council approved their contract at the last meeting. The bid from Moring would have increased prices from the current $13.00 to over $17.00. By approving Republic Services, the new costs will only increase to $14.00.
Jeff Griswold asked John Lindeman to check on the sewer grate at 6th Street & Chicago Avenue, as it seems to have sunk considerably. John Lindeman will check and correct the problem.
