City of Amboy City Council Met April 19.

Here is the minutes provided by the council:

Mayor John Schamberger called the Regular meeting of the Amboy City Council to order and the council and audience stood for the Pledge of Allegiance.

MINUTE’S APPROVED-The minutes from the regular city council meeting were presented. Motion to approve the minutes by Aldermen Shaw and Stenzel. Carried.

TREASURER’S REPORT APPROVED- City Treasurer Nancy Neal submitted the financial report. Making a motion to approve the reports as presented was made and seconded by Aldermen Leffelman and Klein. Carried.

PAYMENT OF BILLS APPROVED- A list of outstanding bills, involving city accounts as prepared by the city clerk’s office was submitted. Making a motion to approve the bills as presented was made by Aldermen Stenzel and Shaw. Carried.

STANDING COMMITTEE REPORTS:

COMMUNITY BUILDING-No Update.

DEPOT MUSEUM-Alderman Shaw reported the Depot Museum will have a regular meeting this month.

L.C.E.M.A - Alderman Dewey –No Report.

PARK-Alderman Bontz –No Report.

LIBRARY-The library computers have been cleaned and updated ready for the public to use. Two small library boxes have been donated from the Mary Lane family memorial that will be placed at the library and another location.

COMMITTEE MEETING-See minutes.

MAINT/STREET DEPT-No Updates.

WATER/SEWER DEPT-The water department will be flushing hydrants this week for spring maintenance.

CONCERNS FROM THE AUDIENCE-None.

NEW BUSINESS

Discuss City Property Purchase- Jared Zellhoffer-Discussion regarding Mr.Zellhoffer DBA Z-Best has requested to possibly buy the old city maintenance building and also part of the Shapiro Park low area. Matt Keegan City Attorney advised those will need a certified appraisal or sealed bids with notification in the local papers. Mr. Zellhoffer is working with some other property owners to purchase additional land/buildings within the city limits. Alderman Stenzel asked about the floodplain and how it works to fill in the floodplain. Mr. Zellhoffer has checked and should be able to get the required permitting for the project since it’s not in the floodway. Attorney Matt Keegan also advised the city to reserve the right of the easement for any utilities in the area. Mayor Schamberger asked for Mr. Zellhoffer to give the city a letter of intent for the purchase of the property and requests. Also requested per property purchase will be alley vacations for East Avenue and Bluff Street portions. There is a cost for the survey and also purchase of the property street portions. Mr. Zellhoffer also wanted to make sure the street can handle semi traffic and not be posted for heavy freight. Alderman Klein had a concern if the city has to put money into the street. Sensient does use the Kellen Street by Napa for their shipments so the road should be capable with a heavy overlay done.

Review Police Nuisance List/ Violations –Officer Lisa Hart reviewed all the police violations that have been issued. Sixty letters have been sent out and some have complied however there are others that probably won’t comply by the deadline. The Mayor is ready to take the ones that don’t comply by the deadline. Office Hart has eight properties that will probably have to go to court for forced cleanup. The process is two notices and then a third with action and towing. The next process would be with tickets however the people ignore the fines. Alderman Stenzel was all for taking these properties to court. Alderman Klein also agreed and discussed with the city attorney the process for these non- compliant property owners. More Updates next month.

Approve 2021 MFT Bid Universal Asphalt & Excavating $161,690.24 (East Main Street) Motion to Approve 2021 MFT Bid Universal Asphalt & Excavating $161,690.24 made by Aldermen Stenzel and Klein. All Approved.

Approve 2021 MFT Bid Helm Civil/Chip Seal Project $87,010.90(Alleys/Robbins Rd/Red Brick Rd) Motion to Approve 2021 MFT Bid Helm Civil/Chip Seal Project $87,010.90 made by Aldermen Klein and Leffelman. All Approved.

Approve 2021-2022 Annual Budget –Aldermen met to update and review the budget. Motion to Approve 2021-2022 Annual Budget made by Aldermen Stenzel and Klein. All Approved.

Discuss/Update S. Commercial Sanitary Sewer Plan and Specs-Discussion regarding this project and the timelines for this fall. The project has been discussed for a few years, the city has the permit from the state and the city will be using general funds for this project.

Approve Big Iron to take Bids on Maintenance Dept. Equipment (see list)Motion to Approve Big Iron to take Bids on Maintenance Dept. Equipment made by Aldermen Shaw and Stenzel. All Approved.

Approve Depot Commission to Invest Funds –Starved Rock Community Foundation –The city attorney had a meeting with Amanda Walters, Mayor Schamberger and Alderman Stenzel. Discussion was over the city allowing the funds to be transferred and also if it’s within the trust guidelines. Linda Disney planned on the funds being transferred so the Depot Museum can be a 501.3 C and more donations can be invested into that fund. Each project can be its own fund and donations can be put into the fund the donor picks on the Starved Rock Community Foundation web page. The Depot was interested in these funds due to the low cost and better return on the trust money. Motion to Table Depot Commission to Invest Funds made by Aldermen Stenzel and Klein. Tabled.

Discuss/Approve City to Bid Repair Work-Depot Museum-Mayor Schamberger has an email regarding the repair work. Motion to Approve City to Bid Repair Work Depot Museum made by Aldermen Shaw and Leffelman. All Approved.

Approve Appointment Molly Hasemen- Depot Commission Board –Motion to Approve Appointment Molly Hasemen Depot Commission Board made by Aldermen Shaw and Klein. All Approved.

Building Inspectors Report-1 Demolition, 2 garage, 3 roof, 1 fence and 2 sheds.

Attorney Legal Update-No Updates.

COUNCIL CONCERNS

Alderman Shaw-Thank you to everyone for their election vote. Thank you Officer Hart for all your hard work cleaning up town.

Alderman Klein-Good job to the city crew for always being quick to get stuff done when asked.

Alderman Leffelman-Nothing.

Alderman Stenzel-Nothing.

Mayor Concerns-Thank you to the police department for getting the letters out to clean up their yards and properties. Still looking for more Depot Commission Members.
