City of Savanna City Council Met April 13.

CALL TO ORDER:
Mayor Chris Lain called the meeting to order on the said date at 7:01 P.M. Notice of the meeting was delivered to all Council members and posted at 333 Chicago Avenue, Savanna, Illinois, in accordance with the State of Illinois Open Meetings Act.
PLEDGE OF ALLEGIANCE:
Mayor Chris Lain led the Council in the pledge of allegiance.
ROLL CALL / ESTABLISH QUORUM:
Mayor Chris Lain declared the establishment of a quorum with members in attendance Mayor Chris Lain, Pat Sanchez, Jocelyn Boyd, Sara Purdom, Roger Husband, Jeff Griswold, Nick Law, Jim Friedenbach, and Deb Long. Non-members in attendance Police Chief Jeff Doran, Public Works Superintendent John Lindeman, Fire Chief Scott Wolfe, Comptroller/Treasurer Brittany Hatteberg, City Attorney Phil Jensen, News Media: Mike Nester, Michael Miller, Craig Brown, Stephanie East, Betsy Kinder, Jeanne Byers Spraetz, and City Clerk Rhonda Weiss.
APPROVAL OF AGENDA:
After review, Pat Sanchez motioned to approve the agenda, seconded by Sara Purdom. All voting in favor, none opposed. Motion passed.
APPROVAL OF MINUTES:
Consideration of the Minutes of the March 23, 2021 Regular Meeting: Roger Husband motioned to approve the Regular Meeting Minutes from March 23, 2021, seconded by Jocelyn Boyd. All voting in favor, none opposed. Motion passed.
COMMITTEE REPORTS:
Finance Committee 04-01-21, 04-07-21, and 04-13-21: Pat Sanchez updated the Council on the meetings. Budget items were reviewed for FY 2021/2022. Monthly reports and monthly budgets were reviewed and recommended for approval. Pat Sanchez reviewed the inactive uncollectable accounts. The two recommendations for write-off are Dirk Legel and Rachel Green. Pat Sanchez motioned to approve the recommendation for write-off Dirk Legel for $618.34 and Rachel Green for $408.34, seconded by Jocelyn Boyd. Roll Call Vote Aye: Jocelyn Boyd, Jeff Griswold, Pat Sanchez, Nick Law, Deb Long, Roger Husband, Jim Friedenbach, and Sara Purdom. Nay: None. Motion passed. Jocelyn Boyd motioned to approve the report, seconded by Sara Purdom.
Contracts & Lease/Collective Bargaining Committee 03-29-21 and 04-09-21: Jeff Griswold updated the Council on negotiations for the FOP Contract and recommendations. After review, Jeff Griswold recommended the Committee's findings for the FOP Contract's approval dated May 1, 2021, to April 30, 2024. Pat Sanchez motioned to approve the Committee report, seconded by Nick Law. All voting in favor, none opposed. Motion passed.
Hotel/Motel Committee, 04-07-21: Sara Purdom reported to the Council on the meeting. The Committee reviewed monthly invoices, one for Facebook and the monthly timecard for the Consultant. The committee also reviewed the new signs for the north entrance to town and the billboard on Highway 20. The Chamber explained the quarterly dinner. Pat Sanchez motioned to approve the Hotel/Motel report, seconded by Jocelyn Boyd. All voting in favor, none opposed. Motion passed.
WARRANT #12: Bills for the Month of March Totaling $277,807.54: After review, Pat Sanchez motioned to approve Warrant #12, totaling $277,807.54, seconded by Sara Purdom. Roll Call Vote Aye: Pat Sanchez, Nick Law, Deb Long, Roger Husband, Jim Friedenbach, Sara Purdom, Jocelyn Boyd, and Jeff Griswold.
COMMUNICATIONS: Letter of Resignation, Planning & Zoning Board, Linda Grissinger: Mayor Chris Lain reviewed the resignation letter from Linda Grissinger and thanked her for serving on the board.
APPOINTMENTS:
Police Pension Board, Two Year Term Expiring 04/30/23, Stacey Lamp:
Fire Pension Board, Three Year Term Expiring 04/17/24, Brittany Hatteberg: Planning & Zoning Board, Three Year Term Expiring 04/26/24, Robert Haffey and Steve Haring: Mayor Chris Lain recommends the appointments above. Roger Husband motioned to approve the four appointments, seconded by Nick Law. All voting in favor, none opposed. Motion passed.
Monthly Reports: Financial, Police, Fire, and Public Works for March 2021: The Public Works report was not available, after a brief review of the other reports, Pat Sanchez motioned to approve the monthly reports for Financial, Police, Fire, and Public Works for March 2021, seconded by Sara Purdom. All voting in favor, none opposed. Motion passed.
UNFINISHED BUSINESS: Project Update, MSA: Mayor Chris Lain read the update from Jared Fluhr.
NEW BUSINESS:
Letter Requesting TIF Funds, Travis and Tyler Klein: Pat Sanchez explained this is the approval for Klein's to move forward with the purchase at 405 Main Street. Pat Sanchez explained he would be abstaining from any votes on this request due to family involvement. Roger Husband motioned to approve the Letter Requesting TIF Funds, Travis and Tyler Klein, seconded by Sara Purdom. All voting in favor: Roger Husband, Nick Law, Deb Long, Jim Friedenbach, Sara Purdom, Jeff Griswold, and Jocelyn Boyd. Abstain: Pat Sanchez.
Removal of Encroachment, Craig Brown: Attorney Craig Brown asked the Council to consider removing encroachment on the southernmost storage building of the former True Value Hardware Store for purchase by another party. After some discussion, Jeff Griswold motioned to table the request for further information until the next meeting, seconded by Jocelyn Boyd. Roll Call Vote Aye: Deb Long, Roger Husband, Jim Friedenbach, Sara Purdom, Jocelyn Boyd, Jeff Griswold, Pat Sanchez, and Nick Law. Nay: none. Motion passed.
Ordinance Annual Budget Fiscal Year 2021-2022: Mayor Chris Lain clarified the last meeting's census results question. Those results will not be seen before October 2021. Also, the City is in line to receive money from the Rebuild America Plan for $350,000.00 with the initial payment coming soon, and it will not be included in the budget as revenue. Roger Husband had several questions regarding budget figures in the Civic Fund. After discussion and review, Pat Sanchez motioned to place on first read Ordinance Annual Budget Fiscal Year 2021-2022, seconded by Sara Purdom. All voting in favor, none opposed. Motion passed.
Ordinance Amending, Title 8 Chapter 4, Section 23, Water Rates and Related Charges: Ordinance, Amending Title 7, Chapter 6, Section 5, Basic User Rate: Mayor Chris Lain explained this is for the annual 3% increase. After further review, Pat Sanchez motioned to place both Ordinances on the first read, seconded by Jocelyn Boyd. All voting in favor, none opposed. Motion passed.
The Illinois Fraternal Order of Police Labor Council (FOP) Union Agreement, May 1, 2021-April 30, 2024: This was recommended by the Contracts & Lease/Collective Bargaining Committee for approval. Jeff Griswold motioned to approve the FOP Contract dated May 1, 2021 – April 30, 2024, seconded by Pat Sanchez. Roll Call Vote Aye: Jim Friedenbach, Sara Purdom, Jocelyn Boyd, Jeff Griswold, Pat Sanchez, Nick Law, Deb Long, and Roger Husband. Nay: none. Motion passed.
CITIZENS, COMMITTEE MEMBERS:
Mayor Chris Lain announced a cleanup on the riverfront to pick up plastic in the river on Saturday, April 17th, 2021, at 10 A.M. This is in conjunction with Mayors on the Mississippi River.
Jeff Griswold asked that Chief Jeff Doran check out the lot that the City had the burned house torn down. There appears to be someone living in a camper on the empty lot. He was wondering if the City had taken possession of the lot yet as well. Mayor Chris Lain explained the City had not taken possession yet but will move forward tomorrow.
