Ogle County Facilities - County Security and IT Committee Met July 13.

Here is the minutes provided by the committee:

1. Call Meeting to Order: Chairwoman Nordman called the meeting to order at 1:00 p.m. Present: Reising, Williams, Oltmanns, Youman, Billeter, Fox, Miller and Nordman. Others Present: Sheriff Brian VanVickle, Coroner Lou Finch, IT Manager Larry Callant, County Clerk and Recorder Laura Cook, Griffin and Marty Typer. Absent: Kenney

2. Approval of Minutes – June 8, 2021: Motion by Youman to approve the minutes as presented, 2nd by Billeter. Motion carried.

3. Public Comment:

✔ Marty Typer updates the committee on the activity happening at Weld Park. Typer asks the committee to look at having the electricity hooked-up to the third shelter; he has a volunteer who has offered the use of a trenching machine.

✔ County Clerk Cook informs the committee of 1st Amendment groups videoing in public buildings and recording calls to Clerk’s throughout the State of Illinois in regards to an “oral” FOIA. They are testing to see if anyone will infringe upon their 1st Amendment Rights. According to 5 ILCS 140/3 “A public body “may” honor oral requests for inspection or copying.”

✔ Cook states the Recorder’s Office does not work behind a counter and would like to seek quotes to have the work area more defined employee and public areas. There was an incident last week with someone and Cook does not want the employees to feel unsafe in their work environment. Cook asks for permission to seek quotes to define the work area. Sheriff said he could assist with measures. Cook states she has a temporary solution with placing a table in front of the area. Consensus of the committee was to seek quotes.

✔ Nordman states there will be a dedication to former County Board Member Maggie Nye at the County Board Meeting next week.

4. Review and Approval of Claims:

Department Claims:

✔ County Facilities: $19,209.46 - Motion by Fox that the department claims have been reviewed, 2nd by Reising. Oltmanns asks about the invoice for Alpha Control – body cooler not cooling. This is in the Coroner’s Office and will be discussed later in the meeting. Sheriff says there will be a reimbursement for the AT&T Mobility and a portion of Verizon. Motion carried.

✔ Sheriff: $30,985.39 - Motion by Reising that the department claims have been reviewed, 2nd by Oltmanns. Sheriff says the Masterbend bill came in lower than originally quoted. Motion carried.

✔ Emergency Communications: None

✔ Corrections: $22,845.53 - Motion by Youman that the department claims have been reviewed, 2nd by Williams. Motion carried.

✔ OCEMA: $3,230.15 - Motion by Oltmanns that the department claims have been reviewed, 2nd by Billeter. Motion carried.

County Board Claims:

✔ Buildings and Grounds: None

✔ Sheriff: None

✔ Emergency Communications: None

✔ Corrections: None

✔ OCEMA: None

✔ Coroner: $5,985.21 - Motion by Williams to approve, 2nd by Oltmanns. Motion carried.

5. Coroner:

Finch informs the committee they rented the Winnebago County Morgue for a case due to the necessity of answers needed. There were 44 deaths since the last meeting and 18 autopsies. Finch informs the committee of an accident where someone hit an electricity pole and knocked out the body cooler. When they left for the day it was cooling however when they returned the cooler was not cooling. Finch conferred with Chairman Finfrock, Vice-Chairwoman Nordman and would like to use ARPA funds for a walk-in body cooler. They will look for an alarm system to notify if there is a malfunction. Finch has received a quote for this item. The consensus of the committee is to forward this to the Finance Committee to send to Bellwether for review.

6. IT:

✔ Claims: $12,114.24 - Motion by Youman to approve, 2nd by Oltmanns. Motion carried. 

7. County Security:

✔ Sheriff VanVickle discusses the cameras and server has been installed; training and going live next week. This will be sent to the State for reimbursement. Sheriff informs the committee of the squad computers purchase in 2015 that they are having issues with and they need to be replaced. There is a quote for $108,000 to replace 26 computers and docking stations. Sheriff would like to use ARPA funds for this purchase. There was discussion on a replacement program for the computers and capture reoccurring expenses during the budget process. Youman makes a motion to approve the purchase not to exceed $110,000, 2nd by Oltmanns. Motion carried.

8. County Facilities:

✔ Nordman says they are working on office space for the Public Defender’s Office at the Judicial Center. HEW will be discussing proposals at the Health Department replacing carpets with vinyl plank flooring and other projects. The Health Department is looking into electronic signage to update the public.

9. Closed Session: At 1:49 p.m., Nordman asks for a motion to go into Closed Session for Review and Approval of County Facilities Closed Minutes per 5 ILCS 120/2 (c) 21 - November 13, 2018; Review and Approval of County Security Closed Minutes per 5 ILCS 120/2 (c) 21 - November 13, 2018, November 12, 2019 and February 11, 2020; Review and Approval of IT Closed Minutes - November 13, 2018, February 13, 2019 and June 9, 2020 per 5 ILCS 120/2 (c) 21; Review and Approval of County Facilities - County Security - IT Closed Minutes per 5 ILCS 120/2 (c) 21 – May 11, 2021. Youman makes the motion, 2nd by Billeter. Roll Call: Reising, Williams, Oltmanns, Youman, Billeter, Fox, Miller and Nordman. Motion carried.

10. Open Session: At 1:52 p.m., the committee returns to Open Session. ✔ Nordman asks for a motion for Approval of County Facilities Closed Minutes - November 13, 2018 (content only - subject to State's Attorney review of closed minutes). Motion by Oltmanns, 2nd by Billeter. Roll Call: Reising, Williams, Oltmanns, Youman, Billeter, Fox, Miller and Nordman. Motion carried.

✔ Nordman asks for a motion for Approval of County Security Closed Minutes - November 13, 2018, November 12, 2019 and February 11, 2020 (content only - subject to State's Attorney review of closed minutes). Motion by Youman, 2nd by Oltmanns. Roll Call: Reising, Williams, Oltmanns, Youman, Billeter, Fox, Miller and Nordman. Motion carried.

✔ Nordman asks for a motion for Approval of IT Closed Minutes - November 13, 2018, February 13, 2019 and June 9, 2020 (content only - subject to State's Attorney review of closed minutes). Motion by Fox, 2nd by Miller. Roll Call: Reising, Williams, Oltmanns, Youman, Billeter, Fox, Miller and Nordman. Motion carried.

✔ Nordman asks for a motion for Approval of County Facilities - County Security - IT Closed Minutes - May 11, 2021 (content only - subject to State's Attorney review of closed minutes). Youman makes the motion, 2nd by Billeter. Roll Call: Reising, Williams, Oltmanns, Youman, Billeter, Fox, Miller and Nordman. Motion carried.

12. New Business:

✔ County Clerk Cook distributes information regarding Omnibus Election Law Changes in 2021 from ISACo. Election Authorities shall begin utilizing a “.gov” website address and a “.gov” electronic mail address for each employee within one year of the June 17th effective date of the new law. If you sign-up through CISA (Cybersecurity and Infrastructure Security Agency) before the end of the FY2021, there is no cost to the county. There are other cybersecurity requirements that Cook will need to discuss with IT. The other information in the document gives you the timeline for the petition process for the General Primary Election to be held on June 28, 2022.

✔ Sheriff says the county should be receiving a reimbursement coming from DOC. Sheriff says SB667 was signed by the Governor which prohibits local law enforcement contact with any immigration authority and terminates contracts effective January 2022. Sheriff says there are some legal options he is researching.
