City of Savanna City Council Met July 13.

Here is the minutes provided by the council:

CALL TO ORDER:

Mayor Chris Lain called the meeting to order on the said date at 7:00 P.M. Notice of the meeting was delivered to all Council members and posted at 333 Chicago Avenue, Savanna, Illinois, in accordance with the State of Illinois Open Meetings Act.

PLEDGE OF ALLEGIANCE:

Mayor Chris Lain led the Council in the pledge of allegiance.

ROLL CALL / ESTABLISH QUORUM:

Mayor Chris Lain declared the establishment of a quorum with members in attendance Mayor Chris Lain, Pat Sanchez, Jocelyn Boyd, Jeff Griswold, Nick Law, Jim Friedenbach, Deb Long, and Tevan Hartman. Peter King was in attendance and was appointed to Ward I Alderman. Non-members in attendance Police Chief Jeff Doran, Public Works Superintendent John Lindeman, Fire Chief Scott Wolfe, Comptroller/Treasurer Brittany Hatteberg, City Attorney Phil Jensen (by zoom), Linda Gissinger, News Media: Mike Nester, Colton Ostrum, and City Clerk Betsy Kinder.

APPROVAL OF AGENDA:

Mayor Chris Lain asked to move the swearing-in of new official Peter King to the be done before committee reports. After review, Pat Sanchez motioned to approve the Agenda with the change, seconded by Jocelyn Boyd. All voting in favor, none opposed. Motion passed.

APPROVAL OF MINUTES:

Consideration of the Minutes of the June 22, 2021 Regular Meeting: After a brief review, Pat Sanchez motioned to approve the Regular Meeting Minutes from June 22, 2021, seconded by Tevan Hartman. All voting in favor, none opposed. Motion passed.

APPOINTMENTS: Appointment/Swearing In Ward I Alderman, 2 Year Unexpired Term, Peter King: City Clerk Betsy Kinder held the swearing-in of the newly elected Official Peter King, Ward 1 Alderman, 2 year unexpired term.

COMMITTEE REPORTS:

Water/Sewer/Refuse/Street & Alley Committee, 06-28-21: Pat Sanchez gave an update regarding rate discussion, Third Street construction options, and project update from MSA. After brief discussion, Jim Freidenback motioned to approve the Water/Sewer/Refuse/Street & Alley Committee Report, seconded by Jocelyn Boyd. All in favor, none opposed. Motion passed.

Hotel/Motel Committee, 07-07-21: Jocelyn Boyd reported that rack cards are in, the STAY video will be done in the fall. The committee is also checking into the number of airbnb licenses issued by the city and if a cap needs to be placed, late fees for taxes not in on time and The Taste of Carroll County on October 2, 2021. After brief discussion Pat Sanchez motioned to approve the report, seconded by Deb Long. All in favor, none opposed. Motion passed.

Finance Committee, 7-13-21: Pat Sanchez gave an update on the 5 year report, monthly reports, and budget. A Request for Funds, NPDES Permit/Dues for $10,000.00 and a Request for Funds, Blackhawk Waterways for $5,000.00 was recommended for payment from the committee. After a brief discussion, Pat Sanchez made a motion to approve the Request for Funds, NPDES Permit/Dues, seconded by Jocelyn Boyd. All in favor, none opposed. Motion passed. Pat Sanchez made a motion to approve the Request for Funds, Blackhawk Waterways, seconded by Tevan Hartman. All in favor, none opposed. Motion passed.

After more discussion, Nick Law made a motion to approve the Finance Committee Report, seconded by Peter King. All in favor, none opposed. Motion passed.

Personnel Committee, 7-13-21: Jeff Griswold discussed Fire Chief Scott Wolfe’s request to raise the Volunteer Firemen to $7.50 per hour. After brief discussion Jeff Griswold made a motion to raise the rate for Volunteer Firemen to $7.50 per hour, seconded by Jim Friedenbach. Roll Call Vote Aye: Pat Sanchez, Nick Law, Deb Long,Tevan Hartman, Jim Friedenbach, Peter King, Jocelyn Boyd, and Jeff Griswold. Nay: None. Motion passed. Personnel Compensation Consideration, Billing Clerk – Jeff Griswold reported that her one year anniversary was on May 11, 2021 and a request to raise her rate of pay had been requested to go to $16.00 retroactive to May 11, 2021. Jeff Griswold made a motion to raise her rate of pay to $16.00 retroactive to May 11, 2021, seconded by Pat Sanchez. All in favor, none opposed. Motion passed.

WARRANT #3: Bills for the month of June 2021 Totaling $384,240.07: After review, Pat Sanchez motioned to approve Warrant #3 Totaling $384,240.07, seconded by Nick Law. Roll Call Vote Aye: Jocelyn Boyd, Jim Friedenbach, Peter King, Jeff Griswold, Pat Sanchez, Nick Law, Deb Long, and Tevan Hartman. Nay: None. Motion passed.

COMMUNICATIONS: None for Review.

APPOINTMENTS:

City Of Savanna Committees:

Personnel Committee – Peter King

Ordinance/Public Relations Committee – Peter King

Building &Public Property/Health & Safety Committee – Peter King

Pat Sanchez made a motion to accept all 3 of these appointments as requested, seconded by Jocelyn Boyd. All in favor, none opposed. Motion passed.

MONTHLY REPORTS: Financial, Police, Fire, and Public Works for June 2021: After a brief review, Pat Sanchez motioned to approve the Monthly Reports as provided for June 2021, seconded by Tevan Hartman. All voting in favor, none opposed. Motion passed.

UNFINISHED BUSINESS:

Project Update, MSA: An update was provided by MSA, no questions or comments were given on the report.

Letter Requesting TIF Funds, West Carroll High School: Tabled till the next meeting. Request of Easement, BNSF: Tabled till the next meeting.

NEW BUSINESS:

Ordinance, Authorizing the Disposal of Municipal Property, 2002 DooLittle 18’ Enclosed Trailer: Ordinance, Authorizing the Disposal of Municipal Property, 2012 Argo 750 HDi: Fire Chief Scott Wolfe discussed that they would like to sell or trade in these properties listed. Sale or trade in would be negotiated by the department head and approved by the City Council. After a brief discussion, Jeff Griswold made a motion to place both ordinances as first read, seconded by Peter King. All in favor, none opposed. Motion passed.

Resolution, Temporary Road Closure, Shadfly Days Parade: The Savanna Chamber of Commerce is sponsoring the Shadfly Days Parade on September 11, 2021 beginning at 11 A.M. Pat Sanchez made a motion to approve Resolution #1217, Temporary Road Closure, Shadfly Days Parade, seconded by Nick Law. All in favor, none opposed. Motion passed.

CITIZENS, COMMITTEE MEMBERS:

Linda Grissinger stated concerns about trash on the 700 block of Bowen Street.

Tevan Hartman asked about repairs of curbs and gutters by the Savanna Pool.

Jeff Griswold asked about a water leak on the corner of Oak and Fourth Street.

Jim Friedenbach brought up concerns about a sink hole starting on Fourth Street. Peter King has concerns about large pot hole on North Fifth Street.

Police Chief Jeff Doran thanked Fire Chief Scott Wolfe for helping clean up shadflies at the Veterans Memorial.

With nothing further, Mayor Chris Lain made a motion to adjourn at 8:16 P.M.
