City of Lanark City Council Met June 15.

Here is the minutes provided by the council:

MEETING CALLED TO ORDER/ROLL CALL-Lanark City Council met in regular session at the Lanark City Hall at 7:00 p.m. Roll call taken by Marilyn Heller, City Clerk, showed Alderpersons present were Lance Leverton, Haley Grim, Brad Knutti, Mark Macomber and Lynn Collins. 

Mayor Ken Viglietta was present and presiding. 

Others present were: Bryan Remrey, Coleton Eubanks, Dave Shaulis, Jon Keppen, Laura Snider, Steve Carroll, Angie Remrey, Stefen Dickman, Alexis Colehour, Julie Dickman, Treasurer Donalee Yenney, Maintenance Manager Jason Alvarado, City Clerk Marilyn Heller, and Attorney Ed Mitchell

PLEDGE OF ALLEGIANCE-was led by Alderperson Lance Leverton. 

APPROVAL OF MINUTES-MOTION-was made by Alderperson Lance Leverton and seconded by Alderperson Brad Knutti to accept the minutes of the May 18th , 2021 meeting as presented. Motion carried by 5 aye votes. Ayes: Alderpersons Lance Leverton, Haley Grim, Brad Knutti, Mark Macomber and Lynn Collins. Alderperson Weston Burkholder Absent Alderperson Weston Burkholder present at 7:06 

PUBLIC COMMENTS - Bryan Remrey addressed his concern with vacating the West Side Alley as it is his driveway into his garage. Steve Carroll discussed that he would like to keep the alley, as he uses it to get to the back of his property at times. Coleton Eubanks wanted to know why the city is discussing vacating the alley now? He would like to keep the alley as she uses it. Julie Dickman brought up the an issue of a neighbor vandalizing and tarring up the alley in the area adjacent her property that she has been maintaining. Alexis Colehour mentioned instances of a neighbor braking and vandalizing private property while using alley as well as safety concerns for her family. Stefen Dickman discussed a neighbor using the alley late at night and going too fast. He Addressed his concern of safety when young kids are present. Angie Remrey also mentioned her concern for safety of young kids from the manor in which a neighbor is using the alley. 

CONSIDERATION OF VACATING WEST SIDE ALLEY – No Action taken – Attorney Ed Mitchell discussed the options for the West Side alley due to controversy in the way residents use alley. A streets and Property committee meeting will June 24th, 2021 at 7pm to discuss further. 

DECLARE SURPLUS EQUIPMENT – A Motion – was made by Alderperson Mark Macomber and seconded by Alderperson Brad Knutti to declare the woodchipper surplus and open bids at the July 20th Council meeting. Motion carried by 6 aye votes. Ayes: Alderpersons Lance Leverton, Haley Grim, Brad Knutti, Mark Macomber, Weston Burkholder and Lynn Collins. 

ORDINANCE FOR SMITH TIF – A Motion – was made by Alderperson Brad Knutti and seconded by Alderperson Lance Leverton to approve ordinance number 984 – TIF agreement between the City of Lanark and Shawn and Marilyn Smith doing business as the Lanark Body Shop. Motion carried by 6 aye votes. Ayes: Alderpersons Lance Leverton, Haley Grim, Brad Knutti, Mark Macomber, Weston Burkholder and Lynn Collins.

ORDINANCE TO REPEAL CEMETARY CODE- Attorney Ed Mitchell went over Ordinance Number 985 – Amendment to provisions of the city code dealing with Lanark City Cemetery. In short, this would change the board from 3 to 5 members, transfers maintenance of the cemetery from the Sexton to the Maintenance Department, and makes the Sexton an employee of the Maintenance Department. The Cemetery Board members shared they feel nothing needs to be changed in the cemetery ordinance. The council discussed the ordinance and what the surrounding town do. The Sextons and Maintenance Manager pay will be discussed further at the Personnel Committee Meeting and bring recommendation to the next meeting. A Motion was made by Alderperson Mark Macomber and seconded by Alderperson Brad Knutti to approve Ordinance Number 985. Motion carried by 4 aye votes. Ayes: Alderpersons Lance Leverton, Haley Grim, Brad Knutti and Mark Macomber Nays: Weston Burkholder and Lynn Collins. 

APPOINT NEW BOARD MEMBERS – A Motion was made by Alderperson Haley Grim and seconded by Alderperson Brad Knutti to approve Rick Eisenbise and Diana Johnson as board members to the Cemetery Board. Motion carried by 4 aye votes. Ayes: Alderpersons Lance Leverton, Haley Grim, Brad Knutti, and Weston Burkholder Nays: Lynn Collins Abstain: Mark Macomber 

COMMITTEE ASSIGNMENT – NONE 

STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION - Janie Dollinger’s letter to the board was shared asking to reappoint three current boards members to remain on the Library Board. A Motion was made by Alderperson Weston Burkholder and seconded by Alderperson Haley Grim to approve J.L. Hunter, Darcie Feltmeyer, and Sherry Callaway to remain on the Library Board.

REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERPERSONS AND MAYOR 

Maintenance Manager Jason Alvarado – went over the maps of the seven MFT projects and they are 2 to 3 weeks out to starting. We received two quotes for finishing project in front of Little Sprouts from Erickson Paving of $ 17,000 and Civil of $10,000. All the lines are put in at the sewer plant and looks great but the blowers were delivered damaged so they were sent back. Lastly, Jason asked for more clarification on identifying city trees. The streets and property committee will get back to Jason after committee meeting. Clerk Marilyn Heller – Rock River Energy letters went out and we have been directing callers needing more information to Rock River Energy directly at 815-732-4603. Treasurer Donalee Yenney - went over City of Lanark Profit & Loss Budget vs. Actual May 2021, Changes in Bank Balance 3/31/2021 – 5/31/2021, and Changes in Balance by Fund May 31, 2021. Haley Grim – Old Settlers Day brochure is out! ComEd trimmed trees by her neighbors’ house terribly and got put on the list for removal and was impressed with how quickly Lonnie come out. Haley also suggested adding curbs and sidewalks on Parker Court and Southwest Lanark Ave. 

ADJOURNMENT-MOTION-was made by Alderperson Weston Burkholder and seconded by Alderperson Brad Knutti to adjourn at 9:19 p.m. Motion carried by 6 aye votes.
