City of Byron Community Services Committee Met June 2.

Alderman Fulrath called the meeting to order at 5:30 pm.

1. ROLL CALL:

MEMBERS PRESENT: Alderman Emily Gerdes (by phone), Alderman Mike Gyorkos, Chairman Alderman Mittzi Fulrath

MEMBERS ABSENT: Alderman Zeke Hobbie

OTHERS PRESENT: Mayor John Rickard, Engineer Jason Stoll, Director Aaron Vincer

2. APPROVAL OF AGENDA – JUNE 2, 2021 – Alderman Gerdes motioned to approve, as presented, the June 2, 2021, Community Services Committee meeting agenda. Seconded by Alderman Gyorkos. Roll call vote: Gyorkos, AYE; Fulrath, AYE; Gerdes, AYE. Motion passed: AYE, 3; NAY, 0; ABS, 0.

3. PUBLIC COMMENT – None

4. APPROVAL OF MINUTES – MAY 5, 2021 –Alderman Fulrath motioned to approve, as presented, the May 5, 2021, Community Services Committee meeting minutes. Seconded by Alderman Gerdes. Roll call vote: Fulrath, AYE; Gerdes, AYE; Gyorkos, AYE. Motion passed: AYE, 3; NAY, 0; ABS, 0.

5. DECLARE 2008 CATERPILLAR BACKHOE EXCESS EQUIPMENT – Director Vincer stated that the Public Works Department has the opportunity to sell their 2008 Caterpillar Backhoe for $37,000, and purchase a new backhoe (almost the same machine), with less hours, from Rockvale Township for $50,000. The difference of $13,000 is in the budget. Alderman Gerdes motioned to recommend to council the approval of Ordinance 2021-03, An Ordinance Authorizing the Disposal of the 2008 Caterpillar Backhoe Loader. Motion seconded by Alderman Gyorkos. Roll call vote: Gerdes, AYE; Gyorkos, AYE; Fulrath, AYE. Motion passed: AYE, 3; NAY, 0; ABS, 0.

6. RIVER ROAD WATERMAIN – Director Vincer explained that there is a watermain on River Road that ends just before the Exelon discharge site. There are four or five sites along this 3,000 ft. of watermain that are being developed. Currently, there is only one home located there, and the resident has applied for a water connection. Martin & Co. installed the watermain as part of developing the area. The watermain is a dead end, and does not loop, therefore, it will need to be flushed regularly in order to maintain chlorine residual readings.

7. 2021-2022 STREETS PROGRAM-ALTERNATE BID – The alternate bid in the 2021-2022 streets project bid is for work on the south half of Sumner St., from Crest View Trail to River Road. After discussion, Alderman Gerdes motioned to recommend to council that they reject the alternate bid, and instead direct the money to schedule slurry seal in Fawn Ridge. Motion seconded by Alderman Gyorkos. Roll call vote: Gyorkos, AYE; Fulrath, AYE; Gerdes, AYE. Motion passed: AYE, 3; NAY, 0; ABS, 0.

8. NEXTSITE AGREEMENT– NextSite is a commercial development advisory firm that assists with bringing new retail and commercial business investment to communities. Cost is $8,000/year for three years, and it is in the 2021-2022 budget. There are also finders fees for new businesses that establish in Byron as a result of their efforts. Alderman Fulrath motioned to recommend that the City of Byron enter into a contract with NextSite to assist with development of our business community, at a cost is $8,000/year for three years. Seconded by Alderman Gyorkos. Roll call vote: Fulrath, AYE; Gerdes, AYE; Gyorkos, AYE. Motion passed: AYE, 3; NAY, 0; ABS, 0.

9. WWTP FACILITY PLAN – Engineer Stoll reported that work on the WWTP Facility Plan is continuing, and he anticipates having information to present to council later this summer.

10. STREET PLAN PROPOSAL – Director Vincer has proposed the development of a street plan to identify and prioritize road maintenance and repair. Fehr-Graham’s cost for the plan is $14,250. Funds will come out of the Public Works “drop and drag” program. Alderman Gyorkos motioned to recommend that council approve the expenditure of $14,250 to Fehr-Graham to develop the street plan proposal. Seconded by Alderman Gerdes. Roll call vote: Gerdes, AYE; Gyorkos, AYE; Fulrath, AYE. Motion passed: AYE, 3; NAY, 0; ABS, 0.

11. MILL ROAD REC PATH – Engineer Stoll reported that the decision on the ITEP grant for the Mill Road bike path extension was expected in April, but has not been awarded yet.

12. PUBLIC WORKS UPDATE – Director Vincer informed the committee that Public Works Assistant Director Jerry Oleson has resigned. He will begin the process of hiring an additional person in Public Works. • Chlorine sensors have been installed in all of the well sites.

13. ADJOURN - Alderman Gerdes motioned to adjourn the Community Services Committee meeting. Seconded by Alderman Fulrath. Roll call vote: Gyorkos, AYE; Fulrath, AYE; Gerdes, AYE. Motion passed: AYE, 3; NAY, 0; ABS, 0. Alderman Fulrath adjourned the meeting at 6:22pm. The next regular Community Services meeting is July 7, 2021.
