Village of Stillman Valley Village Board Met April 26.

Call Meeting to Order - The meeting was called to order at 7:00 p.m. by President Waltrip.
Roll was called, with five (5) Trustee’s present, Russell, Carpenter, McCammond, Thibodeau and Palmer.
Accept the Agenda for Monday, April 26, 2021 - After a review of the Monday,
April 26,2021 Regular Board Meeting Agenda, a motion was made by Trustee Palmer to “accept the Agenda for Monday, April 26, 2021”. Motion seconded by Trustee Thibodeau. The motion passed with five (5) “ayes”, zero (0) “nays”, and one (1) “absent”, Hoekstra.
Approval of the Meeting Minutes
Approval of the Minutes for the April 12, 2021, Regular Board Meeting
Following a review of the April 12, 2021 Regular Board Meeting Minutes, Trustee McCammond made a motion “to approve the Regular Board Meeting Minutes for April 12, 2021”; seconded by Trustee Carpenter. The motion passed with five (5) “ayes”, zero (0) “nays”, and one (1) “absent”, Hoekstra.
Citizens Comments – None.
Unfinished Business
Violation of the Liquor Control Act – Theo’s Thirsty Cow
President Waltrip told those present that Attorney Henry had advised her via email that the bartender, Molly Sheehan, had pled guilty. President Waltrip contacted Todd Wills, owner of Theo’s Thirsty Cow, to discuss the violation of the Village Liquor Code; and asked that Mr. Wills provide a written statement on the business’s plans to be compliant with the liquor code for serving liquor only to those who are of legal age. No fine or license suspension was given for this infraction of the Liquor Code.
320 E Roosevelt – Demolition Progress
President Waltrip advised the board that the asbestos removal has been completed, that it was confirmed that the property has a fuel oil barrel, not natural gas and the demolition is planned for the next 2 – 3 weeks..
Village Needs – No action was taken.
New Business

Wild Animal Rehabilitation
President Waltrip discussed with the board the Village’s discovery that a Village resident is a Licensed Racoon Rehabilitation location and is operating that rehabilitation out of her home on Splendor Court. After board discussion, Attorney Henry will be asked to prepare an ordinance to dis-allow wild animal rescue within the corporate Village limits and to ask the resident to discontinue such activity within 30 days of the ordinance passage.

President’s Report
President Waltrip discussed the swearing in of the newly elected Village President and trustees on May 10, 2021. The existing board will be seated to open the meeting, approve the agenda and the minutes of the April 26, 2021 meeting. Then the swearing in of the new officers will take place and the new board will then be seated.
Building Inspector’s Update
Building Inspector Manheim outlined his monthly activity in the Village. Inspector Manheim issued six (6) building permits for the month, completed follow-up inspections at several locations and answered numerous phone calls answering questions on building requirements for permits.
Village Clerk Updates
Village Clerk Dewey reported to the board that the turn off list was included in the meeting packet, building permits issued for the year-to-date FY 21 were 46 with a total revenue of $4,026.32 collected. Video Gaming revenue earned for the month of February 2021 was $4,139.59 and funds were deposited on April 19, 2021. Total collected to date for FY 21 is $24,051.82. Online payments collected for FY 21 were 1,213 with the total dollar amount collected $133,569.78. The website and electronic sign have been updated with timely events, including calendar information and pandemic information. IEMA Quarterly Grant report has been submitted to IEMA.
