City of Dixon City Council met Aug. 16.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Arellano at 5:30pm.

ROLL CALL

Councilman Bishop, Considine, Oros, and Mayor Arellano answered roll call. Absent: Councilman Venier.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited, and invocation given by Reverend Rosa Lee from Grace United Methodist Church.

OATH OF OFFICE

Police Chief Howell introduced and gave a brief background on Officer Tyler Henson. Mayor Arellano gave the Oath of Office to Officer Henson. Officer Henson thanked his family and fellow police officers. Paused for pictures.

WORK SESSION

Historic Preservation Commission – Antony Deter from the Historic Preservation Commission presented to the Council on the passing of a resolution at the commission regarding expanding the Historic District, east side of the old court house square, which was the original public square. Discussion ensued. He also presented regarding applying for a certified local government, he handed out material and discussion ensued.

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Council Meeting of Monday, August 2, 2021; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $933,450.32 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

Assistant City Manager/Public Works Director Heckman addressed the council on the construction season update: road construction, watermain lining projects, light poles on the bridges, and discussion ensued.

CITY MANAGER REPORT

City Manager Langloss commended Public Works Director Heckman and his team for the amount of work at the highest level, saving money with in house work, impressed with the departments. Working on economic development, development will become public soon.

Updated on the Abor Grant, new County Administrator meeting, release of Rita Crundwell and processes the City has taken.

COUNCIL REPORTS

Mayor Arellano – Spoke regarding Rita Crundwell and media, thanked Sen. Durbin, Rep. Demmer and IML for their support, wants to get the correct information out to the community. Commended the departments on their work, grants, school help. Spoke on the census data official number 15,274. Hotel announcement and the need for hotels. Congratulated the Dixon Chamber on their Mystery Masquerade. Rayovak regarding the cutting down of staff.

Councilman Bishop – Thanked the staff for work on street outside City Hall and help at the schools; the Crundwell situation; employees are working hard and trying to make the best they can great job and appreciate. Mystery Masquerade- the kids loved it, a great event and appreciated it.

Councilman Considine – Happy to be back and on the mend. Appreciate the greatest workers here, excited about what is going on, and the grants. Positive situations, good of the community, the citizens are in good hands.

Councilman Oros – Welcomed the children back to school, echoed praises on the Mystery Masquerade. Be to Be grant program of Governor’s $250,000,000 to support the recovery of business back in Illinois, Dixon Chamber was selected as a Community Navigator to help with the grants which opens on the 18th. Please contact them. Discussion ensued.

Councilman Venier – None

BOARD & COMMISSIONS REPORTS

Reports on file: Building Permit Report

VISITOR/PUBLIC COMMENT

None in person. Mayor answered some Facebook questions regarding the sink hold on Spruce, Correctional Count in the census, and run off with more development. Discussion ensued throughout.

ORD# 3240 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON CELLULAR DEVICES

Councilman Considine moved to authorize the disposal of personal property, cellular devices. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

RE-APPOINTMENT MEMBER TO THE PLAN COMMISSION

Mayor Arellano explained the request. Councilman Bishop moved that a Resolution confirming the appointment of Brian Seagren to the City of Dixon Plan Commission for a term ending August 31, 2025; or until their successors are duly appointed and qualified. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPOINTMENT OF A MEMBER TO THE BOARD OF TRUSTEES OF THE FIRE PENSION FUND

Mayor Arellano explained the request. Councilman Oros moved that a Resolution confirming the appointment of Michael Kittoe to the Board of Trustees of the Fire Pension Fund for a term to commence August 16, 2021 and end April 30, 2024 or until their respective successors are duly appointed and qualified. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF BID FOR THE 2021 WASTEWATER TREAMENT PLANT SHED ROOF AND SIDING REPLACEMENT PROJECT

Wastewater Manager McNitt explained the request, discussion ensued. Councilman Bishop moved to approve the low bid of $69,750 from Nicam Construction for the wastewater shed roof and siding replacement project. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL TO WAIVE THE FORMAL BIDDING PROCESS FOR PHASE 2 OF THE REHAB AND RE-INSTALLATION OF WELL #8

Councilman Oros moved to waive the formal bidding process for phase 2 work at well #8. Seconded by Councilman Considine. Public Works Director/Assistant City Manager Heckman explained the request. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF A CONTRACT WITH LAYNE CHRISTENSEN FOR PHASE 2 OF THE REPAIR AND RE-INSTALL WELL #8

Councilman Considine moved to approve the contract with Layne Christensen to repair and re install the Well #8 pumping assembly. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

EXECUTIVE SESSION

Mayor Arellano reminded that even though the Executive Session is not on the agenda, the City can go into Executive Session anytime, only discussion can be done no decisions can be made, during and after the session. Councilman Bishop moved that the Regular Council Meeting of Monday, August 16, 2021 meet in Executive Session to discuss the setting of a price for sale or lease of property owned by the public body pursuant to Section 2(c)(6) of the Open Meetings Act. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

RECONVENE

Councilman Considine moved that the Regular Session Council Meeting of Monday, August 16, 2021 reconvene into Open Session. Seconded by Councilman Bishop. Voting Yea: Councilman Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

ADJOURMENT

Councilman Bishop moved that the Regular Council Meeting of Monday, August 16, 2021 be adjourned to meet in Regular Session on Tuesday, September 7, 2021, at 5:30pm in the Council Chambers at City Hall. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

The meeting adjourned at 7:16pm.
