City of Dixon City Council met June 7.

CALL TO ORDER

The meeting was called to order by Mayor Arellano at 5:32pm.

ROLL CALL

Councilman Bishop, Considine, Oros, and Mayor Arellano answered roll call. Absent: Councilman Venier

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited.

WORK SESSION

None

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Council Meeting of Monday, May 17, 2021; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $483,579.58 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

CITY MANAGER REPORT

City Manager Langloss spoke on annexation agreements, TIF’s, developers, plans to expand the industrial park, American Recovery Plan, and grants.

COUNCIL REPORTS

Mayor Arellano – Spoke on the Governor’s guidelines for Phase 5, director roll of the band, energy bill, public safety bill, marijuana law, gaming laws, food truck ordinance, and grants. Proclamation Centennial Zip Code Day, 6/10/21

Councilman Bishop – Recognized city employees who work with the schools, Officer Cox and Officer Thomas – Resource Officers; Officer Thomas and Fire Captain Arjes – Building Leadership. Congratulated all the graduates and wishes for their future. Baseball at Regionals and Girls Soccer at Sectionals.

Councilman Considine – None

Councilman Oros – Spoke about the Dixon City Market and Music at the Square. Councilman Venier – None

ORD# 3234 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON

CELLULAR DEVICES

Councilman Considine moved to authorize the disposal of personal property - cellular devices. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

ORD# 3235 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON

2018 FREIGHTLINER

Councilman Bishop moved to authorize the disposal of personal property – 2018 Freightliner. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 2870-21 – CONFIRM RE-APPOINTMENTS TO THE LIBRARY BOARD

Councilman Oros moved to re-appoint Tracey Lawton and Kevin Marx to the Library Board for terms commencing July 1, 2021 and ending June 30, 2024, or until their successors are duly appointed and qualified. Seconded by Councilman Considine. Mayor Arellano explained the request. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 2871-21 – AUTHORIZING THE CITY MANAGER TO SIGN A COMPETITIVE BID CONTRACT FOR THE RETAIL SUPPLY OF ELECTRIC SERVICES FOR RESIDENTIAL AND SMALL BUSINESS CUSTOMERS IN THE CITY OF DIXON

Councilman Considine moved to authorize the City Manager to sign a competitive bid contract for retail supply of electric services for residential and small business customers in the City of Dixon. Seconded by Councilman Bishop. City Attorney LeSage explained the request, and discussion ensued with David Hoover from MIMEC. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF AN AGREEMENT FOR TAXIWAY LIGHTING WITH CRAWFORD, MURPHY & TILLY, INC

Councilman Bishop moved to approve the agreement with Crawford, Murphy, & Tilly, Inc. for design and special services related to the installation of taxiway lighting. Seconded by Councilman Oros. Assistant City Manager/Public Works Director Heckman explained the request. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF A TEMPORARY ACCESS AGREEMENT AT 925 MONROE AVENUE FOR REPAIRS TO CITY PROPERTY

Councilman Oros moved to approve the temporary access agreement at 925 Monroe Avenue for repairs to City property. Seconded by Councilman Considine. Assistant City Manager/Public Works Director Heckman explained this request and the next request, and discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF A TEMPORARY ACCESS AGREEMENT AT MONROE AVENUE AND W. NINTH STREET FOR REPAIRS TO CITY PROPERTY

Councilman Considine moved to approve the temporary access agreement at Monroe Avenue and W Ninth Street for repairs to City property. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros and Mayor Arellano. Voting Nay: None. Motion Carried

UPDATED ENGINEERING AGREEMENT BETWEEN FEHR GRAHAM AND THE CITY OF DIXON

Assistant City Manager/Public Works Director Heckman explained this request, discussion ensued. Councilman Bishop moved to add the IEPA language to the Engineering Agreement between the City and Fehr Graham. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF THE PURCHASE OF MOTOROLA APX6000 VHF PORTABLE RADIOS

Chief Buskohl explained the request, discussion ensued. Councilman Oros moved to approve the purchase of 5 Motorola APX6000 VHF portable radios and lapel microphones. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

COMMENTS

Mayor Arellano commented that the review of Executive Session Minutes will be on the next meeting.

EXECUTIVE SESSION

Councilman Considine moved that the Regular Council Meeting of Monday, June 7, 2021 meet in Executive Session to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees pursuant to Section 2(c)(1) of the Open Meetings Act. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

RECONVENE

Councilman Oros moved that the Regular Session Council Meeting of Monday, June 7, 2021 reconvene into Open Session. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

COMMENTS

Discussion ensued regarding a contractor for the City for the riverfront to be trained and help with the workload.

ADJOURMENT

Councilman Bishop moved that the Regular Council Meeting of Monday, June 7, 2021 be adjourned to meet in Regular Session on Monday, June 21, 2021, at 5:30pm in the Council Chambers at City Hall. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried
