CALL TO ORDER

The meeting was called to order by Mayor Arellano at 5:32pm.

ROLL CALL

Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano answered roll call.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited, and invocation given by Reverend David Spaulding, First Presbyterian Church.

WORK SESSION

None

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular and Executive Session Council Meeting of Monday, June 7, 2021; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $412,455.83 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF YEAR TO DATE FINANCIALS

Councilman Considine moved that the year-to-date Financial Summary through May 2021 be accepted. Seconded by Councilman Venier. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

Police Chief Howell reported regarding Sergeant Mike Wolfley’s upcoming retirement and his career, just under 26 years of service, with the Dixon Police Department; Two new police officers, Lucas Kammerer and Tyler Henson and their training status; Officer Diaz back from deployment and status to returning to full duty. Currently fully staffed, but Officer West will be deployed in a few months for a year.

Police Chief Howell and IT Manager Philhower reported on body camera status and the records management systems, storage, and cost for the cameras. Discussion ensued.

Finance Director Fredericks spoke on the funds from American Rescue Plan Funding; FY21 Audit will begin next week; an overview of the year to date financials and discussion ensued.

CITY MANAGER REPORT

City Manager Langloss spoke on American Recovery Plan committee, projects, grants, street projects, Galena watermain, Palmyra Street, and the Petunia Fest.

COUNCIL REPORTS

Mayor Arellano – Congratulated Sergeant Wolfley; wished everyone a great 4th of July, stay safe; welcomed Officer Diaz back from deployment; wildlife control in the City; 9th and Monroe Culvert.

Councilman Bishop – Spoke regarding Mike Wolfley and the Alice Training in the schools, his prospective as a teacher during the training, kudos to him and all involved; Happy 4th of July

Councilman Considine – Sergeant Wolfley, he will leave a long shadow, and his work was much appreciated; safe and joyous 4th of July

Councilman Oros –Extends her sincere congratulations to Mike Wolfley commend him on his dedication and service to this community. Kudos and thanks to the Petunia Fest organization; Dixon Theatre schedule of events and programs.

Councilman Venier – Mike Wolfely, what a great example of a community minded police officer. Dixon Theatre lineup and appearance difference inside, thanked for supporting. Calls for concern on unkept properties, timely process, discussion ensued.

ORD# 3236 – AUTHORIZING SPECIAL USE PURSUANT TO THE PETITION OF ASIF RAJABALI

Councilman Venier moved to approve the request of Asif Rajibali for a special use to allow a fast food restaurant Dunkin Donuts to be located at 420 N Galena Ave in Dixon. Seconded by Councilman Bishop. Mayor Arellano explained the request, discussion ensued with comments from architect Steven Kolber. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried

AMENDING BUDGET RESOLUTIONS

Public Works Director/Assistant City Manager Heckman explained the request for Teamsters Clothing Allowance. Finance Director Fredericks explained the request for Public Properties Real Estate Tax, discussion ensued. Public Works Director/Assistant City Manager Heckman explained the request for Downtown Maintenance-Part Time Wages.

RES# 2872-21 – AMENDING 2021-2022 BUDGET

TEAMSTERS CLOTING ALLOWANCE

Councilman Bishop moved to approve the FY21/22 budget resolution with respect to the Teamsters Clothing Allowance. Seconded by Councilman Oros. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 2873-21 – AMENDING 2021-2022 BUDGET

PUBLIC PROPERTIES-REAL ESTATE TAX

Councilman Oros moved to approve the FY21/22 budget resolution with respect to property taxes with a change from $905 to $975. Seconded by Councilman Considine. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 2874-21 – AMENDING 2021-2022 BUDGET

DOWNTOWN MAINTENANCE-PART TIME WAGES

Councilman Considine moved to approve the FY21/22 budget resolution with respect to the Downtown Maintenance Part-time Wages. Seconded by Councilman Venier. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried.

RES# 2875-21 – CONFIRM APPOINTMENT TO THE DIXON AIRPORT BOARD

Councilman Venier moved to appoint Ray Neisewander III to the Airport Board for a term commencing June 21, 2021 and ending December 31, 2023, or until his successor has duly appointed and qualified. Seconded by Councilman Bishop. Mayor Arellano explained the request, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and

Mayor Arellano. Voting Nay: None. Motion Carried

RES# 2876-21 – CONFIRM RE-APPOINTMENT TO THE DIXON ZONING BOARD OF APPEALS

Councilman Bishop moved to re-appoint Pat Gorman to the Zoning Board of Appeals for a term commencing July 1, 2021 and ending June 30, 2026, or until his successor has duly appointed and qualified. Seconded by Councilman Oros. Mayor Arellano explained the request, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF INSTALLATION OF A FIBER OPTIC CONNECTION

Councilman Oros moved to approve the proposal for equipment and labor to install a fiber optic connection between the Public Safety Building and the Lee County ETSB. Seconded by Councilman Venier. IT Manager Philhower explained the request, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried

EXECUTIVE SESSION

Councilman Considine moved that the Regular Council Meeting of Monday, June 21, 2021 meet in Executive Session to review closed session minutes pursuant to the Section 2(c)(21) of the Open Meetings Act and to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees pursuant to Section 2(c)(1) of the Open Meetings Act. Seconded by Councilman Venier. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried

RECONVENE

Councilman Bishop moved that the Regular Session Council Meeting of Monday, June 21, 2021 reconvene into Open Session. Seconded by Councilman Considine. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried

ADJOURMENT

Councilman Oros moved that the Regular Council Meeting of Monday, June 21, 2021 be adjourned to meet in Regular Session on Tuesday, July 6, 2021, at 5:30pm in the Council Chambers at City Hall. Seconded by Councilman Considine. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried
