City of Lanark City Council met Aug. 17.

Here are the minutes provided by the council:

MEETING CALLED TO ORDER/ROLL CALL-Lanark City Council met in regular session at the Lanark City Hall at 7:00 p.m. Roll call taken by Marilyn Heller, City Clerk, showed Alderpersons present were Haley Grim, Brad Knutti, Mark Macomber, Weston Burkholder and Lynn Collins. Mayor Ken Viglietta was present and presiding.

Others present were: Jeri Rogan, Dave Shaulis, Jon Keppen, Matt Ripplinger, Susan Gaul, Stefen Dickman, Treasurer Donalee Yenney, Maintenance Manager Jason Alvarado, City Clerk Marilyn Heller, Chief Matt Magill and Attorney Ed Mitchell

PLEDGE OF ALLEGIANCE-was led by Alderperson Mark Macomber

APPROVAL OF MINUTES-MOTION-was made by Alderperson Brad Knutti and seconded by Alderperson Lynn Collins to accept the minutes of the August 3, 2021 meeting as presented. Motion carried by 4 aye votes and 1 Abstain. Ayes: Alderpersons Haley Grim, Brad Knutti, Weston Burkholder and Lynn Collins. Abstains: Alderperson Mark Macomber. Alderperson Lance Leverton was absent.

PUBLIC COMMENTS- Susan Gaul asked to have the bushes on Franklin and Argyle trimmed as they are hanging over the sidewalk. Maintenance Manager Jason Alvarado will fallow up on.

INSURANCE POLICY RENEWAL – Matt Ripplinger from Broadmoor Insurance came to discuss the new policy. Broadmoor had an appraisal done on all the city property and came back that the city has been 2/3 under insured. Matt discussed the new plan will have all the building covered at 125%, that is replacement value plus 25% of that value. The extra 25% is a cushion Broadmoor adds in for supplies or labor costs going up during different seasons and such. The annual premium is $43,000.00 and the new proposal will add about $6,000 to the annual total. Matt suggests the city go with the new proposal as all property will be properly insured. Mayor Ken asked if the new sewer plant project was include in this appraisal and Matt didn’t believe so but he will look into it. The council talked of possibly having a streets and property meeting to go over actual cost and replacement costs. Haley mentioned going over all the equipment to make sure it’s all up to date. An answer is not needed until next month. No action taken.

WEST SIDE ALLEY ISSUE – Alderperson Brad talked to the homeowners on this block and they have been under the impression the alley had been closed. He also walked the alley and said that if it were to be opened it would need to be paved and the city is not able to pave it at this time, maybe in the future. There is also no power lines or utility. A Motion was made by alderperson Brad Knutti and seconded by Alderperson Mark Macomber to leave the alley as it is, in a closed state. Motion carried 3 ayes, 2 nays, and 1 abstain, with Mayor Ken having to vote. Ayes : Alderpersons Brad Knutti Mark Macomber, and Mayor Ken. Nays : Alderpersons Weston Burkholder and Lynn Collins. Abstain : Alderperson Haley Grim. Alderperson Lance Leverton was absent. Mayor Ken wanted it noted that he believes the city is not at a point that we can start maintaining all the grass alleys to the safety of all traffic. Haley suggested getting a closed sign to put up. Brad asked for Chief Magill to gather a list/map of all the other closed grass alleys.

APPOINT NEW BOARD MEMBERS – Mayor Ken asked the council for permission to appoint Mary Freidhof as a new cemetery board member. A Motion was made by Alderperson Haley Grim and seconded by Alderperson Weston Burkholder to accept Mary Freidhof as a cemetery board member. Motion carried by 5 aye votes. Ayes: Alderpersons Haley Grim, Brad Knutti, Mark Macomber, Weston Burkholder and Lynn Collins. Alderperson Lance Leverton was absent.

CEMETERY ORDINANCE – Alderperson Lynn Collins went over ordinance number 987 – amendment to provisions of the city code dealing with Lanark City Cemetery. Alderperson Lynn held two ordinance committee meetings with the cemetery board present to create this ordinance. A Motion was made by Alderperson Haley Grim and seconded by Alderperson Brad Knutti to approve ordinance # 987 – amendment to provisions of the city code dealing with Lanark City Cemetery. Motion carried by 5 aye votes. Ayes: Alderpersons Haley Grim, Brad Knutti, Mark Macomber, Weston Burkholder and Lynn Collins. Alderperson Lance Leverton was absent.

STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION- none

REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERPERSONS AND MAYOR Maintenance Manager Jason - received an email from Cargill, the cities winter salt supplier, that they had a tragic incident occurred causing a permanent closure. Jason will be reaching out to surrounding cities to get an idea for a new salt supplier. Brought up the wood chipper and will be putting out for a month as it was already declared surplus. The John Deere on the agenda for surplus. Treasurer Donalee – Went over a correction of $1192.38 mentioned at last meeting. This was CIP and Water Sewer money that was put in a holding fund in error. Donalee had to reach out to Sonia at Quick Books to get this corrected. Haley- Asked if we know when the contractors for the tree removal will be coming? Jason responded they will be coming in October out of Rockfalls. Mark – Noticed that Martins in town and started working on curb and gutter by FS and Little Sprouts. Jason responded that they have not been communicating well on dates and plan. Weston – Asked if Utilities Clerk Denise could come to a meeting in September to report on water. Lynn – Received a call about John Huggins old house on Franklin St. being open and animals getting in. Chief Magill will be following up on. Brad – water and sewer meeting on Aug 24th at 6pm to discuss Carroll Service new fertilizer building and possibly water service. Ken- Received a nice thank you from State Rep. Andrew Chesney for the last meeting he attended and gave a legislative update. Asked is the September 7th meeting should be canceled due to two alderpersons will be absent. Council agreed that we will plan on meeting.

ADJOURNMENT-MOTION-was made by Alderperson Weston Burkholder and seconded by Alderperson Brad Knutti to adjourn at 7:56 p.m. Motion carried by 5 aye votes.
