City of Byron Community Services Committee met Oct. 6.

Here are the minutes provided by the committee:

Alderman Fulrath called the meeting to order at 5:30 pm.

1. ROLL CALL:

MEMBERS PRESENT: Alderman Emily Gerdes, Alderman Mike Gyorkos, Alderman Zeke Hobbie, Chairman Alderman Mittzi Fulrath

MEMBERS ABSENT: None

OTHERS PRESENT: Engineer Jason Stoll, Director Aaron Vincer

2. APPROVAL OF AGENDA – OCTOBER 6, 2021 – Alderman Hobbie motioned to approve, as presented, the October 6, 2021, Community Services Committee meeting agenda. Seconded by Alderman Gerdes. Roll call vote: Gyorkos, AYE; Hobbie, AYE; Fulrath, AYE; Gerdes, AYE. Motion passed: AYE, 4; NAY, 0; ABS, 0.

3. PUBLIC COMMENT – None

4. APPROVAL OF MINUTES – SEPTEMBER 1, 2021 –Alderman Hobbie motioned to approve, as presented, the September 1, 2021, Community Services Committee meeting minutes. Seconded by Alderman Gerdes. Roll call vote: Hobbie, AYE; Fulrath, AYE; Gerdes, AYE; Gyorkos, AYE. Motion passed: AYE, 4; NAY, 0; ABS, 0.

5. WASTEWATER TREATMENT PLANT – Engineer Stoll reported that the plan for the wastewater treatment plant was submitted to the EPA at the end of September. A response is expected in the next 2-3 months. The next step is to look at the water rate ordinance in order to fund the project. A Committee of the Whole meeting is scheduled for October 20 at 5:15pm. A previously scheduled rate increase of $2.66 will appear on the February water bills (for January usage). $0.66 will be allocated to water and $2.00 to sewer. Director Vincer stated that this can be reviewed if needed, but reminded the committee that this increase was put into place to take care of water and sewer mains. Engineer Stoll added that we can increase by the entire amount of $25.00 per household, or increase the rate gradually in order to pay for the new plant.

6. RUSH PROPERTY DEMOLITION – Martin & Co. should be on site next week to begin the demo on the Rush property. It was confirmed that their quote included the removal of the foundation.

7. BOAT LAUNCH GRANT – The grant application for improvements on the boat launch has been submitted to IDNR. We should receive an answer in the next several months. Alderman Fulrath asked if changes can be made to the application later. Engineer Stoll said that they can. Engineer Stoll also reported that they will be submitting for a TARP grant through IDOT for resurfacing Colfax St. from Route 2 to the city limits. This grant would pay for about half of the total project cost.

8. ROUTE 2 RECONSTRUCTION – Director Vincer said there is nothing new to report, as the project is still 5-6 years out. A manhole needs to be replaced in the intersection of Route 2 and 72, and the consensus is we should bid it out in order to have the work done at the same time as the reconstruction.

9. MILL ROAD RED PATH – The proposal and updated concept plan from Fehr Graham are in Dropbox. The project will be included in the 2022-2023 streets program. We have applied for a grant, but were denied. Rebuild Illinois funds will be used for the majority of the project, leaving approximately $100,000 to be taken from other funds. Engineering could be started at a cost of $39,900. Alderman Gyorkos motioned to recommend council approval to begin the engineering work on the Mill Road Rec Path, at a cost of $39,900. Motion seconded by Alderman Gerdes. Roll call vote: Fulrath, AYE; Gerdes, AYE; Gyorkos, AYE; Hobbie, AYE. Motion passed: AYE, 4; NAY, 0; ABS, 0.

10. STREETS PLAN – Engineer Stoll and Director Vincer have met and are developing the streets plan. They have completed the street inventory and ranked every street in the city with a number, 1 through 10. They are now determining how to proceed in order to make the best use of street funds. They would like to devote a portion of the annual streets budget to three things: preventative maintenance (slurry seal on newer streets), reconstruction (brand new asphalt pavement, curb and gutter), and hot mix and chip seal for older streets in town. Reconstruction will be done in conjunction with infrastructure repair. Director Vincer said new water main is needed from Walnut St. to Colfax St. Alderman Gyorkos feels that attention also needs to be paid to West Second Street, from Maple to Route 2. Engineer Stoll suggested scheduling more extensive projects for several years out, and saving money from the annual streets budget each year in order to accumulate sufficient funds for the larger projects. Engineer Stoll hopes to have the streets plan completed and on paper for council to review next month. Director Vincer added that there is more work needed than there is funding available, and feels alternate means of funding should be explored. These could include revising the budget, raising the sales tax, or implementing a storm water utility tax on residents in areas where storm sewer is needed.

11. PUBLIC WORKS UPDATE – Director Vincer reported that there is a water main break at Walnut St. and Route 2. The service line was not abandoned properly. Because they had to dig under Route 2, they needed the assistance of Kelsey Excavating. • The transmission went out on one of the pick up trucks. Transmission replacement cost is $4,200. • The International Dump truck is rusting on the inside of the box, and is not safe. Repair is $8,500. • Price on road salt is down this year. Cost is $95.50/ton, compared to $102.50/ton last year. Three years ago, price was over $120/ton. This purchase of $33,000 will be reflected on the next list of bills. 350 tons were purchased, which is the amount used last year.

12. ADJOURN - Alderman Gerdes motioned to adjourn the Community Services Committee meeting. Seconded by Alderman Gyorkos. Roll call vote Gerdes, AYE; Gyorkos, AYE; Hobbie, AYE; Fulrath, AYE; Motion passed: AYE, 4; NAY, 0; ABS, 0. Alderman Fulrath adjourned the meeting at 6:27 pm. The next regular Community Services meeting is November 3, 2021.
