Carroll County Board met Nov. 18.

The meeting was called to order by Chair Reibel at 9:31 a.m.
Pledge of Allegiance.
Roll call shows Mr. Reibel, Mr. Payette, Mr. Preston, Mr. Imel, Mr. Yuswak, Mr. Robert Hartman, Ms. Anderson and Mr. Vandermyde all present with Mr. Paul Hartman absent.
Chair Reibel presented the consent agenda:

Sheriff & Property-Chair Reibel presented for approval hiring of a Sheriff Road Deputy. Motion by Preston, second by Yuswak to approve. Sheriff Kloepping did inform the Board that he was able to hire someone to fill this vacancy.
Health Department-Dawn Holland reported that there will be a Covid Booster clinic on Tuesday, November 23, 2021 from 10 to 3 at the Farm Bureau in Mt. Carroll, Il.
She also reported that there will be a Covid testing clinic at the Health Department on November 18th and 19th.
Emergency Management Agency-Jim Klinefelter explained a bill for a helicopter that was used in the search of missing 37 year old, Melissa Trumpy.
State’s Attorney-State’s Attorney Kaney was happy to report that he has hired an Assistant State’s Attorney. He will begin work on December 6, 2021. He would like the start pay to be $60,000 then after a six month probation period increase salary to $65,000. This will be discussed at Budget discussion and changes under Old Business.
Treasurer-Treasurer Powers reported that she is working on the end of the year balancing. She announced the Auditors will be here to week of January 10, 2021.
Circuit Clerk-No report
Probation-No report
Assessor-Chief Assessor Gruhn reported her office is finishing up end of the year assessing. She added in the month of December the assessments notices will be published.
County Clerk and Recorder-Clerk Buss reported that the scanning of land records from 1859-1954, DD214 records, Supervisor minutes etc. has begun. The scanning should take one and half weeks to complete.
Clerk Buss added that the scanning for the vitals from 1916-2002 has been completed which was over 6,000 vitals. They will be starting to back index soon after the images have been uploaded.
She reported on SB536 and the confusion on the wording on precinct sizes. She is getting an opinion from the State Board of Elections. She will report back to the Board at the next meeting.
Animal Control-No report
Highway-County Engineer Vandendooren presented two Bridge petitions for approval for the Mt. Carroll Road District. Approval of the petition for County Bridge aid to repair structure number 008-3617 for Section 008-33617 and repair structure number 008-3260 for Section 008-3620. Motion by Preston, second by Vandermyde to approve. Motion carried.
A resolution for the approval to appropriate MFT funds for County’s Engineer’s salary and authorize IDOT to transfer Federal Surface Transportation funds for one-half salary of the County Engineer salary. Motion by Preston, second by Imel to approve. Motion carried.
County Engineer gave an update on improvements that are going to be done at the Highway office building.
He was happy to report that should have all trucks up and running for the winter season.

Old Business
Chair Reibel presented for approval the Carpenters Union Contract. County Administrator Doty explained the contract:
• 4 year contract
• 3% increase on current salary in year one
• One time salary adjustment of $3,000 in year one
• 4% increase on 2022-2023 salary
• 3% increase on 2023-2024 salary
• 3% increase on 2024-2025 salary
Motion by Yuswak, second by Imel to approve. Motion carried.
Chair Reibel presented for approval the FOP Union Contract. County Administrator Doty explained the contract:
• 4 year contract
• 3% increase on current salary in year one
• One time salary adjustment of $3,000 in year one
• 4% increase on 2022-2023 salary
• 3% increase on 2023-2024 salary
• 3% increase on 2024-2025 salary
• Increase uniform allowance for Road Deputies to $700
Motion by Preston, second by Vandermyde to approve. Motion carried.
Budget Discussion and Changes-Sheriff Kloepping presented 4 changes to his budget:
011-01-5006 Gas/Utilites change from $10,000 to $12,000
011-20-6051 Sheriff fuel change from $30,000 to $36,000
011-20-7073 Dieting of Prisoners from $60,000 to $62,000
011-20-5323 Printing, supplies and postage from $14,000 to $15,000
Motion by Payette, second by Yuswak to approve. Discussion. Motion carried.
EMA officer Jim Klinefelter asked the County Board to consider to budget $2,500 under 011-22 for the 2021-2022 budget year. This money would only be used in contingent for extra emergency expenses. Motion by Payette, second by Vandermyde to approve. Discussion. Motion carried.
State’s Attorney Kaney presented two changes to his budget. The first change is to put in $65,000 for the Assistance State’s Attorney salary 011-26-7090. He will start at $60,000 but after a 6 month probation period it will increase to $65,000. Motion by Preston, second by Yusawk to approve. Motion carried.
State’s Attorney Kaney asked the Board to increase line item 011-26-5009, Clerkhire salary to $31,868 which is a 3% increase from the 2020-2021 salary. Motion by Preston, second by Yusawk to approve. Discussion. Roll call shows Vandermyde, Imel, Yuswak, Anderson, R. Hartman, Preston and Payette voting aye and Reibel voting nay. Motion carried.
Chief Assessor Gruhn asked to Board to decrease line item 011-05-5179 car purchase and maintenance to $7,000. Motion by Preston, second by Vandermyde. Motion carried.
County Board member, Joe Payette asked for $100,000 to be added to 011-37- 5144 Capital projects for future courthouse/jail renovations or possible building new courthouse. Motion by Payette, second by Preston to approve. Discussion. Roll call shows R. Hartman, Vandermyde, Preston, Anderson, Payette, Imel, Yuswak voting aye and Reibel voting nay. Motion carried.
Chair Reibel presented for approval the Combined Budget and Appropriations Ordinance for 2021-2022 Fiscal Year Ending November 30, 2022. Motion by Imel, second by Yusawk to approve. Roll call shows Preston, Reibel, Payette, Anderson, R. Hartman, Imel, Vandermyde and Yuswak all voting aye. Motion carried.
Chair Reibel presented for approval the Levy Resolution for 2021-22 Fiscal Year Ending November 30, 2022. Motion by Preston, second by Imel to approve. Roll call shows Reibel, Anderson, R.Hartman, Yuswak, Vandermyde, Preston, Payette, and Imel all voting aye.
Chair Reibel brought up for discussion on premium pay to be paid out of Covid fund 84. There was discussion who would qualify, how much should be given, should they expand it to transit, EMT, fire districts etc. The biggest concern is to make sure if premium pay is paid out we follow the grant’s restrictions so the County will not have to pay back for any employees that did not qualify.
The Board asked County Administrator Doty to research which employees would qualify at this time and what other counties have paid out in premium pay.
County Administrator Doty explained OSHA Temporary Standard on Vaccine Mandates. Since we fall under the 100 employees, Carroll County does not have to have a Vaccine Mandate Policy.

Chair Reibel presented the John “Beaver” Miller for reappointment and Bill Spathies for an unexpired term replacing Don Swanson on the Zoning Board of Appeals. Motion by Imel, second by Payette. Motion carried.
Public Comments-Treasurer Powers reported she still has not gotten an answer from the U.S. Treasury if Sourcewell can be used as a bidding agent for our HAVC project.
