Ogle County Board met Nov. 16.

Here are the minutes provided by the board:

Call to Order

Vice-Chairwoman Patricia Nordman calls the meeting to order at 5:30 p.m.

Roll Call

The roll call shows Fritz, Heuer, Reising, Smith and Finfrock are absent. The invocation is given by Janes and followed by the Pledge of Allegiance.

Presentation: Conner O'Sullivan - Weld Park Eagle Scout Project

O’Sullivan has been rescheduled to December’s meeting.

Presentation: Kyle Auman, Health Department Administrator - COVID 19 Update Auman reported an uptake in reported COVID-19 cases in Ogle County with a positivity rating at 6.28%. Ogle County has reported 6 new COVID related deaths in the last 30 days (2-60’s, 3-80’s and 1-90’s). Auman stated 50.28% of the Ogle County’s total population has been vaccinated and 4,791 booster doses had been administered since they have become available. Both Health Department locations are still offering vaccines, all 3 presentations of the boosters and in the pediatric doses of 5-11 year olds. Auman shared there have been 3 clinics for those ages after hours.

Auman shared they are also providing the flu vaccine in two forms; high dose and regular presentations for the influenza vaccines.

Vice-Chairwoman Nordman reminded Board Members about Judge Hanson’s retirement party, Friday the 19th from 1-3 pm.

COMMITTEE REPORTS

The following committee minutes have been placed on exhibit: 911 ETS, County Facilities - County Security - County IT, Executive, Finance and Insurance, HEW & Solid Waste and Veterans, Long Range and Strategic Planning, Mental Health 708 Board, Personnel and Salary, Road & Bridge, State’s Attorney – Court Services – FOCUS House - Judiciary & Circuit Clerk, and Supervisor of Assessments and Planning & Zoning.

∙ Executive

∙ West Fiber Project - Syndeo -R-2021-1103

Youman moved to approve R-2021-1103 for the Syndeo contract for the West Fiber Project and Griffin seconds.

Hopkins asked if the map showed the only Fiber lines going through Polo and Corbitt stated there are several lines through Polo. Specifically stating down Route 26 for the Schools and Clinic for a few years now.

∙ Appointment of Planning and Zoning Administrator - Mark Miller - R-2021-1104

Bowers moved to approve R-2021-1104 to appoint Mark Miller as the Planning and Zoning Administrator and Williams seconds.

∙ ARPA Recommendations - R-2021-1105

Sparrow moved to approve R-2021-1105 with ARPA recommendations and Corbitt seconds. Motion carries. (Placed on file)

∙ Set Salaries for Ogle County Board Officials - O-2021-1101

Kenney moved to approve O-2021-1101 to set salaries for Ogle County Board officials beginning FY2023 and McKinney seconds.

Kenney briefly explains how the County Board Chairperson and Vice-Chairperson will be given a set salary and still be able to collect mileage. Another change will be the Committee Chairperson will now collect $100 and Vice-Chairpersons will collect $75 for Committee Day meetings they are designated to those positions. Kenney also shared all County Board members will be paid $70 per meeting they attend plus mileage. Kenney shared that this is different compared to now being paid for 3 meeting no matter what; Board members will only be paid for attendance at their assigned meetings.

YES: Kenney, Larson, McKinney, Miller, Nordman, Sparrow, Williams, Youman, Asp, Billeter, Bowers, Corbitt, Droege, Griffin, Huber, and Janes

NO: Oltmanns, Fox, and Hopkins

∙ Adopt Ogle County Reapportionment Map - R-2021-1106

Oltmanns moved to approve R-2021-1105 with ARPA recommendations and Bowers seconds.

Youman explained that using the Census data the Reapportionment committee looked into the numbers and they are within the average shown and the standard deviation. Youman shared because the Census data met these parameters the committee felt that there was no need to change County Board Districts.

McKinney expressed his disagreement with this decision based on Ogle County being one of the biggest County Boards in the area. McKinney stated he would be voting no on this motion.

∙ FY2021 Budget Amendment Funds - O-2021-1102

Sparrow presented and moved to approve O-2021-1102 as presented budget and Billeter seconds.

Sparrow presents and moved to approve O-2021-1103 Salary Contingencies as presented and Youman seconds.

∙ FY2022 Budget and Appropriations – O-2021-1104

Sparrow moved to approve O-2021-1104 as presented at the Ogle County Board Hearing and this evening. Griffin seconds and Roll Call is taken:

Bowers abstains from the Sheriff’s Budget

YES: Larson, McKinney, Miller, Nordman, Oltmanns, Sparrow, Williams, Youman, Asp, Billeter, Bowers, Corbitt, Droege, Fox, Griffin, Hopkins, Huber, Janes, and Kenney

∙ Long Range Planning Bills - R-2021-1107

Griffin moved to approve R-2021-1107 for bills totaling $24,000 and Janes seconds.

Griffin thanks Ciesiel for his hard work on the demolition of the 607 Washington Street project. Griffin stated Ciesiel’s work allowed everything to be done without an additional fees.

∙ Road & Bridge

∙ Engineering Services Agreement for Bridge Permit Analyses - Various County Structures, Section 21-00340-00-ES - R-2021-1108

Hopkins moved to approve R-2021-1108 for engineering services agreement for various County structures with Willet and Hofmann and Kenney seconds.

Larson abstains from vote due to family employment.
