City of Prophetstown City Council met Nov. 9.

Here are the minutes provided by the council:

I. CALL TO ORDER:

A regular meeting of the Prophetstown City Council was held at City Hall in Prophetstown, Illinois. The meeting convened at 7:00 p.m., Mayor Steve Swanson, presiding.

II.  ROLL CALL:

DAN BAKER, GREG SCHMITT, JOSH HOVEY,

RYAN INSKEEP, JOHN GIBSON, LARRY DESSING

CITY STAFF IN ATTENDANCE:

CONNIE JENSEN, City Clerk;

TIM ZOLLINGER, City Attorney;

EILEEN DETRA, Treasurer;

BRUCE FRANKS, Chief of Police;

BRIAN STRIKE, Director of Public Works;

III. PLEDGE OF ALLEGIANCE:

Mayor Swanson led the Pledge of Allegiance.

IV. PUBLIC COMMENT/

INFORMATIONAL ITEMS

1. Lori Cortez to address the board concerning the Sauk Valley Foundation.

Ms. Cortez addressed the council regarding the Sauk Valley Community College Impact Program.

V. ITEMS FOR CONSIDERATION AND POSSIBLE ACTION:

1. Consideration and Possible Action: To approve an Ordinance Authorizing Purchase of a Tymco Street Sweeper and Waiving Competitive Bidding Requirements.

Mayor Swanson presented to the council a quote from EJ Equipment for a 2022 Tymco 435 Street Sweeper with an auxiliary hand hose mounted on an Isuzu NQR Chassis.

Mayor Swanson stated that the cost of the street sweeper is $172,925.00.

Mayor Swanson stated that the council agreed to the withdrawal of $75,160.60 from Gateway Credit Union to use towards payment for the street sweeper.

Mayor Swanson stated that the city will secure a loan of $100,000.00 from Farmers National Bank-Prophetstown, with a 3.75% interest rate.

Mayor Swanson stated that annual loan payments would amount to $22,300.00.

MOTION: Approval of Ordinance #2021-- Ordinance Authorizing the Purchase of a Tymco Street Sweeper and Waiving Competitive Bidding Requirements.

MOTION MOVED BY INSKEEP, SECONDED BY GIBSON.

COUNCIL CONCURRED. MOTION CARRIED.

2. Consideration and Possible Action: Changing the planning commission from 9 members to 7 members.

Mayor Swanson stated that a member of the planning commission recently quit and that it is difficult to fill the spot.

The council agreed to reduce the number of planning commission members from 9 to 7.

3. Consideration and Possible Action: To consider a Resolution for Solar Panels in Prophetstown.

The council agreed to table further discussion on the matter until the December 2021 regular city council meeting.

4. Consideration and Possible Action: To change the routes for the garbage trucks.

The council agreed to table further discussion on the matter until the December 2021 regular city council meeting.

5. Consideration and Possible Action: To allow 2 businesses to build on Lyndon Road.

Prophetstown residents, Eric and Chelsea VanDyke, addressed the council concerning the possibility of building a warehouse on Lyndon road for shipping, receiving, and storage. The VanDykes own Envy Boutique on Main Street in Prophetstown.

The council agreed to table further discussion on the matter until the December 2021 regular city council meeting.

6. Consideration and Possible Action: To adopt Ordinance #881 - Ordinance for Preliminary Tax Levy.

Alderman Josh Hovey addressed the council regarding the preliminary tax levy.

MOTION: Approval to adopt Ordinance #881 - Ordinance for Preliminary Tax Levy.

MOTION MOVED BY INSKEEP, SECONDED BY HOVEY.

COUNCIL CONCURRED. MOTION CARRIED.

7. Consideration and Possible Action: On raises for employees.

Mayor Swanson stated that the council would go into a closed session to discuss raises for employees (Agenda Item #7) and to determine pay for current secretaries (Agenda Item #9).

MOTION: Approval to go into closed session at 8:02 p.m. to discuss raises for employees and determine pay for current secretaries.

MOTION MOVED BY HOVEY, SECONDED BY DESSING.

COUNCIL CONCURRED. MOTION CARRIED.

8. Consideration and Possible Action: Update on current city hall situation.

Mayor Swanson updated the council regarding the current city hall situation.

9. Consider and Possible Action: To determine pay for current secretaries.

Mayor Swanson stated that the council would go into closed session to discuss raises for employees (Agenda Item #7), and to determine pay for current secretaries (Agenda Item #9).

MOTION: Approval to pay city hall secretaries $17.50 an hour and a $200.00 bi-weekly bonus through the transition period, until a permanent full-time secretary is hired.

MOTION MOVED BY GIBSON, SECONDED BY BAKER.

COUNCIL CONCURRED. MOTION CARRIED.

MOTION: Approval to amend the motion to pay city hall secretaries $17.50 an hour, and a $200.00 bi-weekly bonus throughout the transition period until a permanent full-time secretary is hired.

Amendment: $17.50 hourly pay rate to be retroactive from October 18, 2021.

MOTION MOVED BY GIBSON, SECONDED BY HOVEY.

COUNCIL CONCURRED. MOTION CARRIED.

VI. ITEMS FOR CONSIDERATION:

There were no items for consideration.

MOTION MOVED BY HOVEY, SECONDED BY GIBSON.

COUNCIL CONCURRED. MOTION CARRIED.

VIII: REPORT OF DEPARTMENT HEADS:

1. Chief of Police – Bruce Franks: Chief Franks submitted his written report to the council prior to the November 2021 regular city council meeting.

2. Director of Public Works – Brian Strike: Mr. Strike submitted his written report to the council prior to the November 2021 regular city council meeting.

3. Financial Report: No financial report was submitted.

4. Library: Beth Jacobs gave an update on the Henry C. Adams Memorial Library.

5. Prophet Proud: No report was given.

IX:  NEW IDEAS FOR PROPHETSTOWN:

There were no new ideas for Prophetstown.

MOTION: To adjourn the 11/09/2021 Prophetstown Regular City Council Meeting at 8:02 p.m. and move into executive session to discuss raises for employees and determine pay for current secretaries.

MOTION MOVED BY HOVEY, SECONDED BY DESSING.

COUNCIL CONCURRED. MOTION CARRIED.

MOTION: To move from executive session back into regular session at 8:50 p.m.

MOTION MOVED BY GIBSON, SECONDED BY HOVEY.

COUNCIL CONCURRED. MOTION CARRIED.

MOTION: To adjourn the 11/9/2021 Prophetstown Regular City Council Meeting at 9:00 p.m.
