City of Galena City Council met Dec. 28.

21C-0504 – CALL TO ORDER

Mayor Renner called the regular meeting to order at 6:30 p.m. in the Board Chambers at 101 Green Street on 28 December 2021.

21C-0505 – ROLL CALL

Upon roll call, the following members were present: Bernstein, Kieffer, McCoy, Westemeier, Wienen, Renner

Absent: Hahn

21C-0506 – ESTABLISHMENT OF QUORUM

Mayor Renner announced a quorum of Board members present to conduct City business.

21C-0507 – PLEDGE OF ALLEGIANCE

The Pledge was recited.

21C-0508 - REPORTS OF STANDING COMMITTEE

No reports.

21C-0509 – CITIZENS COMMENTS

None.

PUBLIC HEARINGS

Motion: Bernstein moved, seconded by Kieffer, to open the public hearing on an application by John Wilson and Rosean Schromen for the Property at 10840 Highway 20.

Discussion: None.

21C-0510 – PUBLIC HEARING ON AN ANNEXATION AGREEMENT WITH JOHN WILSON AND ROSEAN SCHROMEN FOR THE PROPERTY AT 10840 HIGHWAY 20

Testimony: None.

Motion: McCoy moved, seconded by Wienen, to close the public hearing on an annexation agreement with John Wilson and Rosean Schromen for the property at 10840 Highway 20.

21C-0513 – DISCUSSION AND POSSIBLE ACTION ON REQUEST BY OFFICER ZANE ELLIOT FOR SECONDARY EMPLOYMENT

Motion: Kieffer moved, seconded by Bernstein, to approve Consent Agenda, CA21-24.

21C-0498 – DISCUSSION AND POSSIBLE ACTION ON THE FY 2022-27 CAPITAL IMPROVEMENT PLAN

Motion: Westemeier moved, seconded by McCoy, to approve the 2022-2027 Capital Improvement Plan.

Discussion: Council agreed staff did a great job looking at the next 5 years. While nothing is set in stone, this is a good guide than can be added to or subtracted from.

21C-0514 – FIRST READING OF AN ORDINANCE AUTHORIZING THE EXECUTION OF AN ANNEXATION AGREEMENT WITH JOHN WILSON AND ROSEAN SCHROMEN FOR THE PROPERTY AT 10840 HIGHWAY 20

Motion: Kieffer moved, seconded by Westemeier, to approve the first reading, waive the second reading of an ordinance authorizing the execution of an annexation agreement with John Wilson and Rosean Schromen for the property at 10840 Highway 20 with an abatement of City of Galena property taxes for a period not to exceed five years or $50,000, 21C-0514.

21C-0515 – FIRST READING OF AN ORDINANCE DECLARING THE NECESSITY OF USE AND AUTHORIZING THE TRANSFER OF PROPERTY FOR THE BENEFIT OF THE CITY OF GALENA AND THE GALENA UNIT 120 SCHOOL DISTRICT

Motion: McCoy moved, seconded by Wienen, to approve the first reading of an ordinance declaring the necessity of use and authorizing the transfer of property for the benefit of the City of Galena and the Galena Unit 120 School District, 21C-0515.

Discussion: None.

21C-0516 – FIRST READING OF AN ORDINANCE AMENDING TITLE XI, CHAPTER 110, SECTION 110.45 OF THE CODE OF ORDINANCES TO INCREASE THE VIDEO GAMING ANNUAL LICENSE FEE

Motion: Kieffer moved, seconded by Bernstein, to approve the first reading of an ordinance amending Title XI, Chapter 110, Section 110.45 of the Code of Ordinances to increase the video gaming annual license fee from $25 to $250 amended to include waiving the second reading, 21C-0516.

Discussion: Council felt the additional fee was not out of line for the amount of money taken in on gaming machines.

21C-0517 – FIRST READING OF AN ORDINANCE AMENDING THE ZONING MAP OF THE CITY OF GALENA TO CHANGE THE ZONING OF 1004 PARK AVENUE FROM LOW DENSITY RESIDENTIAL TO NEIGHBORHOOD COMMERCIAL

Regular Board Meeting 28 December 2021

Motion: McCoy moved, seconded by Westemeier, to approve the first reading and waive the second reading of an ordinance amending the zoning map of the City of Galena to change the zoning of 1004 Park Avenue from low density residential to neighborhood commercial, 21C-0517.

Discussion: McCoy stated, while he is not normally a fan of this, it makes sense in this particular area.

21C-0518 – DISCUSSION AND POSSIBLE ACTION ON APPLYING TO THE ILLINOIS DEPARTMENT OF COMMERCE AND ECONOMIC OPPORTUNITY FOR THE REBUILD DOWNTOWNS AND MAIN STREETS CAPITAL GRANT

Motion: Kieffer moved, seconded by McCoy, to approve applying to the Illinois Department of Commerce and Economic Opportunity for the Rebuild Downtowns and Main Streets Capital Grant, 21C-0518.

Discussion: Renner explained there are certain points of the grant that do not apply to the city and other areas that do. While you can apply for 100 percent, offering a 20 percent match could increase the city’s chance of receiving the grant. Council was in favor of offering the 20 percent match.

Moran advised the city does not necessarily check all of the boxes for the grant. We are not as distressed as some. He feels having the match might help boost us up.

Bernstein suggested, if we get the grant, it might be a great opportunity to use permeable concrete in the parking lots. Council agreed it would be worth checking in to.

The grant deadline is January 10, 2022.

Wienen questioned if the lights on the Highway 20 bridge could be tied in. Moran advised one of the criteria is the area has to be facing or on a block with commercial properties. He does not feel the lights would qualify for this one.

21C-0519 – WARRANTS

Motion: Kieffer moved, seconded by Bernstein, to approve the Warrants as presented with the addition of a warrant to Apple River State Bank in the amount of $345,100 for sewer plant debt, 21C-0519.

21C-0520 – ALDERPERSONS’ COMMENTS

Council wished everyone a “Happy New Year”!

Capital Improvement Plan – McCoy stated if we can accomplish one-third of the Capital Improvement Plan, it would be fantastic. Everything in there needs to be done. Kieffer agreed.

Thank you – Kieffer thanked the Public Works crew for doing an outstanding job with the snow removal today.

Sidewalk – Westemeier noted the sidewalk behind the Elk’s Club needs to be repaired this year or a barricade needs to be installed. He was advised the repair has been made.

21C-0521 – CITY ADMINISTRATOR’S COMMENTS

Parking – Moran reported the request for proposal went out for parking system improvements. Proposals are due back January 28, 2022. As questions come in, updates with the questions and answers are added to the website.

Market House Tavern – Moran reported the Market House Tavern has been sold. A liquor license will be added to the next agenda for approval.

21C-0522 – MAYOR’S REPORT

Mayor Renner wished everyone a “Happy New Year” and urged everyone to keep emphasizing vaccinations.

21C-0523 – ADJOURNMENT

Motion: Bernstein moved, seconded by Wienen, to adjourn.
