City of Byron Community Services Committee met Feb. 2.

Here are the minutes provided by the committee:

Alderman Fulrath called the meeting to order at 5:30 pm.

1. ROLL CALL: 

MEMBERS PRESENT: Alderman Zeke Hobbie, Chairman Alderman Mittzi Fulrath, Alderman Emily Gerdes (6:06 pm arrival), Alderman Mike Gyorkos

MEMBERS ABSENT: None

OTHERS PRESENT: Engineer Jason Stoll, Director Aaron Vincer

2. APPROVAL OF AGENDA – FEBRUARY 2, 2022 – Alderman Gyorkos motioned to approve, as presented, the February 2, 2022, Community Services Committee meeting agenda. Seconded by Alderman Hobbie. Roll call vote: Gyorkos, AYE; Hobbie, AYE; Fulrath, AYE. Motion passed: AYE, 3; NAY, 0; ABS, 0. 

3. PUBLIC COMMENT – None

4. APPROVAL OF MINUTES – JANUARY 5, 2022 –Alderman Hobbie motioned to approve, as presented, the January 5, 2022, Community Services Committee meeting minutes. Seconded by Alderman Gyorkos. Roll call vote: Hobbie, AYE; Fulrath, AYE; Gyorkos, AYE. Motion passed: AYE, 3; NAY, 0; ABS, 0. 

5. WASTEWATER TREATMENT PLANT – Engineer Stoll reported that the EPA has requested a tour/inspection of the plant. This is part of the loan process. It is scheduled for next Wednesday at 10:30am.

6. ROUTE 2 RECONSTRUCTION – IDOT is required to build a multi-use path and they are planning to take it to Lake Louise. The city would then take over snow plowing of the path. The city is also talking to the Park District about assisting with other maintenance.

7. MILL ROAD REC PATH – Engineer Stoll presented preliminary plans for the Rec Path. A stop sign with flashing lights will be added at Old Hunter Run. There will also be a crossing at Blackhawk Meadows Park and at Kingsway. The project includes ADA accessible ramps and crosswalks with appropriate signage. The majority of the funding for the project ($240,000) will be from REBUILD IL, and the balance ($110,000) from the streets program. Engineer Stoll hopes to have the project out to bid by spring, with completion by the beginning of the school year.

8. STREETS PLAN – Slurry for the streets that were last done in 2014 and 2015 are scheduled to be done again at a cost of $120,000. Skip patching/seal coating improvements are scheduled on 4th St. (Union to Mineral), Merchant (Walnut to Chestnut) and Front St. (from Union to Chestnut) at an estimated cost of $180,000. A sign trailer, with new signs, is also on the streets plan for $20,000. With the Mill Road improvements of $110,000, the total cost for 2022 streets is $430,000. Engineer Stoll anticipates that the 2023 streets budget will consist largely of Colfax St. improvements, since we were awarded the TARP Grant recently. Alderman Hobbie motioned to recommend council approval of the 2022 Streets Plan at a cost of approximately $430,000. Motion seconded by Alderman Gerdes. Roll call vote: Fulrath, AYE; Gerdes, AYE; Gyorkos, AYE; Hobbie, AYE. Motion passed: AYE, 4; NAY, 0; ABS, 0. 

9. PUBLIC WORKS UPDATE – Will be presented at City Council.

10. ADJOURN - Alderman Gerdes motioned to adjourn the Community Services Committee meeting. Seconded by Alderman Hobbie. Roll call vote Gerdes, AYE; Gyorkos, AYE; Hobbie, AYE; Fulrath, AYE. Motion passed: AYE, 4; NAY, 0; ABS, 0. Alderman Fulrath adjourned the meeting at 6:14 pm. The next regular Community Services meeting is March 2, 2022.
