Did make some changes.

ii. 2022 Spring Flood Outlook #1

Very detailed with below normal for us so far. Will be updated February 24th.

iii. 69 Sinsinawa Avenue Update

Finally closed once tax lien problem was taken care of.

iv. Library Update

In continuation with Library.

v. Hwy 20 Project

Start May 1st to end July 1st.

Alderman Pearson – Will Bob Johnson be at our March meeting? Thinking he should be.

Motion by Alderman Pearson to Consent Agenda (City Council Minutes 02/07/2022, Public Safety Report(s), Warrants, Zoning, and Correspondence) second by Alderman Burgmeier ROLL CALL: Ayes – Mayor Degenhardt, Alderman Burgmeier, Alderman Fluhr, Alderman Muir and Alderman Pearson Motion carried Absent – Alderman Biermeier

NEW BUSINESS:

5. 22-0223 Discussion and Possible Action to Amend Animal or Nuisance Ordinances in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig

City Manager Herrig does not believe council needs to amend our ordinances in any way to solve this problem. City will respond to complaints and address any issues observed.

Alderman Burgmeier – Is the fence Mark’s? Fence appears right on the property line. Have not done a survey for property line.

No action needed.

6. 22-0224 Discussion and Possible Action to Amend City of East Dubuque Complaint Policy in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig 

Don’t want to change. If letter is sent make sure that it is signed.

Alderman Burgmeier - Wants citizens having an issue make sure that they come to meetings.

City Manager Herrig – Complaints need to be signed.

No action needed.

7. 22-0225 Discussion and Possible Action to Approve a Resolution to Establish a Rebate Program for Liquor License Holders in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig

Rebate as much as $750 for the year. City Manager Herrig had asked some of the license holders if they would be interested in this and received a positive response.

Motion by Alderman Pearson to Approve a Resolution to Establish a Rebate Program for Liquor License Holders second by Alderman Muir ROLL CALL: Ayes – Mayor Degenhardt, Alderman Burgmeier, Alderman Fluhr, Alderman Muir and Alderman Pearson Motion carried Abstain – Alderman Biermeier

8. 22-0226 Discussion and Possible Action to Approve a Proposal for Professional Services for MS4 Storm Water Management Program Assistance in the City of East Dubuque, Jo Daviess County, Illinois / Marc Ruden, Noah Hofrichter

Periodic storm water inspections and city acknowledgments of what is going on with storm water systems. Did apply for a waiver but EPA said not eligible for the waiver because of Frentress Lake.

Probably take 2 to 4 months to get a plan together and by midyear to get everything in progress.

Alderman Biermeier – Who would have additional roles? Should be enough with city staff. Public outreach can be online or booths at fairs.

Alderman Burgmeier – Will Origin need to stay involved or is this just a one-time thing? City Manager Herrig – thinking of keeping them involved.

Attorney Kurt – What is the reason for Frentress Lake? Higher level of pollutants like sediment.

Alderman Pearson – Does water tower involve this? No it is just storm water, which is surface water runoff.

9. 22-0227 Executive Session: 5 ILCS 120/2(c)(1) Personnel Matters and 5 ILCS 120/2(c)(11) Litigation / Mayor Degenhardt, City Manager Herrig

Motion by Alderman Burgmeier to Go into Executive Session second by Mayor Degenhardt ROLL CALL: Ayes – Mayor Degenhardt, Alderman Biermeier, Alderman Burgmeier, Alderman Fluhr, Alderman Muir and Alderman Pearson Motion carried

Motion by Mayor Degenhardt to Leave Executive Session second by Alderman Pearson ROLL CALL: Ayes – Mayor Degenhardt, Alderman Biermeier, Alderman Burgmeier, Alderman Fluhr, Alderman Muir and Alderman Pearson Motion carried

10. 22-0228 Discussion and Possible Action on Matters Discussed in Executive Sessions in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig

No action needed.
