City of Dixon City Council met March 7.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Arellano at 5:31pm.

ROLL CALL

Councilman Bishop, Considine, Oros, and Mayor Arellano answered roll call. Absent: Councilman Venier.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Reverend Randy Sizemore, Bethel Evangelical Congregational.

WORK SESSION

457B RETIREMENT PLANS

Finance Director Fredericks explained the work session, Justin Pisellini from The 457 Consulting Group went over the process that was followed, and presented on the change requested. Discussion ensued.

None

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Special Session Meetings of Tuesday, February 15, 2022; Thursday, February 17, 2022; Tuesday, February 22, 2022; Thursday, February 24, 2022, Tuesday, March 1, 2022 and Wednesday, March 2, 2022; and the Regular Session Meeting of Tuesday, February 22, 2022; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $675,379.47 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 2993-22 – AMENDING 2021-2022 BUDGET – BUILDING & ZONING

Councilman Considine moved to approve the resolution amending the FY 21/22 budget with respect to the Building and Zoning Department. Seconded by Councilman Bishop. Building Official Shipman explained the request. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 2994-22 – RE-APPOINTMENT TO THE DIXON HISTORICAL THEATRE BOARD

Mayor Arellano explained the request, discussion ensued. Councilman Bishop moved that Antony Deter be appointed to the Dixon Historic Theatre Group for a term commencing March 16, 2022 and ending March 18, 2025. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF THE INVESTMENT POLICY STATEMENT OF THE CITY OF DIXON 457(B) PLAN

Finance Director Fredericks explained the request. Councilman Oros to approve and adopt the Investment Policy Statement for the City of Dixon 457(b) Plan. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF ADMINISTRATIVE SERVICES AGREEMENT WITH MISSIONSQUARE FOR 457(B) DEFERRED COMPENSATION PLAN

Finance Director Fredericks explained the request, discussion ensued. Councilman Considine moved to approve the Administrative Services Agreement with MissionSquare for 457(b) Deferred Compensation Plan. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL ENGINEERING AGREEMENT WITH WILLETT HOFMANN AND ASSOCIATES WITH RESPECT TO NORTH GALENA WATERMAIN REHABILITATION

Councilman Oros moved to approve the agreement with Willett Hofmann and Associates, Inc for construction engineering services related to the North Galena Watermain Lining Project. Seconded by Councilman Considine. Water Manager Huyett explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL TO REQUEST FOR FFA APPROVAL OF AGREEMENT FOR TRANSFER OF ENTITLEMENTS

Councilman Considine moved to approve the transfer of expiring non-primary entitlement funds to another airport to be designated by IDOT. Seconded by Councilman Bishop. Public Works Director/Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

EXECUTIVE SESSION

Councilman Bishop moved to that the Regular Council Meeting of Monday, March 7, 2022 meet in Executive Session to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees pursuant to Section 2(c)(1) of the Open

Meetings Act. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

RECONVENE

Councilman Bishop moved that the Regular Session Council Meeting of Monday, March 7, 2022 reconvene into Open Session. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

ADJOURMENT

Councilman Oros moved that the Regular Council Meeting of Monday, March 7, 2022 be adjourned to meet in Special Session on Friday, March 11, 2022, at 3:00pm in the Council Chambers at City Hall. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

The meeting adjourned at 7:02pm.
