City of Lanark City Council met June 7.

MEETING CALLED TO ORDER/ROLL CALL-Lanark City Council met in regular session at the Lanark City Hall at 7:00 p.m. Roll call taken by Marilyn Heller, City Clerk, showed Alderpersons present were Lance Leverton, Haley Grim, Brad Knutti, Mark Macomber, and Lynn Collins. Alderperson Weston Burkholder absent.
Mayor Ken Viglietta was present and presiding.
Others present were: Attorney Ed Mitchell, Chief Matt Magill, Treasurer Donalee Yenney, Maintenance Manager Jason Alvarado, Rosemary Flikkema, Robert Luther, Karen Reed, Project Manager Darin Stykel from Fehr Graham, and Dr. Mark Hansen ISDLAF + Consultant of PMA
PLEDGE OF ALLEGIANCE-was led by Alderperson Lance Leverton.
APPROVAL OF MINUTES-MOTION-was made by Alderperson Lynn Collins and seconded by Alderperson Brad Knutti to accept the minutes of the May 17, 2022 meeting as presented. Motion carried by 4 aye votes. Aye votes: Alderpersons Lance Leverton, Haley Grim, Brad Knutti and Lynn Collins. Abstain votes: Alderpersons Mark Macomber. Alderperson Weston Burkholder was absent.
PUBLIC COMMENTS- Karen Reed asked for an update on the house next door to hers, 328 W. Locust. The council responded that they discussed this property at the May 3rd meeting and Chief Magill stated that it’s in process, also sharing that he talked to the owner of the property about having no water service to the house. The council discussed sending Ardena to mow the property as Karen expressed her concern with the length of the grass and items in the back yard.
MUNICIPAL BONDING OVERVIEW – Dr. Mark Hansen from ISDLAF + Consultant of PMA went over his presentation on Bond Options for the City of Lanark. He went over his company’s services and the types of bonds the city would qualify for. As a non-home rule municipality, Lanark’s overall debt limit is 8.625% of total EAV in the amount of $1,372,389.00 (based on 2021 Levy). This includes general obligation bonds, debt certificates and financing leased. Any active dept the city has would lower the amount the city can bond. Dr. Hansen shared that the city can barrow up to $79,310 a year with a non-referendum general obligation bond. If the city wanted barrow more than the 1.3 million the city would have to get special permission from the general assembly but pass a referendum first. Dr. Hansen then went over the payment options with both bond options and total interest that would be accrued over the different bond lives. Next step is to notify Dr. Mark Hansen when the Finance Committee holds a meeting to discuss this further.
TRUTH IN TAXATION RESOLUTION – Attorney Ed Mitchell discussed the estimated funds needed for fiscal year 2021-2022. Using the assessed valuation for 2021 information sent to us from the Carroll County Clerk, Amy R. Buss, the amount suggested was around $264,959.00 for Lanark Corp. and Lanark Library. A Motion was made by Alderperson Mark Macomber and seconded by Alderperson Lance Leverton to Levy $264,500.00. Motion carried by 5 aye votes. Aye votes: Alderpersons Lance Leverton, Haley Grim, Brad Knutti, Lynn Collins and Mark Macomber. Alderperson Weston Burkholder was absent.
PROPERTY MAINTENANCE ORDINANCE – Chief Magill handed out the copies of the IPMC 2018 book along with ordinance no. 989. Alderperson Lynn discussed her or other council members protentional breaking codes in this new book. She used rodent guards as an example as she does not have them on her basement windows. Matt went over discretionary enforcement using the example that everyone who drives at 31mph down Broad St. is violating speeding laws but are probably not all are stopped for it. A Motion was mad by Alderperson Brad Knutti and seconded by Alderperson Haley Grim to approve ordinance # 989 an Ordinance Amending the Lanark City Code with Regard to Adoption of the International Property Maintenance Code 2018 Addition. Motion carried by 4 aye votes. Aye votes: Alderpersons Lance Leverton, Haley Grim, Brad Knutti and Mark Macomber. Abstain votes: Alderpersons Lynn Collins. Alderperson Weston Burkholder was absent.
DONATION ORDINANCE – The council discussed the following the donation policy that is in place in regards to the amounts, to help with being consistent. They also discussed only donating within the Lanark community. It was also mentioned that the city should not be donating tax dollars as they take funding aways from projects like the streets. A Motion was made by Alderperson Brad Knutti and seconded by Alderperson Haley Grim to donate $125.00 to the Eastland Athletic Club for the Cougar Open 2022. Motion carried by 4 aye votes. Aye votes: Alderpersons Lance Leverton, Haley Grim, Brad Knutti and Mayor Ken Viglietta. Nay votes: Alderperson Lynn Collins. Abstain votes: Alderpersons Mark Macomber. Alderperson Weston Burkholder was absent.
A Motion was made by Alderperson Lance Leverton and seconded by Alderperson Haley Grim to donate $250 to the Eastland FFA for their upcoming trip. Motion carried by 4 aye votes. Aye votes: Alderpersons Lance Leverton, Haley Grim, Brad Knutti and Mayor Ken Viglietta. Nay votes: Alderperson Lynn Collins. Abstain votes: Alderpersons Mark Macomber. Alderperson Weston Burkholder was absent.
STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION- Park Board – Rosemary Flikkema asked on behalf of the Park Board, if they will be restitution from the 14-year-old or the parents for replacing the infant swing that the Lanark Fire Department had to cut her out of at 2am? Rosemary also asked if the 14-year-old or the other three teens are going to be held responsible for being at the park after 10pm? Matt responded that he cannot speak on this case as it involves a juvenile. Rosemary and the council also discussed that the handicap swing was broken at three of the four welds, as well as a fire started in the bathroom. The council discussed that if the lights at the park are drawing in more problems. They decided that the park board will need to pay to get the both swings fixed and if anything comes out of the case they will be reimburse. The police will be investigating the fire that was stated in the bathrooms. Streets -Darin Stykel shared that the street study is 70% done. He also asked for the council to get an idea of the dollar amount and funding they will be working with for the streets project. He also will need to know the timeline for the streets. Darin went over some ideas like a 10-year plan with a large project in the first year with smaller scale projects the following years. He also shared that most of the streets are rating below a 75 and that will mean a lot of reconstructs.
REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERPERSONS AND MAYOR Maintenance Manager Jason – Maintenance removed limbs in the power lines in front of the house on S. Burns along with 5 other trees. Jason has a list of about 30 dead trees that maintenance is able to take down. Ken shared that the tree board is looking for a new member/president. Geoffrey has another doctor’s appointment coming up so we might get a return-to-work date. Jason reached out to Rachel Todd at the high school about repainting the Lanark welcome signs. She had her Advanced (11&12 grade) and Studio (10&11 grade) classes work on the signs. Advanced – Quin Haverland, Mia Knebel, Delaney Wilhems. Studio – Jocely Cropper, Paige Joiner, Olyvia Leverton, Adam Messenger, Susan Sanchez, Cheyanne Schmit, and Alley Weber. Jason shared the before and after pictures and the council agreed they turned out beautifully. Chief Magill - sent a list of properties to Ardena Grant to mow. There is a house on E. Pearl St that he has been reaching out to about their unmanned garage sale. Matt will be using a new report that will have more detail/documentation as to the progress and follow ups of violations etc. Next meeting, he will have some to share. The Schrader building has a dumpster and the son will be working on cleaning it up. Matt was asked about the building next to the grocery store and matt will be looking into. Lastly, Matt is working on the new computers for the city office. City Clerk Marilyn – had two more addressed for the council to investigate the occupancy as the water is shut off, 227 S. Truman and 682 N. Broad. Alderperson Haley – Celebrate Lanark had a good turnout at the event they had at the park. Haley handed out the OSD brochure listing all the events and will be getting the final price for the reenactment. Alderperson Mark – recapped the NIMA meeting that Lanark hosted on May 19th, he covered the problems the surrounding towns have like housing. Also sharing that the other mayors commented how they liked the Heritage Center and it was nice to show off Lanark. Alderperson Brad- shared that he doesn’t know what they’re doing but Milledgeville’s roads are very. They have no curb and gutter though. Mayor Ken – shared that he will be appointing three new Library Board members at the following meeting and the library’s report will be on the July’s meeting agenda. Mayor Ken discussed the lack of purpose for the Heritage Center Board and possibly doing away with it. Lastly on July 15th from 5pm to 7pm the chambers is having a downtown business night.
