City of Dixon City Council met July 5.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Arellano at 5:30pm.

ROLL CALL

Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano answered roll call.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Tim Mitchell, First United Methodist.

VISITOR/PUBLIC COMMENT

None

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Meeting of Monday, June 20, 2022; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried 

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $300,884.07 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried 

DEPARTMENT REPORTS

Finance Director Fredericks reported on Azavar Audit Company regarding a settlement agreement with ComEd for unpaid taxes. Discussion ensued.

CITY MANAGER REPORT

City Manager Langloss thanked the Petunia Festival Board, volunteers, Public Works Department, Police Department, Fire Department for all their work to bring the festival, it was a great success.

COUNCIL REPORTS

Mayor Arellano – echoed the sentiments from Reverend Mitchell regarding Highland Park, his condolences. Also echoed the thanks to the Petunia Festival committees, volunteers, public support, and police officers. Spoke about a Town Hall concept gathering in the fall, citizens academy. He also spoke about comments and a video that was sent to him regarding a minor performing at a previous festival, and wants to take a look at constitutional law regarding minors.

Councilman Oros – echoed sentiments on the tragedy at Highland Park, policies and procedures to improve the community and keep people safe. Petunia Festival board is a large team of volunteers, job well done. Received an invitation to the Municipal Band Concert during the Festival, congratulated the band on a great event.

Councilman Considine – interested in constitutional law for events, so we are clear on what we do for each. Petunia Festival the police had a couple of issues that were scary, we are lucky that we have one of the finest police department in the State of Illinois, constantly behind them 100 percent the police and fire departments, very fortunate community to have them.

Councilman Venier – echoed sentiments on Highland Park. We had a successful event this weekend, safety of the general public, meeting regarding safety prior to the event, a collaboration with the City, committees, city departments working together for a great event. Entertainers telling thousands of people that you have to love what you have here. Thanked everyone that were involved.

Councilman Bishop – Thanked everyone who put on the Petunia Festival, all organizations, people of Dixon, welcoming.

VISITORS/PUBLIC COMMENT

ORD# 3315 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON – COMPUTING DEVICES

Councilman Considine moved to authorize the disposal of Personal Property-Computer Devices. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 3019-22 – APPROVING A QUALIFICATION-BASED SELECTION POLICY

Councilman Venier moved to approve the updated resolution pertaining to the City’s QBS policy and procedures. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried 

RE-APPOINTMENTS TO THE HISTORIC PRESERVATION BOARD

Councilman Venier moved to re-appoint Antony Deter and Carol Krueger reappointment to the Historic Preservation Commission for a term commencing June 20, 2022 and ending May 31, 2025, or until their respective successors are duly appointed and qualified. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried 

APPOINTMENT TO THE HISTORIC PRESERVATION BOARD

Councilman Bishop moved that Tom Houck is hearby appointed to the Historic Preservation Commission for a term commencing July 5, 2022 and ending May 31, 2023, or until his respective successor is duly appointed and qualified. Seconded by Councilman Venier. Mayor Arellano explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried 

APPOINTMENT TO THE DIXON LIBRARY BOARD

Councilman Oros moved that Piper Grazulis is hearby appointed to the Library Board for a term commencing July 5, 2022 and ending June 30, 2025, or until her successor is duly appointed and qualified. Seconded by Councilman Bishop. Discussion ensued. Note for the record – the vote is not for merit, it is procedural for more information, it will be brought up at the next meeting. Voting Yea: None. Voting Abstain: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Failed 

COMMENT

Mayor Arellano will not be physically attending the next meeting due to his military duty, but may call in. There will need to be a vote on the presiding officer.

ADJOURMENT

Councilman Oros moved that the Regular Council Meeting of Tuesday, July 5, 2022 be adjourned to meet in Regular Session on Monday, July 18, 2022, at 5:30pm in the Council Chambers at City Hall. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried 

The meeting adjourned at 6:22pm.
