City of East Dubuque City Council met July 11.

Here are the minutes provided by the council:

I. Call to Order

A. Swearing In of New Members / City Attorney Terry Kurt

i. Rita’s Hairstyling Center

Nothing has changed.

Motion by Jean Roby to Approve Special Use Permit second by Paul Largent ROLL CALL: Ayes – Paul Largent, Deb Redmon, Jean Roby, David Lechnir and David Kale

ii. Bluff View Properties

Will need to reissue in Bonnie’s name.

iii. Sheehan Auto Electric

Ownership has changed and will need to make sure that lighting and storage stays the same.

iv. Excavation General Contractor

Looks like a junkyard and has been bad for years.

v. Sedbrook’s Auto Repair

Keep the same, as he is pre-annexed into city. This is good for 20 years.

D. Presentation from Special Use Permit Applicant, Bridge City Collective, UHCC Inc. – Jim Straus

This group has received 3 license and 1 cultivation in Illinois and also located in 7 other states.

Karl Camillucci – Bring people to shop and visit other establishments. Not looking to generate more traffic, noise and negative safety. Planning on demolishing old building and build new retail building and hope to generate new growth with expanding tax base. Expecting 250 to 300 people per week. Plan on being active in the community. Won’t create any new burden on the city. Will have camera’s, guards and no product is out. When there are deliveries they will pull into a bay that is secured before they unload. 24/7 camera with state police, exterior camera not sure how far they will expand from building.

E. Presentation from Rezoning Applicant – Jestin Sertle

Rezone as general residential not zoned business. Want to make a third apartment that was the City Hall space. There are currently 6 parking spaces. Just planning on adding walls to make it 2-bedroom apartment. Will need to see plans. Does not need to be fancy blue prints but drawing of what is being done.

III. Questions & Comments

A. Members of the Zoning Board

i. Adult-Use Cannabis Dispensary

Jean Roby – did surrounding business get letter for dispensary. She had gotten calls from Temperly and Noel.

City Manager Loras Herrig – Notice of people to notify requirement not sure. State says 250 ft.

City Attorney Terry Kurt – Notices have been done correctly for population under 500,000 people.

City Manager Loras Herrig – Sometimes street will be blocked with city events. Yes, they understand and will not be a problem.

Jean Roby – Is there an amount of people allowed in shop?

Linda Waltz – You are looking at 6 to 8 point of sale station? They will meet the customer initially but not looking to keep them long.

David Kale – If you have 6 stations how many people are you looking to employ? Looking to have 15 to 20 people. Note that these people will be rotating not all at the same time.

Deb Redmon – What are the hours you are looking at? Looking to do 9am to 9pm 7 days a week with changes once know the flow of customers.

David Lechnir – How does this compare between small and large towns? Have not done studies from small to large communities but don’t see any difference.

Portia Mittons – Have not seen any adverse effects on small towns. Her shop in Oregon is one of 2 shops in that small town. They have only seen good things within that town.

David Kale – What about parking? Do not see this as a problem with additional spaces being added and that customers are only in about 10 mins. So they are in and out.

David Lechnir – Will there be consumption on site? No at this time. If they decide to do this then will need to come back in front of Zoning Board.

Linda Waltz – Will you be working close with the local police? Yes they are asking to be partners and work with them from the start.

David Kale – Is this the only spot you are looking at? Yes.

ii. Rezoning Application

Jean Roby – Required to have handicap parking? Not sure unless there is a state code. City has nothing to do with this.

David Lechnir – Building permit for interior work? Will need plans to get building permit.

City Manager Loras Herrig – The neighbors are happy to have it back to residential instead of business.

Dave Sendt – Working and getting to know them. Thought this would be a great opportunity to bring this city forward. They want to be a part of the community.

Don Slaats – Not against someone opening a business. Not sure this is the right place for it. This is still drugs. Says it’s a zoo up at the Dispensary. Not going to be more people but splitting the customers.
