City of Byron Administrative Committee met July 6.

Alderman Hanlin called the meeting to order at 5:16 pm.
1. ROLL CALL –
MEMBERS PRESENT: Alderman Jessica Nehring, Alderman Cheryl Metz, Chairman Alderman Christy Hanlin (by phone), Alderman Todd Isaacs (5:26 pm arrival)
MEMBERS ABSENT: None
OTHERS PRESENT: Clerk Caryn Huber, Attorney Aaron Szeto, Director Larry Hewitt, Derek Humphrey, JR & Becka Humphrey, Tyler Humphrey (Midwest Disposal)
2. APPROVAL OF AGENDA – JULY 6, 2022 –Alderman Hanlin motioned to approve, as presented, the July 6, 2022, Administrative Committee meeting agenda. Seconded by Alderman Nehring. Roll call vote: Metz, AYE; Nehring, AYE; Hanlin, AYE. Motion passed: AYE, 3; NAY, 0; ABS, 0.
3. PUBLIC COMMENT – None
4. APPROVAL OF MINUTES – JUNE 1, 2022 – Alderman Nehring motioned to approve, as presented, the June 1, 2022, Administrative Committee meeting minutes. Seconded by Alderman Metz. Roll call vote: Nehring, AYE; Hanlin, AYE; Metz, AYE. Motion passed: AYE, 3; NAY, 0; ABS, 0.
5. GARBAGE DISPOSAL CONTRACT PROPOSALS – Attorney Szeto updated the committee-we have received a proposal from Moring. Midwest Disposal has also submitted a proposal to Attorney Szeto. Derek Humphrey stated that Midwest Disposal has years of experience. With a ten year term, there can be a lot of price swings. Their quote allows for this, particularly with the uncertainty of the price of fuel. Attorney Szeto will send a memo to council, outlining the terms of the proposals as attorney client privilege. The committee can then make a decision to go out to bid, or negotiate a renewal with Moring.
Alderman Isaacs arrived at 5:26 pm.
6. CITY HALL PARKING LOT – Work on the City Hall Parking Lot will begin in a few weeks. The electric vehicle chargers and generators are on order. City Hall was power washed and may be painted. Engineer Stoll has received pricing for including the parking lot on the east side of the building. If this entire section cannot be re-done, there is a small area by the dumpster that should be patched and paved. Alderman Hanlin asked about the electricity charges. ComEd cannot comp since city hall electricity is comped. The electric service is currently owned by ByronFest, but the plan is to transfer this service into the City’s name. The committee can evaluate at that time what we should be charging per Kw. The bill will come to the city and the company that holds the software will pay the city for the electricity used. A down payment for the chargers is on the list of bills.
7. UTV ORDINANCE – Director Hewitt has not heard of any issues, but he asked the committee to consider issuing a one day or one week pass. Alderman Isaacs asked how to indicate the date the pass would be used. Director Hewitt said most communities write the date on the sticker. Illinois has a pending UTV bill that will allow UTVs throughout the state. Alderman Hanlin added that she feels the committee discussed this for six months, and came up with a fair and competitive price for the license. Director Hewitt said that, from an economic development point of view, a day pass would bring additional income into town. Alderman Isaacs would like to continue to discuss, however, a decision may not be made until fall. Alderman Metz said that the committee had agreed to revisit the UTV Ordinance after the summer. Rather than discuss each issue separately, she would rather discuss them all at once after a review by the committee and police department. Alderman Nehring asked how this would be dealt with on the weekends. It was suggested that they could be purchased ahead of time. Alderman Hanlin would like to revisit the topic in the fall.
