City of Byron Community Services Committee met July 6.

Alderman Fulrath called the meeting to order at 5:35 pm.

2. APPROVAL OF AGENDA – JULY 6, 2022 –Alderman Hobbie motioned to approve, as presented, the July 6, 2022, Community Services Committee meeting agenda. Seconded by Alderman Gyorkos. Roll call vote: Hobbie, AYE; Fulrath, AYE; Gyorkos, AYE. Motion passed: AYE, 3; NAY, 0; ABS, 0.
3. PUBLIC COMMENT – None
4. APPROVAL OF MINUTES – JUNE 1, 2022 –Alderman Hobbie motioned to approve, as presented, the June 1, 2022, Community Services Committee meeting minutes. Seconded by Alderman Gyorkos. Roll call vote: Fulrath, AYE; Gyorkos, AYE; Hobbie, AYE. Motion passed: AYE, 3; NAY, 0; ABS, 0.
5. SUNSHINE PARK PURCHASE – Appraiser Ken Mrozek will appear at the City Council meeting to discuss his criteria for updating his August 2021 appraisal of Sunshine Park.
6. CONSTELLATION SEWER LINE EXTENSION –
a. Fehr Graham Engineering Agreement Approval – Engineer Stoll reported that Constellation has verbally approved reimbursement of $580,000 to Fehr Graham for engineering on the sewer line. The arrangement will be that the city will hire Fehr Graham to do the engineering on the sewer line extension, and Constellation will reimburse the city for this cost. The Fehr Graham agreement states that Fehr Graham is taking on the project at their risk. The city will be billed monthly, and will submit the invoice to Constellation. Soil borings will be taken on several possible routes from Constellation to the sewer plant.
b. Constellation Engineering Reimbursement Agreement Approval – Constellation has not yet sent this agreement.
7. TARP GRANT-COLFAX STREET PROJECT – Engineer Stoll reported that plans are continuing and the first set of engineering plans should be available to send to IDOT this week. Part of the requirements of the grant are that all of the ADA ramps have to be ADA compliant from Route 2 up to Water Rd. There are six ramps on this route at Colfax and 3rd St. and Byron Hills Drive. If the ramps are rebuilt at the same time as the Colfax St. project, it will be time consuming and costly, as environmental reviews will need to be done. If they are done ahead of time, the plans will be submitted with ADA compliant ramps already in place. Engineer Stoll recommends treating this as a change order to the Mill Road project, and including the work on this year’s street projects. When the ramps are being redone on Mill Road, they can continue with the other six ramps. Engineer estimate is $35,000. Alderman Hobbie said that since the 2022 Street Projects came in 16% lower than expected, there should be more than enough in the budget to include this work. Alderman Fulrath asked for a definite cost. Mayor Rickard will add under new business on the City Council agenda.
8. WASTEWATER TREATMENT PLANT – Engineer Stoll reported that he, Steve Christiansen and Director Vincer will be visiting plants to view equipment.
9. ROUTE 2 RECONSTRUCTION – Nothing new to report.
10. MILL ROAD REC PATH – Engineer Stoll reported that the path is mostly graded, and the project should be complete by the time school resumes.
11. PUBLIC WORKS UPDATE – Director Vincer reported that skip patching has been done on 4th St. and Merchant St. Engineer Stoll estimates we may come in $10,000 under budget. It is difficult to determine how much mix will need to be used prior to the work being completed. Director Vincer reminded the committee that this is a resurfacing and not a rebuild. No work has been done on water and sewer infrastructure, or curb and gutter. Engineer Stoll added that $100,000 has been able to complete chip seal on seven blocks of streets. The cost of rebuilding one block is $100,000. • Director Vincer reported that a part that reads pressure has broken on two pumps. In addition, there have been unusual electrical occurrences on the grid since the last storm. This has forced them to move water, and has resulted in “rusty” water. He reminded council that this is iron in the water and is not harmful. The replacement parts should be received tomorrow.
