City of Dixon City Council met July 18.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by the City Clerk at 5:31pm.

ROLL CALL

Councilman Bishop, Considine, Oros, Venier answered roll call. Absent: Mayor Arellano

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Reverend David Andermann from Christ Our Savior Lutheran.

ELECTION OF TEMPORARY CHAIRMAN

Councilman Bishop moved pursuant to 65 ILCS 5/3.1-35-35(b) to elect Mike Venier as Temporary Chairman to act as presiding officer for purposes of the City Council meeting of Monday, July 18, 2022. Seconded by Councilman Considine. Voting Yea: Councilman Considine, Oros, Venier and Bishop. Voting Nay: None. Motion Carried

ELECTRONIC PARTICIPATION

Councilman Oros moved pursuant to the provisions of the Illinois Open Meetings Act, to allow for Mayor Arellano to participate electronically in the meeting as necessitated by his out-of-town military service for our country. Seconded by Councilman Bishop. Voting Yea: Councilman Considine, Oros, Bishop, and Venier. Voting Nay: None. Motion Carried

Mayor Arellano joined the meeting at 5:35pm.

VISITOR/PUBLIC COMMENT

Piper Grazulis presented to the council her background as a board member on the Sauk Valley Community College Foundation Board. Stated reasons why she wants to be on the Library Board, and her board experience that she can bring to the Library Board.

Andrew Glascock Dixon Pride Director gave a report on the festival and thanked people who were involved with the setup and support. The festival knocked it out of the park. Filing a non profit for Sauk Valley Pride and the future plans for the group.

**MOVED UP**

APPOINTMENT TO THE DIXON LIBRARY BOARD

Councilman Bishop moved that Piper Grazulis is hereby appointed to the Library Board for a term commencing July 18, 2022 and ending June 30, 2025, or until her successor is duly appointed and qualified. Seconded by Mayor Arellano. Questions from council regarding her skill sets and if she is a member or participant in hide pride. Discussions ensued. Voting Yea: Councilman Bishop, Venier, and Mayor Arellano. Voting Nay: Councilman Oros. Voting Abstain: Councilman Considine. Motion Carried

APPROVAL OF MINUTES

Councilman Considine moved that the minutes of the Regular Session Meeting of Tuesday, July 5, 2022; be accepted and placed on file. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $374,124.98 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL YEAR TO DATE FINANCIALS

Councilman Bishop moved that the year-to-date Financial Summary through June 2022 be accepted. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

None

CITY MANAGER REPORT

City Manager Langloss continue to work closely with the developer with the Gateway hotel and restaurants fueling station, a couple committed with contracts and a couple more they are talking with. They are on track with the moving of the land. Within a month the Park District building will be opening, have had tours and impressed on what has done. Sober home / recovery home, have issued a press release about a Town Hall meeting looking to have that meeting Tuesday, August 9th at 5:30pm, we will get notice out, are still looking for the location. There have been meetings with the people who want to run the home, neighbors and attorney who specializes in constitutional law issues.

COUNCIL REPORTS

Mayor Arellano – None

Councilman Bishop – A longtime citizen and business owner who has passed, Bill Eastman owner of the Royal Palms and was an assistant wrestling coach. He has helped a lot of people out. Wanted to bring it up and say we are thankful

Councilman Considine – echo Councilman Bishop’s words.

Councilman Oros – sorry to hear of his passing, great community partner and a great guy. Congratulate the Dixon Chamber Main Street on the City Market, continues to grow just gets better and better.

Councilman Bishop – echoed Council Bishop and Considine. He was his first cousin, they were always proud to call him their cousin. His niece Maria is taking over the business, so it will still be in the family.

ORD# 3316 – AMENDING THE DIXON CITY CODE TITLE III, CHAPTER 9, SECTION 3-9-27(A) (SEWER RATES)

Public Works Director/Assistant City Manager Heckman explained the request. Councilman Bishop moved to approve the ordinance amending the Dixon City Code Title III, Chapter 9, Section 3-9-27(a) (Sewer Rates). Seconded by Mayor Arellano. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

ORD# 3317 – AMENDING THE DIXON CITY CODE TITLE II, CHAPTER 8, SECTION 3-18-15 (WATER RATES)

Councilman Oros moved to approve the ordinance amending the Dixon City Code Title II, Chapter 8, Section 3-18-15 (Water Rates). Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

ORD# 3318 – AMENDING THE DIXON CITY CODE TITLE I, CHAPTER 6, SECTION 1-6-5

Councilman Considine moved to approve the ordinance amending the Dixon City Code Title I, Chapter 6, Section 1-6-5 with respect to Intergovernmental Agreements. Seconded by Councilman Bishop. Councilman Bishop explained the request and discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF ENGINEERING AGREEMENT WITH CRAWFORD, MURPHY & TILLY, INC FOR REHABILITATION OF TAXIWAY PAVEMENT

Councilman Oros moved to approve the agreement with Crawford, Murphy & Tilly, Inc. for design and special services related to taxiway pavement rehabilitation not to exceed amount of $98,700. Seconded by Councilman Bishop. Public Works Director/Assistant City Manager Heckman explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

ADJOURMENT

Councilman Considine moved that the Regular Council Meeting of Monday, July 18, 2022 be adjourned to meet in Regular Session on Monday, August 1, 2022, at 5:30pm in the Council Chambers at City Hall. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

The meeting adjourned at 6:11pm.
