City of Lanark City Council met July 5.

Here are the minutes provided by the council:

MEETING CALLED TO ORDER/ROLL CALL-Lanark City Council met in regular session at the Lanark City Hall at 7 p.m. Roll call taken by Marilyn Heller, City Clerk, showed Alderpersons present were Haley Grim, Brad Knutti, Mark Macomber, Weston Burkholder, and Lynn Collins. Alderperson Lance Leverton absent.

Mayor Ken Viglietta was present and presiding.

Others present were: Bryce Meinsma, Alisha Metz, Jennifer Sturtevant, Cari Simons, Kyle Simons, Rosemary Flikkema, Maintenance Manager Jason Alvarado, Chief Mat Magill, Treasurer Donalee Yenney and Clerk Marilyn Heller.

PLEDGE OF ALLEGIANCE-was led by Alderperson Mark Macomber.

APPROVAL OF MINUTES-MOTION-was made by Alderperson Haley Grim and seconded by Alderperson Lynn Collins to accept the minutes of the June 7, 2022 meeting as presented. Motion carried by 4 aye votes and 1 abstain. Aye votes: Alderpersons Haley Grim, Brad Knutti, Mark Macomber and Lynn Collins. Abstain votes: Alderpersons Weston Burkholder. Alderperson Lance Leverton was absent.

PUBLIC COMMENTS- None

HIGH SCHOOL WATER – Tabled for next meeting.

LIBRARY FINANCIAL REPORT- Treasurer Donalee read aloud the report submitted by Janie Dollinger, Library Director. She noted the income balance was $58,599 and the expresses was $58,599 for the 2022-2023 budget. The Checking account balance as of March 31, 2022 was $78,004.67, the Hi-Fi account balance is $26,911.16, and lastly there is a CD at ESB for $100,000.00 from the Lindsay Family Enrichment Fund.

LIBRARY BOARD APPOINTMENTS – Mayor Ken shared a letter form the Janie Dollinger stating the Library Board has two members terms are ending this month, Lenny Friedhof and MaryBeth Landherr. They also have a new member, Diane Hoak, to replace Kari Scobee as she is no longer a resident. A Motion was made by Alderperson Lynn Collins and seconded by Alderperson Weston Burkholder to reappoint Lenny Friedhof to the Library Board. Motion carried by 5 aye votes. Aye votes: Alderpersons Haley Grim, Brad Knutti, Mark Macomber, Lynn Collins, and Weston Burkholder. Alderperson Lance Leverton was absent. A Motion was made by Alderperson Lynn Collins and seconded by Alderperson Haley Grim to reappoint MaryBeth Landerr to the Library Board. Motion carried by 5 aye votes. Aye votes: Alderpersons Haley Grim, Brad Knutti, Mark Macomber, Lynn Collins, and Weston Burkholder. Alderperson Lance Leverton was absent. A Motion was made by Alderperson Lynn Collins and seconded by Alderperson Mark Macomber to appoint Diane Hoak to the Library Board. Motion carried by 5 aye votes. Aye votes: Alderpersons Haley Grim, Brad Knutti, Mark Macomber, Lynn Collins, and Weston Burkholder. Alderperson Lance Leverton was absent.

WESTSIDE ALLEY – Chief Magill recommends the council vacate the westside alley as the previous decision to close it hasn’t been effective. There is still a resident using the alley and the signs/poles were taken down by unknown persons. The council discussed the cost to vacate vs. the cost to maintain it by graveling or paving it. A Motion was made by alderperson Mark Macomber and seconded by Alderperson Brad Knutti to vacate the Westside alley between Locust and Willow. Motion carried by 4 aye votes. Aye votes: Alderpersons Haley Grim, Brad Knutti, Mark Macomber, and Weston Burkholder. Nay votes: Alderperson Lynn Collins. Alderperson Lance Leverton was absent.

EMPLOYEE COMPENSATION- Discussed in executive session. No Action

STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION- Park Board – Rosemary asked for an update on the incident on the park with the 14-year-old and the swing in reference to compensation or charges. Chief Magill stated it would take between 6 to 9 months. Rosemary shared her concerns as this 14-year-old is sharing openly that nothing is happening. OSD went off really well and thanked the maintenance crew for getting the cone holes done. The only concerns she shares was LCC did not put the picnic tables back under the pavilion after the event and the corn hole game boards were marked off in beer tent. Rosemary thanked OSD committee for their planning and for the clean up after. She thanked maintenance for having the grass ready around the corn hole for the event to prevent a muddy mess. The council discussed if the cities insurance should submit a claim for the damages at the park. It was stated that a police report would be to be filed first and the cost to replace the damages would be less than the deductible.

REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERPERSONS AND MAYOR - Maintenance Manager Jason – Maintenance flushed the hydrants. Also, Scotts Electric will be doing the electric for the new generator at the maintenance building. Chief Magill – Successful OSD, even with holding off the parade due to the rain. The Police Dept. has hired a new part time officer and possibly another one in a few months. Next meeting, he will have the new ordinance violation list. The new computers are installed in the office and next meeting he would like to declare the file server as surplus as it will no longer be needed/used. Matt was asked about the city laptop and he still has some configuration. Treasurer Donalee - Due to the computer issues May took longer to close out. She went over May reports – Changes in Bank Balance 5/31/2022, Changes in Balance by Fund 5/31/2022, and Profit & Loss Budget vs. Actual May 31,2022. Noting that the Well 3 was included in the amount of $ 152,000.00. City Clerk

Marilyn - due to the new computers and getting all the software installed the utility billing went out a week later than she normally would plan.

Public Comment – Cari Simons apologized to the city for the water situation at Little Sprouts and she stated that her and the property owner have come to an agreement.

EXECUTIVE SESSION-EMPLOYMENT, COMPENSATION, REAL ESTATE-MOTION-was made by Alderperson Mark Macomber and seconded by Alderperson Brad Knutti to convene in Executive Session at 7:40 p.m. in order to discuss possible litigation and employee compensation. Motion carried by 5 aye votes. Aye votes: Alderpersons Haley Grim, Brad Knutti, Weston Burkholder, Lynn Collins, and Mark Macomber. Alderperson Lance Leverton was absent.

REGULAR SESSION-MOTION-was made by Alderperson Brad Knutti and seconded by Alderperson Haley Grim to reconvene into regular session at 8:10 p.m. Motion carried by 5 aye votes. Aye votes: Alderpersons Haley Grim, Brad Knutti, Weston Burkholder, Lynn Collins, and Mark Macomber. Alderperson Lance Leverton was absent.

A Motion was made by Alderperson Haley Grim and seconded by Alderperson Brad Knutti to notify the new owner of the Shrader Building of the notice violations. Motion carried by 5 aye votes. Aye votes: Alderpersons Haley Grim, Brad Knutti, Mark Macomber, Lynn Collins, and Weston Burkholder. Alderperson Lance Leverton was absent.

Mayor Ken- shared that the Chambers is putting on a “Block Party” this Friday night. Alderperson Brad- Downtown lighting project was put out for bid but there were no bids turned in. Darin Stykel is planning on putting it up for bid again. Alderperson Weston – Personal Committee will have a meeting on July 18th at 6pm.

ADJOURNMENT-MOTION-was made by Alderperson Weston Burkholder and seconded by Alderperson Haley Grim to adjourn at 8:16 p.m. Motion carried by 5 aye votes. Aye votes: Alderpersons Haley Grim, Brad Knutti, Weston Burkholder, Lynn Collins, and Mark Macomber. Alderperson Lance Leverton was absent.
