City of Dixon City Council met Sept. 19.

CALL TO ORDER
The meeting was called to order by the Mayor Arellano at 5:30pm.
ROLL CALL
Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano answered roll call. Absent: None
PLEDGE OF ALLEGIANCE/INVOCATION
The Pledge of Allegiance was cited. Invocation was given by Councilman Venier.
PUBLIC HEARING
2022 ILLINOIS TRANSPORTATION ENHANCEMENT PROGRAM GRANT PROJECT
Public Works Director/Assistant City Manager Heckman gave background and information regarding the program grant project. Jason Stoll, Principal/Branch Manager Fehr Graham presented on the project history, the location of the project, improvements to expect, estimated costs, and schedule. Discussion ensued.
5:45pm Mayor Arellano opened the Public Hearing. Discussion ensued. There were no public comments sent in prior to the meeting and no comments on the Facebook live feed. 5:53pm Mayor Arellano closed the Public Hearing.
VISITOR/PUBLIC COMMENT
Steve Casey spoke to the council regarding his concerns with government, citizens should be aware of violations, he handed out a copy of the Pocket Constitution to everyone in attendance. He appreciates all that the council does, and wants to support everyone. Discussion ensued.
WORK SESSION

APPROVAL OF MINUTES
Councilman Bishop moved that the minutes of the Regular Session Meeting of Tuesday, September 6, 2022; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Oros moved that the Total Labor and Outside Claims in the amount of $225,389.36 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried
DEPARTMENT REPORTS
None
CITY MANAGER REPORT
Public Works Director/Assistant City Manager Heckman – gave a public works update: Water Department boring on Idlewild Drive for a watermain replacement hopefully done tomorrow evening; North Galena watermain lining, entering into the restoration phase hope done by next week; street resurfacing still progressing, completion is scheduled for end of October, street department is working on the sidewalk program.
COUNCIL REPORTS
Mayor Arellano – Spoke about the IML Conference, Overlook Gardens Annexation, fixing city lines, monthly interview with the WIXN radio, City Facebook Live Mayoral update tomorrow, policy/president guide for the next liquor commissioner, notice from Lee County Zoning Board of Appeals regarding solar projects, appointing our Finance Director to the pension boards, discussion; IML Board Member time has officially expired; Veterans Park acquiring property and involvement with the City, discussion, re-appointments to the Veterans Board; *Councilman Oros left meeting at 6:21-returned 6:22*
Semi’s on River Road, banning non necessary trucks, only allowing on Rt 2 only (discussion); Executive Meeting Minutes discussion in executive session next meeting to decide what to release; golf course discussion and the need of a presentation and public discussion; IML and Council involvement; complaint about a property not being taken care of, building department has been active on the property, fines have been issued & paid, taken to local court, city employees have cleaned up, impressed with staff.
Councilman Considine – None
Councilman Venier – Thanked Mayor for representing at IML; recognized previous Council Member Marilyn Coffey, condolences to her family. Blues Brews & BBQ’s events success.
Councilman Bishop – Commented on the pocket constitution that they were given as being an important document, and appreciate that people hold it up and take it seriously.
Councilman Oros – Sister Cities, 21 Dixon Citizens are in Germany visiting now, they are flying the Dixon City Flag, discussion ensued. She spoke about volunteering and encouraged people to volunteer, exposure to involvement with the community, IMPACT program, discussion.

VISITORS/PUBLIC COMMENT
Stephanie Knight Englund – member of community and have been volunteering since she was young, she submitted a proclamation request, asked if she could share this. She is a person in long term recovery of 14 years, also an addiction counselor, licensed social worker and PHD student for her social doctorate in leadership organizational, has worked tirelessly for non-profits in that field in this community since she has moved here in 2012. She read the proclamation she wrote regarding Dixon Illinois being a Recovery Ready Community. This Friday and Saturday is the 2nd Annual Recovery Con brought by Sauk Valley Voices of Recovery with 12 CEU’s. Discussion ensued.
ORD #3324 – AMENDING THE DIXON CITY CODE TITLE V, CHAPTER 13, CLASS T LICENSES – THEATRE HOUSE
Councilman Oros moved to approve the ordinance amending the Dixon City Code Title 5, Chapter 13, Section 5-13-6 – number of liquor license with respect to reducing the number of Class D licenses to 16. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried
ORD #3325 – VACATING A PORTION OF BRINTON AVENUE PURSUANT TO THE REQUEST OF EDGEWATER PLACE CONDOMINIUM ASSOCIATION
Councilman Venier moved to approve the ordinance vacating a portion of Brinton Avenue pursuant to the request of Edgewater Place Condominium Association. Seconded by Councilman Bishop. Building Official Shipman explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried
RES #3026-22 – RE-APPOINTMENTS TO THE VETERANS MEMORIAL COMMISSION
Councilman Bishop moved to re-appoint Al Wikoff, Charlie Thomas, Keane Hudson, Terry Stephenitch, and Michael Mills to the Veterans Memorial Commission for a term commencing
October 1, 2022 and ending September 30, 2024, or until their respective successor is duly appointed and qualified. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried
RES #3027-22 – AUTHORIZING AN APPLICATION TO THE ILLINOIS DEPARTMENT OF TRANSPORTATION’S TRANSPORTATION ENHANCEMENT PROGRAM (ITEP) FOR PEDESTRIAN/BICYCLE FACILITIES
Councilman Oros moved to approve resolution authorizing an application to the Illinois Department of Transportation’s Transportation Enhancement Program (ITEP) for Pedestrian/Bicycle Facilities. APPROVAL FOR THE PURCHASE OF HIGHWAY PLOWS

Street Manager Canterbury explained the request, discussion ensued. Councilman Venier moved to approve the purchase of 2 Bonnell Highway 12 foot plow for $26,341.20. Seconded by Councilman Bishop. APPROVAL OF THE PAYMENT IN THE AMOUNT OF $75,000 TO DIXON CHAMBER OF COMMERCE AND MAIN STREET FOR CHRISTMAS DECORATIONS
Councilman Considine moved to approve the payment in the amount of $75,000 to Dixon Chamber of Commerce and Main Street for Christmas Decorations. Seconded by Councilman Venier. Discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried
APPROVAL OF THE JOURNAL ENTRIES PROCEDURE
Public Works Director/Assistant City Manager Heckman explained the request on this and the next item, discussion ensued. Councilman Bishop moved to approve the Journal Entries Procedure. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried
APPROVAL OF THE PAYROLL INTERNAL CONTROLS PROCEDURE
Councilman Oros moved to approve the Payroll Internal Controls Procedure. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried
COMMENTS
Councilman Considine would like to be appointed to the Library Board as a Trustee. Has checked that 1 Councilmember can be on the board.
Mayor Arellano recognized Hispanic Heritage Month and September 16th as Mexican Independence Day. Puerto Rico’s rough times with power outages from hurricane.
ADJOURMENT
Councilman Venier moved that the Regular Council Meeting of Monday, September 19, 2022 be adjourned to meet in Regular Session on Monday, October 3, 2022, at 5:30pm in the Council Chambers at the City Hall. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried
