City of Galena Historic Preservation Commission met July 7.

CALL TO ORDER
Acting Chairman Craig Albaugh called the meeting of the Galena Historic Preservation Commission to order at 6:30 PM.
ROLL CALL & DECLARATION OF QUORUM
Upon roll call, the following members were present: Carl Johnson, Jack Dennerlein, Matthew Carroll, Mike Doyle, and Craig Albaugh. Jonathan Miller, Building Official was also present.
A quorum was declared.

Approval of Minutes
22HPC-025: Approval of the minutes of the regular meeting of the HPC of February 3, 2022.
Motion: Dennerlein moved, seconded by Carroll to approve the minutes of the regular meeting of the HPC of February 3, 2022.
Discussion:
Albaugh asked if this was the minutes that needed revision.
Miller stated that the HPC was to reach out to Maria, per their request, for their suggested revisions. No HPC members did so, therefore the minutes remain the same as presented in March of 2022.

22HPC-026: Approval of the minutes of the regular meeting of the HPC of March 3, 2022.
Motion: Doyle moved, seconded by Dennerlein to approve the minutes of the regular meeting of the HPC of March 3, 2022.

22-HPC-027: Approval of the minutes of the special meeting of the HPC of June 6, 2022.
Motion: Johnson moved, seconded by Doyle to approve the minutes of the special meeting of the HPC of June 6, 2022.

NEW BUSINESS
22HPC-028: Discussion and possible action on a request by Arrow Solar and the owners of 205 S. Main St. to install a solar array on the roof of the building
Brett Temperly representing arrow Solar, stated that he was here to answer any questions HPC many have.
Discussion:
Albaugh stated it can be seen on Prospect St during the winter.
Doyle Stated that even though you can see it, he has no problem with it. Doyle stated it could be there now, and no one would know it. Doyle asks how high your panel is going to be on the roof.
Albaugh are the panels going to be black? Albaugh also asked if Temperly has seen the solar shingles.
Temperly stated that there would be no view of solar panels on Bench St or Main St. Temperly stated that the building parapit is 16 inches to 19 inches in height, the panels would stand about 10 inches from the top of the roof, and the panels would have silver frames as black is hard to get.
Motion: Carroll moved, seconded by Doyle to approve the request to install a solar array on the roof of 205 S. Main St. as presented.

22HPC-029: Discussion and possible action to make nominations for the 2022 Historic Preservation Award.
Discussion:
Doyle asks where the exact location of 105 N. Bench was. Miller explained. Carroll askes what was done to the property
Miller stated that she has put all new windows, rebuilt the back porch, has done masonry work on, among other work. There has also been a lot of interior work that is obviously not seen by the public.
Craig Albaugh stated she hasn’t done anything to the front yet.
Miller stated that the owner has plenty of work they plan to do yet.
Doyle stated that he felt that the two nominees are good.
Miller stated that there are a lot of properties out there that will be nominated at some point, once they’re done.
Doyle asked if properties need to be complete to be nominated?
Miller stated that we like to see them mostly complete.
Carroll asked if we’ve nominated the property next to the library.
Albaugh stated that he thought they had a lot do in the back yet and nothing has been to the outside, besides adding a dormer. Albaugh stated that she hasn’t tuck pointed or anything, nor completed the fireplace
Miller stated that the fire escape, as it is now, wasn’t approved to be built to begin with. Miller stated that he is merely giving suggestions for nominees, and it is at the discretion of the HPC to nominate. Miller also stated that the HPC did not need to vote tonight and that he was simply looking for nominees to vote on at a later date. Miller also stated that, moving forward, he will approve solar installations as long as they meet the approved criteria.
No motion was made.
