City of Dixon City Council met Aug. 15.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by the Mayor Arellano at 5:33pm.

ROLL CALL

Councilman Oros, Venier, Considine, and Mayor Arellano answered roll call. Absent: Councilman Bishop.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Councilman Oros.

VISITOR/PUBLIC COMMENT

None

PRESENTATION

Dr. Jennifer Westphal - PherDal Fertility Science

Dr. Westphal, a resident of Dixon, gave presentation regarding her Fertility Science business and their over the counter fertility kits and success stories. Her email is jen@pherdal.com.

APPROVAL OF MINUTES

Councilman Oros moved that the minutes of the Regular Session Meeting of Monday, August 1, 2022; be accepted and placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Considine moved that the Total Labor and Outside Claims in the amount of $374,365.76 be approved and ordered paid. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

Building Official Shipman reported on the notice of Petition to the County regarding a Solar Project on Park District Land. The petition is requesting special use and the County is required give Notice to the City. This land has potential to be annexed into the City Limits, 600 plus acers. John Carlson from Trajectory Energy Partners gave a review of the project, discussion ensued, general consensus no issues with it.

CITY MANAGER REPORT

City Manager Langloss – asked to have agenda item number 13c moved up for discussion and a vote. He explained options of bonding process. Bob Vail from Bernardi Securities Inc presented the updated rates, potential savings and debt options, and the timeline. Discussion ensued throughout.

ORD #3319 - AUTHORIZING THE ISSUANCE OF NOT TO EXCEED $22,750,000 TAXABLE GENERAL OBLIGATION BONDS (ALTERNATE REVENUE SOURCE), SERIES 2022 OF THE CITY OF DIXON, LEE COUNTY, ILLINOIS, PROVIDING THE DETAILS OF SUCH BONDS AND FOR AN ALTERNATE REVENUE SOURCE AND THE LEVY OF DIRECT ANNUAL TAXES SUFFICIENT TO PAY THE PRINCIPAL OF AND INTEREST ON SUCH BONDS, AND RELATED MATTERS

Councilman Venier moved to approve the ordinance authorizing the Issuance of Not to Exceed $22,750,000 Taxable General Obligation Bonds (Alternate Revenue Source), Series 2022 of the City of Dixon, Lee County, Illinois, Providing the Details of Such Bonds and for an Alternate Revenue Source and the Levy of Direct Annual Taxes Sufficient to Pay the Principal of and Interest on Such Bonds, And Related Matters. Seconded by Councilman Oros. Discussion ensued. Voting Yea: Councilman Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

ORD #3320 - AMENDING ORDINANCE NO. 2984 AND LEE OGLE ENTERPRISE ZONE INTERGOVERNMENTAL AGREEMENT

Andy Shaw from Lee Ogle Enterprise Zone explained the request. Councilman Oros moved to approve amending Ordinance No. 2984 and Lee Ogle Enterprise Zone Intergovernmental Agreement with respect to the addition of Amboy and property in rural Lee County. Seconded by Councilman Considine. Voting Yea: Councilman Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

CITY MANAGER REPORT

Continued

City Manager Langloss – reminder that the Park District’s grand opening is this Friday at 3:00pm. He gave a recap on the Sober Home Town Hall Meeting, and gave highlights of the legalities, discussion ensued.

COUNCIL REPORTS

Mayor Arellano – reported that Lori Sheridan is not moving forward with her liquor license request, she will be requesting a text amendment for her current green house location. Meetings with constituents with questions regarding motorized bicycles and lawn mowers on City Streets not obeying traffic signs. Spoke about the Library Board Meeting and policy adaption, and reading letters from constituents into the record of a Council Meeting.

Councilman Bishop – None

Councilman Oros – regarding the Town Hall meeting she gave kudos to our IT Manager Philhower for all his work he did to get it all working, appreciates his hard work, thanked the panelists and people who came out to express their opinions and questions in a respectful manor. Spoke on the pension issue and the dialog of the past. Congratulated the Dixon Chamber Commerce Main Street on a phenomenal Venetian Night this past weekend.

Councilman Considine – receipt of another letter, but did not read it.

Councilman Venier – schools are in session- slow down, a lot of new young people walking around. Thanked who ever put up the City Seal on the back wall of the Council Chambers.

ORD #3321 - REQUESTING THE TRANSFER OF PROPERTY FROM THE DIXON PARK DISTRICT TO THE CITY OF DIXON PURSUANT TO THE LOCAL GOVERNMENT PROPERTY TRANSFER ACT

Public Works Director/Assistant City Manager Heckman explained the request regarding the Third Street Islands, discussion ensued. Councilman Oros moved to approve the ordinance requesting the Transfer of Property from the Dixon Park District to the City of Dixon Pursuant to the Local Government Property Transfer Act Seconded by Councilman Bishop. Voting Yea: Councilman Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

RE-APPOINTMENT TO THE CITY OF DIXON PLAN COMMISSION

Mayor Arellano explained the request. Councilman Considine moved to re-appoint Greg Gates and Seth Wiggins to the City of Dixon Plan Commission for a term starting September 1, 2022 and ending August 31, 2026; or until their successors are duly appointed and qualified. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

APPOINTMENT TO THE CITY OF DIXON PLAN COMMISSION

Mayor Arellano explained the request. Councilman Considine moved to appoint Nancy Naylor to the City of Dixon Plan Commission for a term starting August 15, 2022 and ending August 31, 2024; or until her successor is duly appointed and qualified. Seconded by Councilman Venier. Discussion ensued. Voting Yea: Councilman Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

ADJOURMENT

Councilman Considine moved that the Regular Council Meeting of Monday, August 15, 2022 be adjourned to meet in Regular Session on Tuesday, September 6, 2022, at 5:30pm in the Council Chambers at the City Hall. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

The meeting adjourned at 7:31pm.
