City of Lanark City Council met Sept. 6.

Here are the minutes provided by the council:

MEETING CALLED TO ORDER/ROLL CALL-Lanark City Council met in regular session at the Lanark City Hall at 7:00p.m. Roll call taken by Marilyn Heller, City Clerk, showed Alderpersons present were Brad Knutti, Mark Macomber, and Lynn Collins. Alderpersons Lance Leverton, Haley Grim and Weston Burkholder were absent.

Mayor Ken Viglietta was present and presiding.

Others present were: John Nelson, Rosemary Flikkema, Chief Matt Magill, Treasurer Donalee Yenney, Office Assistant Jodi Diffenderfer and City Clerk Marilyn Heller.

PLEDGE OF ALLEGIANCE-was led by Alderperson Mark Macomber.

APPROVAL OF MINUTES-MOTION-was made by Alderperson Lynn Collins and seconded by Alderperson Mark Macomber to accept the minutes of the August 16, 2022 meeting as presented. Motion carried by 4 aye votes. Brad Knutti, Mark Macomber, Lynn Collins, and Mayor Ken Viglietta. Alderperson Lance Leverton, Haley Grim and Weston Burkholder were absent.

PUBLIC COMMENTS- NONE 

NEW TIF APPLICATION – POSSIBLE ACTION – John Nelson present the TIF application from Lonnie Prowant to remodel/ update his building at 303 Rt 64 in Lanark. The cost presented would be $34597.00 without including the labor estimated at $3719.00. A Motion was made by Alderperson Brad Knutti to grant the TIF request to Lonnie Prowant for 33% in the amount of $11532.00, payment upon completion of TIF procedures. The motion was resented after the council discussed needing quotes or receipts for all costs included in this TIF application and going forward to be approve. A Motion was made by Alderperson Brad Knutti and seconded by Alderperson Lynn Collins to table the new TIF request for the next meeting on September 20, 2022. Motion carried by 3 aye votes. Brad Knutti, Mark Macomber, and Lynn Collins. Alderperson Lance Leverton, Haley Grim and Weston Burkholder were absent.

NEW TREE BOARD MEMBER – POSSIBLE ACTION - A Motion was made by Lynn Collins and seconded by Brad Knutti to appoint Bill Piper to the Tree Board. Motion carried by 3 aye votes. Brad Knutti, Mark Macomber, and Lynn Collins. Alderperson Lance Leverton, Haley Grim and Weston Burkholder were absent.

STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION- Park Board – Rosemary Flikkema asked for an update on the fire in the bathroom at the park. Chief Magill stated that there was a report made and due to this being a juvenile case (under 17) he is not able to discuss anything more. Attorney Ed Mitchell confirmed this statement. Rosemary then Shared OSD will be having Fall Fest in the park on the October 15th from 10am to 3pm and the Haunted Park on October 22nd. LCC will be selling pork chops at Fall Fest. Hometown day is September 22nd and will be selling pork chops in the open lot. Alderperson Brad asked if the cameras in the park are effective? Chief Magill believes they are working as a deterrent.

REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERPERSONS AND MAYOR- Chief Magill – handed out Code Enforcement Tracking Report Thru 09/01/2022. He noted 101 S Broad was added, 328 W Locust has corrected all violations, 129 Parker Ct will be going court, and 468 S Broad will be getting increased fine for dogs continuously getting out. The council discussed occupied properties without water services and possibly capping off the sewage to insure there is no theft of service occurring. City Clerk Marilyn – shared she will be working with Clerkbooks tomorrow as the program stop working properly. Office Assistant Jodi – Met with Jason to determine location of funds for the meters and lead service line projects. The audit is wrapping up and she should have the preliminary report at next meeting. Alderperson Lynn –Complemented the maintenance crew removing trees in the city right of way, noting they get right down the ground and clean up. Alderperson Mark – Followed up on the Westdside Alley. Chief Magill shared it’s opened up. He then asked about the FFA signs? Chief Magill shared that the state will not approve that award but we can purchase signs to put up. The purchase was previously approved by the council so Chief will send the design to the state to order the signs. Mayor Ken – Donalee’s last day will be September 19 and we will have a farewell lunch party at 12pm on that day. Email invites to come. State Senator Brain Stewart will be having a mobile office this Friday at the Heritage Center from 2-3pm. Lastly, Super Intendant Kashner invited all to come to the Shannon school to see the new improvements.

ADJOURNMENT-MOTION - was made by Alderperson Brad Knutti and seconded by Alderperson Lynn Collins to adjourn at 8:11 p.m. Motion carried by 3 aye votes.
