City of Morrison City Council met Sept. 26.

Here are the minutes provided by the council:

The Morrison City Council met in Regular Session at 7:00 p.m. in the Morrison Community Room, 307 S Madison St., Morrison, IL. Mayor Vandermyde called the meeting to order at 7:00 p.m. City Clerk Hemmer recorded the minutes.

Aldermen present on roll call were Kruse, Mahaffey, Zuidema, Welding, Tervelt, Bruckner, and Deets. Absent: West. Other City officials present were Acting City Administrator/Police Chief Melton, Public Services Director Matlack, City Treasurer Jones and Sargent Kevin Soenksen.

PUBLIC COMMENT

John Martin, Committee for Paint the Town, reported 1175 squares were purchased and that despite the weather the event was a success. Painting continued through Sunday. Though Nelson Electric installed two vendor boxes, he asked that council reconsider the equipment for future events. Current boxes don't shelter against the elements, prevent unauthorized access and have limited power support (outlets/amps/voltage). City officials will review.

Liz Buckwalter introduced herself to Council as the new Executive Director of Morrison Area Development Corporation (MADC) and promising a cooperative relationship with the City under her direction to "move Morrison forward."

REPORT OF CITY OFFICERS, DEPARTMENT HEADS, AND/OR COMMITTEES Public Services Dir Matlack reviewed progress refurbishing the Baseball diamond at the Sports Complex: drainage is complete, and clay has been removed. Addition of limestone and aggregate will be added as the project moves forward; completion due this fall.

CONSENT AGENDA

Ald Zuidema moved to approve Council Meeting Minutes for September 12, 2022; Special Council Meeting Minutes for September 15, 2022; Bills Payable; August Treasurer's Report; Trick or Treating for Monday, October 31, 2022, 4pm - 7pm; and Refer re-zoning application to Planning and Zoning Commission 107 Sawyer Rd. Ald Welding 2nd. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, Bruckner, and Deets. Absent: West.

ITEMS FOR CONSIDERATION AND POSSIBLE ACTION

Action #1

Ald Welding moved to approve Resolution 22-03 Adoption of the 2022 Whiteside County Multi- Jurisdictional All Hazards Mitigation Plan. Ald Deets 2nd. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, Bruckner, and Deets. Absent: West.

Action #2

Mayor Vandermyde pulled the approval of Softball Field Improvements - Bush Sports Turf bid due to additional bids being submitted to the City.

OTHER ITEMS FOR CONSIDERATION, DISCUSSION & INFORMATION

Acting City Administrator Melton updated Council on the City's Memorandum of Understanding - Joint Use of Certain Facilities/Premises, with Morrison Community Unit School District #6 including discussions on rental fees, maintenance, and concessions.

The time of 6:30 p.m. was set for the next Council meeting on Tuesday, October 11, 2022.

Pursuant to 5ILCS 120/2(c)(1), Alderman Deets made a motion to enter Executive Session to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employee(s), seconded by Alderman Bruckner. On a roll call vote of 7 ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, Bruckner, and Deets. 1 absent: West; the motion carried.. Executive Session began at approximately 7:30 p.m.

Regular Session resumed at 7:40 p.m.

Alderman Kruse moved to approve Brian Melton as City Administrator and Sargent Kevin Soenksen as Acting Police Chief. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, Bruckner, and Deets. Absent: West.

Adjournment called by Ald Deets. Ald Zuidema 2nd. Meeting adjourned without objection at 7:55 p.m.
