City of Galena Historic Preservation Commission met Dec. 1.

22-HPC-058 - CALL TO ORDER

Chairman Craig Brown called the meeting of the Galena Historic Preservation Commission to order at 6:30 PM on Thursday, December 1, 2022.

22-HPC-059 - ROLL CALL QUORUM

Upon roll call, the following members were present: Craig Albaugh, Jack Dennerlein, Chuck Horton, Jeremy White, and Craig Brown

Absent: Matt Carroll, Carl Johnson

22HPC-060 - ESTABLISHMENT QUORUM

A quorum was declared.

22HPC-061 - PUBLIC COMMENTS

None.

22HPC-062 – APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF NOVEMBER 3, 2022

Motion: Albaugh moved, seconded by Dennerlien to approve the minutes of the regular meeting of the Historic Preservation Commission of November 3, 2022, amended to include Carl Johnson in the roll call.

Discussion: None

Roll Call: Ayes: Albaugh, Dennerlien, Horton, White, and Brown

Nays: None

Absent: Carroll, Johnson

The motion carried.

Motion: Albaugh moved seconded by Horton to move item 22HPC-064 prior to the Public Hearing.

Roll Call: Ayes: Dennerlein, Horton, White, Albaugh and Brown

Nays: None

Absent: Carroll, Johnson

The motion carried.

NEW BUSINESS

22HPC-064 – DISCUSSION AND POSSIBLE ACTION ON REQUEST BY JANET JONJACK, OWNER AND APPLICANT, TO REMOVE THE OLD FIBER SIDING AND INSTALL NEW VINYL SIDING ON THE HOME AT 315 HILL STREET

Owner/ Applicant

Tonia Jonjack, speaking on behalf of owner, requested the use of vinyl siding and aluminum soffit and fascia. She states that she has spoken to a number of contractors and the price range to restore the home was a broad spectrum, $5,000 for vinyl siding and $61,000 for cedar siding.

Discussion:

Horton recommended they investigate what is underneath the fiber siding. It may be material that can be restored with minimal cost. He also stated the Board doesn’t typically approve the use of vinyl siding. Board members agreed.

Motion: Albaugh moved seconded by Dennerlien to deny the use of vinyl siding.

Roll Call: Ayes: Dennerlein, Horton, White, Albaugh and Brown

Nays: None

Absent: Carroll, Johnson

The motion carried.

PUBLIC HEARING

22HPC-063 – DISCUSSION AND POSSIBLE ACTION ON A REQUEST BY THE OWNERS OF 100 MONROE STREET, GALENA MANUFACTURING, TO DEMOLISH THE MIDDLE RED WOOD SIDED PORTION OF THE STRUCTURE LOCATED AT 100 MONROE STREET

Mike Green, 205 Green St. – Green stated that he and his father owned this property since the late 80’s and since then the building has had two roofs. Greene advised the building they are requesting to tear down is only used as a walk through. The building is not used for storage. The building has been through numerous floods. Green stated they would love to save the building; however, it is not financially feasible for them to do so.

Tim Doser, 140 Altura, Dubuque, Iowa – Doser spoke in opposition to the demolition of the building at 100 Monroe Street. He gave a short history of the building noting the building once housed Galena Axle Grease which later became Galena Manufacturing. Doser urged the board to deny the demolition and reminded the Historic Board their purpose is to promote the preservation of historic sites.

Discussions

The Board discussed and requested time to explore options for the restoration of the structure.

The Board will continue to work with the Green family.

Albaugh shared historic photos of the building and advised even though it is in the flood plain, it can still be restored.

The Board agreed to revisit this item at a later date.

Motion: Albaugh motioned, second by Horton to deny the demolition of the middle structure.

Roll Call: Ayes: Dennerlein, Horton, White, Albaugh and Brown

Nays: None

Absent: Carroll, Johnson

The motion carried.

22HPC-065: ADJOURMENT

Motion: Albaugh moved to adjourn seconded by Horton.

Meeting adjourned by voice vote at 7:35 pm
