a. City Manager Report
i. Update on Liquor Licenses
Renewals are complete for 2023. We have twenty liquor licenses with three being 3:30 who are Mulgrew’s, The Otherside and The Annex. Also had fourteen of the license holders take advantage of our new rebate program. Grand total for licenses where $63,975, rebate total $10,500 for a net revenue of $53,475.
ii. News Article on U.S. Census
Report on population numbers for towns in our region. Unfortunately, we are not growing but we are working hard to change that.
iii. Update on 3rd Street Water Main Project
Update from Travis Freese at WHKS.
iv. Update on Water Tower
The big day is coming up for the lifting of the bowl. Will let people know when this will happen.
v. Dittmer Rate Increase for Garbage and Recycling
Included a notice of rate increases and will analyze all the rates and determine what adjustments we will need to make.
vi. City Hall Staffing
Just a quick update on what is going on with the ladies. All three ladies have been remote training with our software provider. These are about 4-hour sessions each. They have also been able to ask questions of the ladies from Galena for help. Want to thank Mark, Mary Beth and Jen. The ladies continue to receive help from Alyssa.
b. Mayor Report
Hope to move ahead with the new year and not backwards. A lot of good things that have been done that needed to be done.

Thank the Public Works for the work done the water main break on New Years Day.

What is going on with Indian Hills? Went and received an update from Origin on survey that was taken. Still need to hear from 6 or 7 people and have asked Origin to reach out to them. This survey was to identify right of way easement to run a gravity flow system. Was more positive then anticipated. After we hear from the remaining people will depend on if we will have another meeting with them. Still have the $2.2 million grant but would need to use by September 1st. Yes, hoping to keep moving forward with this project.
Property by Library? Attorney Kurt says still working with Bob Johnson and about 75% completed. Still going forward. Once paperwork is done then will present to Bob Johnson and then to council for approval.
Are the rumors about Dave Sendt’s building true? What rumors are you referring to. That the dispensary is not coming. Yes, just talked with Jim Straus and he said they are swamped with all the other dispensaries and still plan on coming. Also talked with Dave Sendt know he does not have anyone in the building because Incognito license expired 12/31/22.

Jean Robey – Alyssa still a part-time employee. Yes. Does the council realize she is making$23 an hour and still has health insurance.
City Manager Herrig and Alderman Belken – It is in their packet.
City Manager Herrig – The health insurance was to a specific date.
Jean Robey – Will have to FOIA more information.
Rick Petitgout – Pains him how the city is trying to eat itself. Likes all the work being done and what is being done to grow Gramercy Park. Does not like all the negativity. Would love to see the city turned around. Do not think it is fair of all the bad talking bout the city. Thinks City Manager, Council and other heads of city is doing a great job. Just want to voice an opinion from a person on the outside.

Have discussed with Chief Kovacic so went and sat with Marc MacTaggert to discuss what they need and not. Think delivery will be around the first week in March if passed tonight. Total cost of $86,255 and layout is in packet.

City Manager Herrig read the proclamation.
Casey Klein – here to stand by what is said in proclamation. National Human Trafficking hotline is 888.373.7888. The Tri-State Coalition Against Human Trafficking would like you to join them January 14 at the Shalom Retreat Center Dubuque, IA for human trafficking education. It does exist.
City Manager Herrig – our Police Department has delt with trafficking.
