1. Call to Order

Alderman Wangelin called the meeting to order with a quorum present at 8":15 a.m.

2. Minutes

Review of the December 1, 2022, Public Works/Public Property minutes as presented. Motion was made by Alderman Wangelin; second by Alderman Dowd. 3 ayes, motion approved.

3. Engineer Report

Corey Buck, Willett, Hofmann & Associates:

Informed the Committee that construction is at a halt for the season, we are working on the design engineering for Avenue A.

City Administrator Blackert stated that we are hoping to get the bids out for Avenue A this spring.

4. New Business

Assignment of the Contract for the Collection and Disposal of Residential Solid Waste, Recyclable Materials and Yard Waste.

City Administrator Blackert informed the committee that in November her and the Mayor had met with Moring Disposal and Republic Services and had been informed that Republic had bought Moring. We have 2 years before our contract is up and we will put the Contract out for bid about 1 year before the end of the contract. Now there is a built in yearly increase for rates. Motion was made by Alderman Dowd to accept the Assignment of the Contract for the Collection and Disposal of Residential Solid Waste, Recyclable Materials and Yard Waste and send to City Council for approval; second by Alderman McKanna. 3 ayes, motion approved.

Brian Tribley from Firehouse Ministries addressed the committee and stated that they had been leasing the property at 403 W 2nd Street for 10 years. The building was slated for demolition when Firehouse Ministries entered into the lease and in a few months time had replaced Development the roof, added drop ceilings, insulation, lighting, painted the inside and outside of the building, fixed windows, added garage door openers and furnaces. Firehouse Ministries would like to purchase 6 lots, including the building, so they can complete more needed repairs and continue the volunteer work in the City. Motion was made by Alderman McKanna to send to the Industrial Development Commission the recommendation for the sale of 403 W 2nd Street (6 blocks and building) to Firehouse Ministries; second by Alderman Wangelin. 3 ayes, motion approved.

Send recommendation to Industrial Commission for sale of 403 W 2nd Street to Firehouse Ministries.

5. Old Business

5-Year Capital Plan -$200,000.00 will be added to the budget for oil and chip. Corey Buck will get bids out in February or March 2023, once we get bids back we will decided which streets will be done for the year.

6. Street Department

Larry Spinka informed the committee that they had been cold patching, putting up the signs for the ATV's and repairing equipment.

7. City Administrator

Informed the committee that we are on schedule for the 11th Street Bridge construction to start in the summer of 2024

8. Committee Member Items

Mayor Kleckler updated the committee on some options to purchase land around IFH, north of the Micro building and land in the West Industrial Park that he has been working on.

No Action

9. Adjournment

A motion was made by Alderman Wangelin and second by Alderman McKanna to adjourn. Vote unanimous.
