The Morrison City Council met in Regular Session on January 9, 2023, at 6:30 p.m. in the Morrison Community Room, 307 South Madison Street, Morrison, Illinois. Mayor Vandermyde called the meeting to order at 6:30 p.m. Michael Hemmer, City Clerk, recorded the minutes.
Alderpersons present on roll call were Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Absent: None. Other City officials present were City Administrator Melton, City Treasurer Jones and Acting Police Chief (Sergeant) Kevin Soenksen.
PUBLIC COMMENT
None.
REPORT OF CITY OFFICERS, DEPARTMENT HEADS, AND/OR COMMITTEES CA Melton requested a Special Meeting on January 16 at 6 pm to approve Resolution No. 01 - Resolution of Support for Application, Community Development Block Grant, State of Illinois by Fehr Graham. Written reports were provided by CA Melton, as well as Acting Police Chief Soenksen.
CONSENT AGENDA
Ald Deets requested to remove Support Whiteside County to issue Special Use Permit for solar farm to New Leaf Energy, west of Sawyer Road, Morrison from the consent agenda; seconded by Ald West.
Ald Zuidema moved to approve the Consent Agenda as presented, which included Council Meeting Minutes for December 12, 2022, Bills Payable, Financial Report - November 2022 and Planning & Zoning Meeting Minutes for December 28, 2022; seconded by Ald Welding. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Nays: None. Motion passed.

Ald Zuidema moved to approve supporting Whiteside County to issue Special Use Permit for solar farm to New Leaf Energy, west of Sawyer Road, Morrison; seconded by Ald Welding. Ryan Bailey, Project Developer of New Leaf Energy answered Council's questions. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Nays: None. Motion passed.

Ald Kruse moved to approve Sponsorship of Morrison Chamber of Commerce Annual Meeting without tickets for Council to attend, February 9, $500; seconded by Ald Zuidema. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Nays: None. Motion passed.
Ald Kruse moved to approve Additional Engineering Services, Preliminary Architectural Report, Public Works Building with Fehr Graham - $9,200; seconded by Ald West. After discussion, Ald Tervelt moved to table; seconded by Ald Kruse. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Nays: None. Motion was tabled.
Ald Welding moved to approve Pay Request 1 for Contract 1 (Water Meter Project) to Core and Main, LLC, $182,466.50; seconded by Ald Kruse. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Nays: None. Motion passed.
Ald Welding moved to approve Change Order 1 for Contract 1 (Water Meter Project) with Core and Main, LLC, increase of $290.00; seconded by Ald Mahaffey. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Nays: None. Motion passed.
Ald Zuidema moved to approve Pay Request 1 for Contract 2 (West End Water Main Loop Project) to Martin & Company Excavating, Inc., $162,839.88; seconded by Ald Deets. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Nays: None. Motion passed.
Ald Welding moved to approve Change Order 1 for Contract 2 (West End Water Main Loop Project) with Martin & Company Excavating, Inc., decrease of $3,352.80; seconded by Ald Mahaffey. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Nays: None. Motion passed.
OTHER ITEMS FOR CONSIDERATION, DISCUSSION & INFORMATION
CA Melton presented information on water rates and infrastructure improvements. A Water Infrastructure Plan was presented with updates to Phase IV (2024) and Phase V (2025). A water rate schedule was also presented with recommended water rates for Fiscal Years 2024 through 2027. The recommended increase effective May 1, 2023 would be a 3.7% increase for water consumption, but the overall utility bill would reflect a 1.5% increase. Based on the average residential user per month, the monthly increase would be $1.39. Last water rate change was 2014 and the last water service charge (monthly flat fee) increase was 2017. Council discussion included suggestions to prepare and provide information for public access.
Pursuant to SILCS 120/2(c)(1), Ald Tervelt made a motion to enter Executive Session to consider "The appointment, employment, compensation, discipline, performance, or dismissal of specific employees..." and 2(c)(5) "To discuss the purchase or lease of real property for the use of the public body...", Ald Zuidema 2nd. All ayes. Executive Session began at approximately 7:24 p.m.
Regular Session resumed at 7:57 p.m. No action was taken as a result of Executive Session.
Adjournment. Ald Zuidema moved and seconded by Ald Kruse to adjourn at approximately 8:00 pm, without objection.
