City of Morrison City Council met Jan. 23.

Here are the minutes provided by the council:

The Morrison City Council met in Regular Session on January 23, 2023, at 6:30 p.m. in the Morrison Community Room, 307 South Madison Street, Morrison, Illinois. Mayor Vandermyde called the meeting to order. Michael Hemmer, City Clerk, recorded the minutes. 

Alderpersons present on roll call were Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Absent: none. 

Other City officials present were City Administrator Melton, Acting Police Chief (Sergeant) Soenksen, Recreational Services Director Nathan Jacobs, Parks and Recreation Coordinator Katie Selburg and City Attorney Tim Zollinger. Absent: City Treasurer Jones. 

PUBLIC COMMENT 

None. 

OATH OF OFFICE CHIEF OF POLICE 

Mayor Vandermyde administered the oath of office to Pedro Valladares, Jr. 

REPORT OF CITY OFFICERS, DEPARTMENT HEADS, AND/OR COMMITTEES 

CA Melton introduced Recreational Services Director Nathan Jacobs and City Attorney Tim Zollinger. 

CONSENT AGENDA 

Ald Welding moved to approve the Consent Agenda as presented, which included Council Meeting Minutes for January 9, 2023; Special Council Meeting Minutes for January 16, 2023; Bills Payable; and Financial Report - December 2022. Seconded by Ald Zuidema. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Nays: None. Motion passed. 

ITEMS REMOVED FROM CONSENT AGENDA 

None. 

ITEMS FOR CONSIDERATION AND POSSIBLE ACTION 

Ald Kruse moved to approve onetime compensation to Acting Chief of Police Kevin Soenksen in the amount of $4,000, with appreciation for his commendable service as Acting Chief of Police. Seconded by Ald Mahaffey. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Nays: None. Motion passed. 

Ald Deets moved to remove former Public Services Director Lori Matlack from all existing City of Morrison bank accounts and to add Accounting Director Michelle (Shelli) Davis as a Signatory to those same accounts. Seconded by Ald Bruckner. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Nays: None. Motion passed. 

Ald Welding moved to approve the updated City of Morrison, Illinois, Water Infrastructure Plan, to include Phase IV & V as presented. Seconded by Ald Bruckner. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Nays: None. Motion passed. 

Ald Zuidema moved to approve Notice of Intent to Award to Fischer Excavating, Inc. in the amount of $1,401,785.20, Phase III Project, contingent upon IEPA loan approval. Seconded by Ald Welding. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Nays: None. Motion passed. 

Ald Deets moved to approve to purchase a truck with trade-in of 2021 F150XL, as presented, paid for by the General Fund, Water Fund and Water/Wastewater Vehicle Replacement Fund. Seconded by Ald Zuidema. CA Melton said that the original vehicle purchased for the City was the wrong vehicle Since it could handle only light loads and would be traded in. As advised by City Attorney Zollinger, Council moved to approve a substitute motion which 1) declared the old truck trade-in as surplus, 2) Council waived competitive bidding and 3) authorized the City to purchase the new truck from Karl Ford. Ayes: Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Nays: Kruse. Motion passed. 

Ald Zuidema moved to approve engineering services agreement with Wendler Engineering Services for 2023 Street Improvements Project. Seconded by Ald Bruckner. CA Melton said the work would start late Summer 2023. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Nays: none. Motion passed. 

OTHER ITEMS FOR CONSIDERATION, DISCUSSION & INFORMATION 

CA Melton said he was rethinking the Public Works Director & Staffing Structures and would present these ideas in the future. Council also discussed water rates and infrastructure improvements and suggestions to prepare and provide information for public access. 

Adjournment. Ald Kruse moved and seconded by Ald West to adjourn at 7:17 pm, without objection.
