City of Dixon City Council met Feb. 21.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Arellano at 5:31pm.

ROLL CALL

Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano answered roll call. Absent: None

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Reverend Bunyan Cocar, First Baptist Church.

PRESENTATION OF THE IKE MERCER AWARD

Councilman Venier presented the February Black History Month presentation of the Ike Mercer Award to Diamond Robinson, Dixon native currently serving in the US Navy. Her brother James spoke about Diamond. Diamond expressed her thanks and feelings about Dixon. Her Mother Linda spoke about her accomplishments, her family gathered and sang “This Little Light of Mine” with everyone in the chambers. Michael and Steven Mercer expressed their thanks and appreciation.

WORK SESSION

FLOCK SAFETY ALPR SYSTEM

Police Chief Howell explained the system and introduced Phil from Flock Safety. *Note Councilman Venier left the meeting at 5:55 and returned at 5:56.

Phil from Flock Safety read the mission of Flock Safety and gave a presentation on how the system works, what you get, what the tech is and isn’t, how it eliminates crime, mitigating the risk, privacy, transparency, law enforcement agencies using the system, case studies, and types of hook ups. Discussion ensued.

*Note: Councilman Bishop left the meeting at 6:23 and returned at 6:24.

WORK SESSION

FY 2023/2024 BUDGET

City Manager Langloss addressed the council regarding the previous budget meeting and acknowledge all the work that Heckman and Fredericks and McCarter and team have done on the previous presentation. He went through some of the funding mechanisms, funds remaining, FY 24 transfer, FY 22 turn-ins, Recovery Fund, Covid Relief Fund, discussion ensued. There will be a budget meeting Monday for internal discussion and more presentations, discussion ensued. Mayor suggestion having another retreat after the election.

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Special and Regular Session Minutes of Wednesday, February 8, 2023; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $361,513.22 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVE YEAR-TO-DATE FINANCIALS

Councilman Considine moved that the year-to-date Financial Summary through January 2023 be accepted. Seconded by Councilman Venier. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

None

CITY MANAGER REPORT

City Manager Langloss - Last week assisted at the Police Academy taught interrogation and also presented at the Sauk Valley Leadership Academy regarding how to have difficult conversations. The Midwest Summit on Leadership is scheduled for Thursday, May 18th at the Dixon Historical Theatre and gave information on the presentations.

COUNCIL REPORTS

Mayor Arellano – Has a meeting with Senator Stoller. Liquor license and fees are on a freeze this year, but intent is to tie to inflation, will bring to council. A license holder wants to change from a tavern to a restaurant class, asked for a sales analysis. If meet the requirements the tavern license will be brought for consideration to strip. Had a meeting with the staff head of the Dixon Theatre. What’s coming into I-88, Chipotle put hiring adds up for the Dixon area.

Councilman Bishop – None

Councilman Considine – Would like more information on the full-time LCIDA Director, discussion. Thanked the group tonight.

Councilman Venier – Thanked the families who participated this evening, she was a unanimous vote from all of the previous awardees.

Councilman Oros – Echoed Venier’s sentiments, wonderful to see the community rally around diversity and support our people in the community.

RES# 3061-23 – AMENDING FY 2022-2023 BUDGET

LIBRARY – NATURAL GAS

Councilman Venier moved to approve the resolution amending the FY 2023 budget with respect to the Library – Natural Gas budget. Seconded by Councilman Bishop. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 3062-23 – AMENDING FY 2022-2023 BUDGET

LIBRARY – SMALL EQUIPMENT AND TOOLS

Councilman Bishop moved to approve the budget resolution with respect to Library – Small Equipment and Tools budget. Seconded by Councilman Venier. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 3063-23 – APPROPRIATE $107,000 IN LOCAL INFRASTRUCTURE FUNDS FOR THE RAISE GRANT PROJECT SECTION NUMBER 22-00183-00-BR

Councilman Oros moved to approve the resolution to appropriate $107,000 in local infrastructure funds for the RAISE Grant Project section number 22-00183-00-BR. Seconded by Councilman Considine. Public Works Director/Assistant City Manager Heckman explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF A JOINT FUNDING AGREEMENT WITH ILLINOIS DEPARTMENT OF TRANSPORTATION WITH RESPECT TO THE RAISE GRANT PROJECT SECTION NUMBER 22-00183-00-BR

Councilman Oros moved to approve the Joint Funding Agreement with Illinois Department of Transportation with respect to the RAISE Grant Project section number 22-00183-00-BR Phase I and Phase II Engineering. Seconded by Councilman Considine. Public Works Director/ Assistant City Manager Heckman explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL TO PURCHASE FLOCK SAFETY ALPR SYSTEM

Discussion ensued regarding the system, and more information is requested. There was no motion for this agenda item.

ADJOURMENT

Councilman Venier moved that the Regular Council Meeting of Tuesday, February 21, 2023 be adjourned to meet in Special Session on Monday, February 27, 2023 at 4:30pm in the Council Chambers at the City Hall. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

The meeting adjourned at 7:22pm.
